TANZANIA ina matatizo kadhaa, lakini tatizo ambalo sikuwahi kulitambua awali ni hili linalozidi kupanuka la chuki ya baadhi ya Watanzania wenzetu dhidi ya nchi yetu.
Naam, hakuna neno stahili zaidi ya chuki, pale unapokutana na Mtanzania anafurahi kusikia kuwa majirani zetu wa Malawi wameanza chokochoko kuhusu mpaka kati yetu na nchi hiyo.
Au unakutana na mtu anayefurahia taarifa za kuyumba kwa uchumi wetu, anakenua meno yote 32 huku akidai eti “si mliichagua CCM, mnaisoma namba sasa.”
Lakini kama kuna kitu kimenikera zaidi ni hizi kebehi za watu hao dhidi ya jitihada zilizofanywa na Serikali ya Rais Dk John Magufuli kununua ndege mbili kama mkakati wa kulifufua shirika letu la ndege.
Wenye chuki hao wanaendelea kukosoa kila kitu kuhusu ndege hizo, kuanzia yule twiga kwenye nembo (baadhi wanadai eti huyo twiga anaonekana kama ameteguka miguu), rangi ya ndege na kila kitu kuhusu ndege hizo.
Wanataka serikali ingenunua ndege kubwa zaidi, wengine wanataja kabisa aina ya ndege waliyotaka, wengi wao wakitamani ndege kubwa zinazotengenezwa na kampuni za Boeing au Airbus.
Ni watu hawa hawa ambao laiti serikali ingetumia fedha nyingi zaidi kununua ndege kubwa zaidi wangeishia kuilaumu kuwwa ndege sio muhimu zaidi ya mahitaji mengine mbalimbali muhimu kwa taifa letu.
Jitihada za kuwaelimisha kuwa ndege hizo mbili za aina ya Bombardier zina ufanisi zaidi kwa maana ya bei yake na gharama za uendeshaji zinagonga ukuta kwa sababu watu hawa hawataki kusikia habari yoyote njema kuhusu Tanzania.
Wataalamu wa usafiri wa anga wanaeleza kuwa ndege hizo zilizonunuliwa na serikali zinatumia mafuta kidogo zaidi kulinganisha na ndege nyingine, lakini wenye chuki hao hawataki kabisa kusikia maelezo hayo ya kitaalamu.
Na kwa kuonyesha kuwa watu hawa wana chuki kali dhidi ya nchi yao, hawataki kabisa kuzungumzia habari nyingine njema ya ujio wa mabehewa kwa ajili ya kuboresha huduma za usafiri wa Reli ya Kati.
Hawazungumzii sio kwa sababu hawafahamu kuhusu habari hiyo njema bali wameishiwa na hoja za kuwawezesha kukosoa kuhusu mabehewa hayo.
Sote tunatambua kuwa kwa miaka kadhaa nchi yetu ilikuwa ‘shamba la bibi’ kwa genge la mafisadi. Kuibadili hali hiyo sio kitu cha siku moja. Na Rais Magufuli ameshatukumbusha mara kadhaa kwamba itachukua muda kabla mambo hayajanyooka, akatuomba tumsaidie.
Lakini tatizo la wenzetu hao na chuki yao sio ununuzi wa ndege hizo, zingekuwa kubwa wangelalamika na sasa sio kubwa sana wanalalamika. Tatizo la wenzetu hao ni chuki dhidi ya nchi yetu. Wanatamani sana kuiona nchi ikiwa kwenye wakati mgumu ili wapate fursa ya kutuambia “mnaisoma namba.”
Kibaya zaidi kuhusu wenzetu hawa ni kwamba sasa wamefika mahala kuwa hoja za kuikosoa serikali pale inapostahili ni haki yao pekee. Nilishuhudia hali hiyo ya kuchukiza mwishoni mwa wiki iliyopita, ambapo niliweka bandiko kwenye mtandao wa kijamii wa Facebook nikieleza upungufu ya Muswada wa Huduma za Habari (Media Services Bill) ambao licha ya kupingwa na wadau wengi, upo katika mchakato wa kuwa sheria kamili.
Badala ya kujadili mada husika, wenye hatimiliki ya kuikosoa serikali ‘wakanikalia kooni’ wakinituhumu kuwa nilimpigia kampeni Dk. Magufuli na sasa baada ya kukosa nilichotarajia ndio najifanya kumkosoa. Kimsingi wala sikumkosoa rais bali serikali kwa ujumla hasa ikizingatiwa kuwa mchakato wa muswada huo ulianza wakati wa Awamu ya Nne chini ya Rais Jakaya Kikwete.
Na kabla ya hapo, nilitoa pongezi zangu za dhati kwa aliyekuwa mgombea urais kwa tiketi ya Chadema, Edward Lowassa, kutokana na ziara yake mkoani Kagera kuhusu janga la tetemeko la ardhi. Lakini watu wenye hatimiliki ya kumpongeza Lowassa wakanijia juu wakidai kuwa ni unafiki kumpongeza sasa wakati sikumuunga mkono kipindi cha kampeni za uchaguzi mkuu wa mwaka jana.
Wengi wao wanaishi kama tupo katika kipindi cha kampeni za uchaguzi huo. Kwao ni kama rais halali hajapatikana. Pengine kwa vile walijiaminisha mno kuhusu mgombea wao, basi hawataki kabisa kukubali ukweli ambao upo kinyume cha matarajio yao.
Nihitimishe makala hii kwa kuwakumbusha Watanzania wenzangu kuwa hatuna nchi nyingine zaidi ya Tanzania na ni wazi tusipoipenda wenyewe, tusitarajie wasio Watanzania kuipenda. Mafanikio ya nchi yetu ni yetu sote na kukwama kwake kunatuathiri sote. Tuweke mbele maslahi ya nchi yetu badala ya maslahi binafsi au ya kiitikadi.

MAMLAKA ya Mapato Tanzania (TRA), imesema orodha ya majina ya watumishi wasio waaminifu kwenye kitengo cha kudhibiti mapato bandarini (TISCAN), bado haijawasilishwa Makao Makuu kama ilivyoahidiwa na Rais Jakaya Kikwete. Akizungumza Dar es Salaam jana, Mkurugenzi wa Elimu kwa Walipa Kodi, Protus Mmanda, alisema Menejimenti ya TRA chini ya Kamishna Mkuu, Hary Kitillya, inayasubiri majini hayo kuweza kuchukua hatua stahili.

Mmanda alisema, watumishi wote wa TRA watakaotajwa kwenye orodha hiyo watashughulikiwa kwa mujibu wa sheria na taratibu zote za nidhamu, ikiwa ni pamoja na kufukuzwa kazi kama Rais alivyoagiza. Machi 2, mwaka huu, Rais Kikwete alifanya ziara ya ghafla bandarini kukagua utekelezaji wa maagizo yake kuhusu ufanisi katika utendaji kazi wa bandari ya Dar es Salaam, hasa kuhusu mrundikano wa makontena. Katika ziara hiyo, Rais alionyesha kukerwa na baadhi ya watumishi wa TISCAN ambao wamekuwa wakishirikiana na wafanyabiashara wakubwa kuwaonyesha mbinu za kukwepa kodi, vitendo vinavyolisababishia taifa hasara. Rais Kikwete alisema, orodha ya watumishi wanaoendekeza mchezo huo mchafu anayo na kumtaka Kamishna Mkuu wa TRA, kuwafukuza kazi watumishi hao atakapokabidhiwa majina.

Orodha ya majina hayo bado haijafika kwetu, tunaendelea kusubiri sijui yatakuja lini, maana mimi kwa wadhifa wangu siwezi kwenda Ikulu kuuliza majina hayo yataletwa lini. “Labda kwa kuwa nyinyi waandishi wa habari mnakutana na Salva Rweyemamu, (Mkurugenzi wa Mawasiliano Ikulu) muulizeni hayo majini yatakuja lini, lakini sisi huku hatuwezi kuuliza, hadi hapo yatakapoletwa,” alisema. Mmanda alisema kuwa, wakati majina hayo yanasubiriwa, TRA imechukua hatua kadhaa zinazolenga kuweka mfumo mzuri wa utendaji, ikiwa ni pamoja na kufanya mabadiliko kwa baadhi ya maofisa wake.

Kwa mujibu wa Mkurugenzi huyo, TRA imeshafanya mabadiliko kwa kuwahamisha idara baadhi ya maofisa wake, wanaoonekana kuwa na chembe za ukosefu wa maadili kama hatua za awali za kutekeleza maagizo ya Rais. “Hatuwezi kukaa tu bila kufanya tathimini yoyote juu ya utendaji kazi wetu, kwa sababu tunasubiri majina kutoka kwa Rais. Baadhi ya hatua tulizochukua ni pamoja na kufanya mabadiliko katika baadhi ya idara zetu. “Tumefanya marekebisho pale palipostahili, mahala palipokuwa na watumishi wazembe wasiokuwa waadilifu tumewaondoa na kuweka watumishi wengine,” alisema Mmanda, ingawa hakutaja idara na maofisa wake walioguswa na zoezi hilo.

Mkurugenzi huyo alisema, hatua nyingine zilizochukuliwa ni pamoja na kurahisisha taratibu za usajili wa magari, kuondoa kero ya muda mrefu ambayo imekuwa ikilalamikiwa kuhusu uchelewashaji wa usajili wa magari. Kwa mujibu wa Mmanda, taratibu zote za usajili wa magari yanayoingizwa nchini hivi sasa zitafanywa na ofisi moja, ili kuondoa usumbufu kwa watu, tofauti na zamani ambako taratibu hizo zilikuwa zikishughulikiwa na ofisi zaidi ya moja. Alisema kuwa, utaratibu huo mpya pia utasaidia kuondokana na watu wa ‘kijiweni’ maarufu kwa jina la ‘vishoka’, ambao wamekuwa wakiwatapeli watu kwa kisingizio cha kuwasaidia katika taratibu za usajili wa magari.

The Government is assessing the impact of the global financial crisis on the Tanzanian economy.

The deputy minister for Finance and Economic Affairs, Mr Omar Yusuf Mzee, told The Citizen yesterday by phone that officials from his ministry had been dispatched to regions to talk to stakeholders on problems facing them as a result of the global financial crisis.

"I am in Kigoma on a similar mission and my colleague [deputy minister Jeremiah Sumari) is in southern regions," he said.

The assessment is aimed at collecting crucial information on the crisis. He said his tour would take him to Kigoma, Tabora, Singida and Dodoma regions while Mr Sumari would visit Lindi and Mtwara regions to gather similar information.

"We need to know the real picture when we call stakeholders to a national meeting to discuss the crisis.During the meeting we will focus on how we can help businesses which have been affected," he said.

He said a national roundtable with chief executive officers of various firms to discuss the situation would be held soon after completing the assessment.

Bank of Tanzania (BoT) Governor Benno Ndulu, did not say what the Government could do to shore up businesses amid the crisis.

"I cannot say that the Government will offer stimulus packages to affected businesses. But we are aware of the situation and we are planning something for our local entrepreneurs," he said. Prof Ndulu said BoT was closely following the developments.

He noted that so far there was no indication that local banks would face difficulties in the near future as a result of the global crunch.

"People should go on with their activities; there is no need to worry as we are closely following the developments here and abroad. In case of any serious problem, we will issue an alert immediately," he said.

Recently, Finance and Economic Affairs minister Mustafa Mkulo did not rule out direct Government intervention, as members of the business community called for a state plan to save them from collapse.

He said during the forthcoming roundtable meeting, the Government would discuss with CEOs and draw up a joint strategy to deal with the problem.

"Our intervention will be within the limitations of the budget and it is my hope, as the Finance minister, that our engagement will be effected as soon as possible. It should be before the conclusion of the budget proposals," he said.

"If employers are thinking of retrenching workers, this will be discussed to see the best way in which the Government could assist," said Mr Mkulo.
Many countries are offering stimulus packages to private companies.

Such countries include the United States where the financial crunch started, sending financial institutions crumbling.The ministry has dispatched its team to regions at a time when businesses are calling for quick plans to remedy the situation.

The Association of Tanzania Employers (ATE) has confirmed that it had received urgent appeals for assistance from three companies. ATE executive secretary Aggrey Mlimuka warned of difficult times ahead unless the Government intervened.

The Tanzania Horticultural Association bemoans a 50 per cent business slump.It has urged the Government to support the small-scale growers and supply chains using a portion of the money that President Jakaya Kikwete pledged to give to agriculture.

It has also asked for the rescheduling of loans through commercial banks with BoT's intervention.

EACH REGION HAS A REGIONAL COMMISSIONER,REGIONAL ADMINISTRATIVE SECRETARY,REGIONAL PLANNING OFFICER,etc,etc,...AND SO ARE THE DISTRICTS.DOES THIS DECISION TO DESPATCH OFFICIALS FROM THE MINISTRY SUGGEST THAT THOSE AT REGIONAL/MUNICIPAL/DISTRICT LEVEL HAVE NO IDEA ABOUT THE GLOBAL FINANCIAL CRISIS THAT THEY CAN'T FURNISH THE GOVERNMENT WITH THE DATA NEEDED FOR THE ECONOMIC ASSESSMENT,OR THEY ARE TOO DUMB TO TALK TO STAKEHOLDERS IN THEIR RESPECTIVE ADMINISTRATIVE AREAS, OR IT IS ALL ABOUT THE NOTORIOUS PER DIEM SYNDROME AT THE TIME WHEN WE SERIOUSLY NEED TO KEEP OUR EXPENDITURE IN CHECK...!?

SERIKALI ipo katika hatua za mwisho za kuingia ubia na Kampuni ya Sonangol kutoka nchini China kwa ajili ya kuendesha Shirika la Ndege la Tanzania (ATCL).

Nia hiyo ya serikali ilitangazwa jana kwenye ofisi ndogo za Bunge jijini Dar es Salaam na Mwenyekiti wa Kamati ya Bunge ya Miundombinu, Mohamed Misanga, alipokuwa akizungumza na waandishi wa habari baada ya kupokea taarifa ya utendaji kazi wa ATCL.

Alisema ATCL, hivi sasa ipo katika hali mbaya kiuchumi kutokana na kuelemewa na madeni sambamba na kutokuwa na mtaji ambao utawezesha kuingia katika soko la ushindani.

Alisema awali serikali ilipozindua upya kampuni hiyo iliahidi kuchukua madeni yote na kutoa mtaji kwa kampuni hiyo, ili iweze kufanya biashara ya ushindani, lakini imeshindwa kutekeleza ahadi yake.

“Hali ya kiuchumi kwa ATCL ni mbaya, serikali imeamua kuinusuru kwa kuingia ubia na Kampuni ya Sonangol International ambayo wakati wowote kuanzia sasa watasaini mkataba,” alisema Misanga.

Alisema wabunge wameionya serikali kuwa makini na mwekezaji huyo, ili ubia huo usije ukawa kama wa kampuni ya SAA ambayo kwa kiasi kikubwa ndiyo iliyosababisha ATCL iwe hoi na kuidai madeni makubwa.

Alisema lengo la wabunge ni kuona serikali haiingi tena katika uingiaji mikataba mibovu ambayo imekuwa isainiwe na wataalamu wa serikali kila kukicha,” alisema Misanga.

Alisema ni jambo la kusikitisha kuwa hivi sasa ATCL imekuwa ikinunua mafuta kwa siku kila ndege inapotaka kufanya safari badala ya kununua mafuta ya muda wa miezi mitatu au minne.

Aliongeza kuwa shirika hilo halikopesheki na kila kinachopatikana hutumika kwa madeni na shughuli za uendeshaji, jambo ambalo hulidhoofisha shirika hilo kununua na kukodisha ndege.

Alibainisha kuwa Serikali tayari imeamua kuiandikia barua Kampuni ya SAA kuitaka iache kuidai ATCL na badala yake iidai serikali ambayo ndiyo iliyoyachukua madeni.

Aidha, alisema ATCL ipo katika mchakato wa kuuza ndege yake aina ya Boeing 737-200 ambayo inadaiwa kutumia mafuta mengi sambamba na kupitwa na wakati.

“Uamuzi huu utasaidia kupunguza gharama zisizo za lazima kwa shirika lakini pia itasidia kupatikana kwa fedha kidogo zitakazotumika kwa mambo mengine,” alisema Misanga.

Aidha, alikanusha kuwa ATCL hakuna ndege mbovu zilizoletwa hivi sasa kwani kuna Mamlaka mbalimbali ambazo huzithibitisha ndege hizo kabla ya kuanza kazi.
