Demokrasia katika jamii isiyojali utawala bora ni sawa na kufukia makaratasi ardhini kwa matarajio ya kuota mmea wenye matunda ya noti.Ni mithili ya kualika timu ya Taifa ya Brazil kwa mabilioni ya shilingi kisha mechi husika ituache na bili kubwa pasipo manufaa yoyote.Hebu tafakari.Mwezi Oktoba Watanzania kwa mamilioni yao watapiga kura kumchagua Rais na Wabunge.Japo shughuli hiyo ni ya siku moja tu,maandalizi yake yanagharimu mabilioni ya shilingi.Wenyewe wanasema ndio gharama ya demokrasia.Lakini baada ya uchaguzi,wengi-kama sio wote-wa tutakaowachagua watasahau kabisa kwanini tumewachagua,huku wakiwa bize kutafuta namna ya kufidia gharama walizotumia kuingia madarakani.

Zamani hizo tuliambiwa kuwa demokrasia ni pamoja na uwepo wa vyama vingi vya siasa.Takriban miongo miwili baadaye Watanzania wameshuhudia namna uwepo wa vyamahivyo vingi vya siasa ulivyoshindwa kulikwamua taifa letu kutoka kwenye lindi la umasikini.Sanasana umasikini umekuwa ukizidi kuongezeka huku wanasiasa wetu wakibadili kauli mbiu kila baada ya muhula (kwa mfano kutoka Ari Mpya,Kasi Mpya na Nguvu Mpya kuwa Ari Zaidi,Kasi Zaidi na Nguvu Zaidi).Tumeshuhudia pia mlolongo wa sera,mikakati,mpingo na vitu kama hivyo,from MKUKUTA to MKURABITA to KILIMO KWANZA.Na kwa mawazo mapya hatujambo,shughuli ipo kwenye utekelezaji.

Siku chache zilizopita nilitundika makala kuhusu utata wa kauli za Waziri wa Sheria na Katiba Mathias Chikawe na zile za Makamu Mwenyekiti wa CCM Pius Msekwa kuhusu suala la uanzishwaji Mahakama ya Kadhi.Wakati Waziri Chikawe aliahidi kuwa mahakama hizo zingeanza kazi mwakani,Msekwa alitamka bayana kuwa suala hilo haliwezekani.Hadi leo hakuna ufafanuzi uliotolewa kuhusu suala hilo ila kilicho bayana ni kuwa CCM imeamua kuachana nalo baada ya kuliingiza kwenye manifesto yake ya Uchaguzi mwaka 2005.Kwa vile sie ni mahiri zaidi wa kuhangaika na mambo kwa mtindo wa zimamoto tunasubiri liwake la kuwaka ndipo tuanze kuhangaika namna ya kudhibiti.Taasisi zenye majukumu ya kuwa proactive (yaani kuazuia majanga kabla hayajatokea) ziko busy zaidi na kuhakikisha CCM inarejea madarakani kwa ushindi wa kishindo badala ya kujishughulisha na jukumu lao la msingi la kulinda na kutetea ustawi wa taifa letu.Kwao,siasa (yaani CCM) ndio nchi na ndio kila kitu.

Majuzi umejitokeza utata mwingine wa kauli kati ya mawaziri wawili waandamizi kuhusu suala la uraia wa nchi mbili (dual citizenship).Na kichekesho ni kwamba tofauti na ule mgongano wa kauli kati ya Chikawe na Msekwa,safari hii mgongano wa kauli za mawaziri hao umejiri ndani ya jengo la Bunge katika kikao kinachoendela cha bajeti ya mwaka 2010/11.Awali,Waziri wa Mambo ya Ndani Lawrence Masha alilieleza Bunge Tukufu kuwa serikali imeamua kuwa huu sio wakati mwafaka kwa suala la uraia wa nchi mbili,na kwamba serikali anaangalia uwezekano wa kuanzisha ukaazi wa kudumu (permanent residency).Waziri Masha alieleza kuwa serikali inaandaa hoja kuhusu suala hilo la permanent recidency kwa minajili ya kuileta bungeni ijadiliwe. "Huu sio wakati mwafaka kuruhusu uraia wa nchi mbili,serikali inaangalia uwezekano wa kuanzisha ukaazi wa kudumu badala ya uraia wa nchi mbili", alisema Masha.

Wakati Masha akisema hivyo,Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa Bernard Membe alilieleza Bunge hilohilo kuwa serikali imeridhia suala la uraia wa nchi mbili na kwamba Wizara yake iko kwenye mchakato wa kuwasilisha suala hilo kwenye kikao cha Barza la Mawaziri.Pia Membe alieleza kuwa anafanya mawasiliano na Serikali ya Mapinduzi Zanzibar (SMZ) ili kupata baraka zao kutokana na suala hilo kuwa la Muungano.Akihitimisha hoja ya bajeti ya wizara hiyo, kwa mwaka wa fedha 2010/2011, Waziri Membe alisema siyo dhambi, Watanzania kutafuta riziki nje ya nchi na ni haki yao kubaki na uraia wa Tanzania.Alisema wakati umefika kwa Watanzania, kupatiwa haki yao ya msingi kwani licha ya kuwa ni manufaa kwao pia ni manufaa kwa nchi kutokana na fursa ya kuongeza pato la taifa.

Kadhalika,inadaiwa kuwa Waziri Membe aliwaeleza Watanzania waliohudhuria mkutano wa Diaspora jijini London hivi karibuni kwamba suala hilo limeshajadiliwa na baraza la mawaziri na linasubiri kuwasilishwa bungeni ili upitishwe au kupingwa na wabunge.Mimi sikuhudhuria Mkutano huo wa Diaspora kwa vile niliamini ungenipotezea muda wangu tu kwa sababu viongozi wetu ni mahiri sana katika kuahidi mambo mazuri kwenye hadhara,na hujifanya wasikivu sana lakini utekelezaji ni zero,sifuri,zilch!

Ni dhahiri kwamba mmoja kati ya mawaziri hawa anadanganya.Wakati sina la kusema kuhusu kauli ya Waziri Masha,kauli za Waziri Membe huko Bungeni na London zinaleta utata unaoweza kuyumkinisha kuwa kuna urongo wa namna flani.Je kauli ipi ni sahihi kati ya hiyo alotoa London kuwa suala hilo limeshajadiliwa na Baraza la Mawaziri na hiyo ya bungeni kuwa suala hilo bado liko wizarani huku likifanyiwa mchakato wa kulipeleka kwenye Baraza la Mawaziri?

Unajua kwanini mmoja wao anadanganya?Sababu ni kadhaa,lakini kwa ufupi,moja,ni kwa vile mdanganyifu huyo anafahamu bayana kuwa wabunge wanaoelezwa suala hilo wapo bize zaidi kufikiri namna watakavyorudi bungeni baada ya uchaguzi (sambamba na kuwazia posho zao nono za vikao vya bunge) kuliko kumkalia kooni waziri aeleze kinagaubaga.Ndio maana mwanzoni mwa makala hii nilibainisha uselessness ya demokrasia yetu.Tunapoteza mabilioni ya shilingi (sambamba na muda wetu kusikiliza porojo za "mkituchagua tufafanya hiki na kile") kuwachagua watu wa kutuwakilisha bungeni lakini wakishafika huko wanakuwa bize zaidi na maslahi yao binafsi.

Pili,anayedanganya kati ya mawaziri hao anafahamu kuwa aliyemteua hatamwajibisha.Kama kuna mtu alimudu kumzuga Rais kwa kuchomekea ishu kadhaa kwenye muswada wa sheria za gharama za uchaguzi na kisha akasalimika,kwanini basi mdanganyifu huyo katika suala hili la uraia mbili awe na hofu?

Tatu,waziri anayedanganya kati ya hao wawili anafahamu udhaifu wa Watanzania katika kudai haki zao za msingi.Kiongozi anaweza kudanganya waziwazi kwenye umati wa watu lakini bado akaishia kupigiwa makofi na vigeregere.Ule wimbo wa "Ndio Mzee" wa Profesa Jay unawakilisha hali halisi ya namna Watanzania wengi wanavyoridhia kuzugwa na wanasiasa wababaishaji.Hebu angalia namna harakati za kuirejesha tena madarakani CCM zinavyopamba moto huko nyumbani.Kwa mgeni,anaweza kudhani labda chama hicho ni kipya na hakihusiki kabisa na kashfa za ufisadi,kubebana,kubomoa uchumi wetu na madudu mengine chungu mbovu yanayoifanya Tanzania kuwa miongoni mwa nchi masikini kabisa duniani licha ya raslimali lukuki iliyojaaliwa kuwa nazo.Binafsi naamini kuwa unyonge huo wa Watanzania umechangiwa sana na siasa za chama kimoja ambapo kiongozi alikuwa mithili ya Mungu-mtu,hakosei,lazima ashangiliwe hata akiongea utumbo,sambamba na suala la kujikomba kwa viongozi kwa matarajio ya kujikwamua kwa namna moja au nyingine.

Na kwa vile vyama vya upinzani vimetuthibitishia kuwa uwezo wao katika kuing'oa CCM madrakani ni kama haupo,basi mazingaombwe kama hayo ya Chikawe na Msekwa,na haya ya sasa kati ya Masha na Membe yataendelea kuwepo kwa muda mrefu sana.Unaweza kuhisi kama nimekata tamaa vile kwa namna ninavyoandika.Hapana,ila safari yetu ni ndefu sana,na tatizo sio urefu tu bali ni kiza kilichotanda kwenye njia yetu ambayo imejaa mashimo kadhaa.Ni sawa na kipofu kumsaka paka mweusi kwenye chumba chenye giza ilhali paka huyo hayumo chumbani humo.

Tarehe 6 ya mwezi ujao,Waingereza watapiga kura katika Uchaguzi Mkuu.Kura za maoni zinaonyesha kuwa hakuna chama kitakachopata ushindi wa kutosha kuunda serikali peke yake (hung parliament).Vyovyote itakavyokuwa,kuna mambo kadhaa mbayo Watanzania wanaweza kujifunza katika uchaguzi huu hasa kwa vile nasi tutakuwa na uchaguzi hapo Oktoba mwaka huu. 


Kubwa zaidi ni namna wagombea wanavyohangaika kuwabembeleza wapiga kura.Unajua kuna kijitabia cha baadhi ya wanasiasa huko nyumbani ambao sijui ni ulevi wa madaraka au dharau kwa wapiga kura,hawajihangaishi hata kidogo kuwaonyesha wapiga kura kuwa ajira zao zinategemea ridhaa za wapiga kura hao.Pengine ni jeuri ya uwezo wao wa kununua kura katika jina la takrima au kudumisha chama.

Yani hapa ukiangalia kwenye runinga namna Waziri Mkuu wa sasa,Gordon Brown,anavyopelekeshwa na wapiga kura kwa maswali mazito kana kwamba utawala wake ulikuwa mbovu kupindukia,unapata picha kuwa kwa hawa wenzetu GOOD IS NOT ENOUGH,THEY WANT EVEN BETTER (Ubora tu hautoshi,wanataka ubora zaidi).Na si kwamba Brown na Labour yake hawajafanya mambo ya maana kwa Waingereza bali watu hawa hawapendi 'kuangushwa' kwa aina yoyote ile.

Na jingine linalovutia katika kampeni hizi ni namna wapiga kura wanavyozipa manifesto za vyama umuhimu mkubwa na pengine mwelekeo wa nani watampigia kura.Kwetu,manifesto ni sawa na waraka unaokumbukwa wakati wa chaguzi na 'kinga' ya kujitetea pale mambo yanapokwenda mrama.Wengi tunafahamu namna akina Makamba wanavyotumia manifesto ya CCM kujibu shutuma mbalimbali zinazoelekezwa kwa chama hicho tawala.Hilo sio kosa bali tatizo ni kwamba utetezi huo mara nyingi hauendani na hali halisi.Kwa mfano haitoshi kusema manifesto ya CCM inatamka bayana kuhusu 'chuki' yake dhidi ya rushwa huku in practice hadi leo hatufahamu Kagoda ni mdudu gani.Matendo hukidhi haja maridhawa kuliko maneno,so Waswahili say.

Manifesto ya CCM kwenye uchaguzi wa mwaka 2005 iliweka bayana dhamira yake ya kupata ufumbuzi wa suala la mahakama ya kadhi lakini hadi leo suala hilo linapigwa danadana.Utafiti wangu wa shahada ya uzamili kuhusu harakati za vikundi vya waislam nchini Tanzania (unaoelekea ukingoni) ambao umegusia kwa undani suala hilo unaashiria kuwa 'kupuuzia' kero (grievances) kama hiyo ya mahakama ya kadhi na suala la OIC yana potential ya kusababisha matatizo huko mbeleni.Tatizo haliwezi kutatuliwa kwa kuliepuka bali kulikabili.We have to solve difficulties before they become problems (tunapaswa kutatua ugumu kabla haujawa tatizo).

Ni matumaini ya wapiga kura wa Tanzania kuwa watatumia haki zao za kidemokrasia kwa busara zaidi kuchagua wagombea wanaoweza kuwatumikia kwa dhati.Zama za ushabiki wa vyama zimepitwa na wakati hasa kwa vile kitakachowakomboa Watanzania kutoka kwenye lindi la umaskini na ufisadi sio ushabiki bali ufanisi wa chama.

THE ruling Chama Cha Mapinduzi, which has been in power for more than 30 years, is in imminent danger of formally splitting within the next few months as a direct result of the increasingly messy ideological battle now being fought within its ranks.

Well-placed sources within CCM itself have confirmed to THISDAY that a number of ruling party members of parliament, along with other senior CCM cadres, are contemplating leaving the ruling party altogether because of concerns over its direction in the fight against grand corruption.

”There is now a real danger that CCM will have become irreparably split by February 2010...and that is bound to precipitate a significant leadership exodus from the ruling party,” a senior CCM legislator told THISDAY in an interview.

The senior ruling party MP described the fierce accusations and counter-accusations traded at CCM’s parliamentary caucus meetings in Dodoma last week as part of an ”ideological battle within the party being fought in public.”

Various prominent CCM legislators and cadres have already told THISDAY separately that they would definitely consider leaving the party if the top leadership under the chairmanship of President Jakaya Kikwete does not seriously and conclusively address the grand corruption problem within the party sooner rather than later.

And the general public feeling is that they would be joined by scores more influential CCM cadres, in what might be the biggest bail-out from the party since its formation in 1977.

Although it remains unclear if the looming breakaway group would form its own political party or opt to join one of the existing opposition parties in the country, analysts say it would most certainly present the biggest test for CCM at the October 2010 general elections.

The late Father of the Nation, Mwalimu Julius Nyerere, is on record as predicting once upon a time that the real political opposition in Tanzania would emerge from within CCM itself.

It is now widely believed that following the general inconclusiveness of last weeks highly-charged CCM parliamentary caucus meetings in Dodoma held under the auspices of the ’Three Wise Men’ committee chaired by former president Ali Hassan Mwinyi, the future of the ruling party now rests firmly in the hands of its national chairman, incumbent President Kikwete.

The Mwinyi committee � also comprising ex-East African Legislative Assembly Speaker Abdulrahman Kinana and current CCM Vice Chairman Pius Msekwa � was formed to delve into the current serious rifts among ruling party MPs, and is now expected to submit its report to President Kikwete within the next few weeks, along with recommendations on how to go about restoring party unity in the face of the current crisis.

The president is then likely to discuss the Mwinyi committee report with members of the party’s top-tier central committee, before presenting it before the CCM national executive committee in December or January for final decision-making.

”The fate of our party now rests in the chairman’s (Kikwete’s) hands. What President Kikwete does after receiving the report from the Mwinyi committee will be crucial. Only he knows,” another senior CCM lawmaker told THISDAY.

Kishapu MP Fred Mpendazoe Tungu (CCM) is amongst those who have openly hinted at the growing potentiality of a formal split within the ruling party, asserting during last week’s parliamentary caucus meetings in Dodoma that CCM as a political party now needs to clearly state its position in the fight against grand corruption.

Another CCM insider told THISDAY on the sidelines of the caucus meetings: ”CCM has been hijacked by a network of corrupt politicians who appear determined to continue looting public funds. The day of reckoning has now come for our party, founded by Nyerere and (former Zanzibar president Abeid Amani) Karume as a party for the working class and peasant farmers - not for wealthy businessmen seeking ill-gotten wealth.”

According to reports from within the caucus meetings, the names of at least four prominent CCM legislators - Edward Lowassa, Rostam Aziz, Andrew Chenge, and Yusuf Makamba - were the focus of most of the deliberations.

Both Lowassa, the ex-prime minister, and Rostam have become heavily implicated in the now-infamous Richmond power generation scandal, leading to Lowassa�s resignation from the premiership in February last year. Ex-attorney general Chenge was also forced to resign from his subsequent ministerial position after being similarly heavily-linked to the military radar corruption investigation.

As for Makamba, the current CCM secretary general and MP by virtue of presidential nomination, he has been described by various members of the CCM parliamentary caucus as a close ally of the Lowassa-Rostam-Chenge group.

Parliamentary sources say these four individuals are seen as the main players in a network of politicians which has forged a particularly-powerful alliance within the ruling party over the past decade or so. Insiders say CCM legislators are now sharply divided in three distinct groups - those who support the Lowassa-Rostam-Chenge-Makamba alliance, those who oppose it, and those who are basically neutral.
