A 19-year-old volleyball player from the eastern city of Hangzhou has become the first black athlete to be called up to represent China, triggering fierce curiosity among his compatriots.Ding Hui, who is affectionately nicknamed Xiao Hei, or Little Black, by his team mates, was included in the national team's new 18-man training squad.
The son of a South African father and a Chinese mother, Ding is expected to play a key role in China's push for gold at the London Olympics in 2012.
However, despite the fact that he was born in China and only speaks Mandarin and his city's local dialect, his elevation has stirred up some racial prejudices among his countrymen.
Commentators have noted that he has a "pleasant and perky nature" and is talented at "singing and dancing". On Chinese internet forums, he has been lauded for the "whiteness" of his teeth and the "athleticism of his genes".
China's black population is tiny, and attitudes remain relatively unsophisticated. One predominately African suburb in the southern city of Guangzhou is cheerfully referred to as "Chocolate City".
In the run-up to last year's Olympic Games in Beijing, large numbers of blacks were rounded up by police on suspicion of being drug dealers.
However, the black population is growing rapidly. Since 2003, when China started pouring investments into Africa, there has been a significant movement of Africans in the opposite direction. Guangzhou authorities believe there are now 100,000 Africans from Nigeria, Guinea, Cameroon, Liberia and Mali in the city, and the flow is growing by 30 to 40 per cent annually.
Mr Ding told the Shanghai Wenhui newspaper that "people seem to care more about my heritage and appearance, but all I want to do is to play good volleyball". Referring to China's policy of drafting foreigners to boost its teams, he added: "I am not a foreign aid. I want to be included."
Li Shiping, the captain of the volleyball team, said the players had been irritated by the gawping of the Chinese media. "I had hoped the press would not dig out the boy's African heritage or his family details but instead focus on his skills and performance," he said, adding that there would be no chance to see Ding until a press conference next week.

I also want to thank all of the fans in Husky Nation that have followed my career, especially those from my homeland of Tanzania, and hope they will all be as supportive of me at the professional level as they have been to this point.”“Hasheem is more than ready to make the move to the next level,” said head coach Jim Calhoun. “He has been one of the most dominant defensive players in the history of college basketball and I am certain that where ever he ends up in the NBA, he is ready to be equally successful. I’m not surprised at this. Thabeet is definitely a lottery pick and could be one of the top three picks. I’d expect Blake Griffin from Oklahoma to go No. 1 overall.
It could now be a long season for the Huskies as they will now need to replace Thabeet as well as A.J. Price, Craig Austrie and Jeff Adrien. Cristina Simoes, 20, and Luis Ribeiro, 23, were lovers who planned to study hard and leave behind the harsh rural life of their parents in the Portuguese countryside near the northern town of Barcelos. Friends expected them to marry.
Then they won the EuroMillions prize. They had played the pan-European lottery together every Friday, but that week Cristina called her boyfriend to buy an extra ticket when he placed their normal bet of €4. That was the ticket that won. Cristina says that she paid Luis back the €2 for it. Cristina and Luis picked up the prize cheque, and opened a joint bank account partly controlled by her parents. That was in January 2007. Now the couple only see each other in court, and a judge has frozen the prize money account. The couple broke up after Cristina's parents refused Luis permission to withdraw money. He challenged them in court and Cristina now says she wants all the money.
"I'm not desperate about this," Luis told a newspaper. "But I'll follow it through to the end. She didn't want to give me a cent of it." Cristina says Luis lied to her, claiming he was at college when he had secretly travelled to Lisbon to see the bank manager. Luis's lawyers say he is quite happy to divide the prize in half. Luis still gets up at 6am to milk the cows before going to college, while Cristina studies to become a pharmacist and lives behind bolted doors in her parents' house - convinced someone is going to kidnap her. Attempts to reach agreement broke down last month when Cristina failed to appear in court. Now the judges must decide.

Emcee Lupe Fiasco,along with Justin Timberlake and Ethiopian-born Pop singer Kenna will climb Africa’s Mount Kilimanjaro to raise awareness about the global water crisis. "My dad almost died as a child from waterborne diseases in Ethiopia, and he had talked to me about digging a well there, and I thought, ‘I have too many friends who would be concerned with the subject of clean water. Maybe I can help out," Kenna told Elle magazine.
If the three artists make it to the summit they will have climbed Africa’s highest peak. The mountain, which is located in Tanzania, is nearly 20,000 feet high. "I’m an adventure junkie,” explained Lupe Fiasco. “Part of the motivation is beating Kenna to the top. Sabotaging his tent, taking the lining out of his coat, lacing it with ants or something like that."
The lengthy climb is expected to take place some time during fall later this year. In similar news, Lupe Fiasco announced last month that he would be releasing his third studio album entitled Lasers later this year.

A TANZANIAN national is reported to have been murdered in southern Sudan on suspicion of being a member of the Sudanese intelligence and security service.
The Tanzanian, identified as Wera Tarimo, was slain last Thursday in the Rumbek township of Sudan, along with a Kenyan national named as James Ndungu Wanjiriu.
It could not be immediately established exactly what Tarimo and Wanjiriu were doing in the Sudan.
According to the reports, the duo were suspected of being ’spies’ for Sudan’s National Intelligence and Security Service (NISS), and were allegedly involved in the assassination of an official with the opposition Sudanese People’s Liberation Movement (SPLM).
The SPLM official assassinated on Thursday has been identified as Thon Wuong Manyuon, the movement’s assistant secretary for both Rumbek North County (Maper) and the Lake State secretariat, and also education inspector of Rumbek North County.
According to an eyewitness statement quoted in the Sudan Tribune newspaper, Tarimo and Wanjiriu were then killed on the same day, as part of a revenge campaign by angry relatives of the slain SPLM official.
’’A family member from Rumbek North, who was very angry, took revenge by killing one man from Tanzania and one man from Kenya, suspecting them to be members of the NISS,’’ said the newspaper in its report.
Quoting what it described as a ’foreigner’ who was related to one of the victims, the newspaper said James Ndungu Wanjiriu from Kenya was killed on Thursday at 3 pm, while Wera Tarimo from Tanzania was killed the same day at 8 pm.
It is understood that the bodies of the two were transported from Rumbek to Kenya on Saturday, with Tarimo’s remains expected to be flown out from Kenya to Tanzania.
’’In order to transport the remains of the deceased back to their respective countries, Lake State governor Lt. General Daniel Awet Akot provided assistance to the foreigners by giving them one car with contribution from the Trade Union of East Africa, whose members reside in Rumbek,’’ said the report.
In the meantime, two NISS officers � believed to also be members of the Sudan People’s Liberation Army (SPLA) which is the SPLM military wing - are reported to have been placed under arrest in connection with Manyuon’s death.
Lakes State Deputy Governor Awan Guol Riak, who also acts as Sudan’s minister for local government and law enforcement, has called for an investigation into the killing.
’’The officers of the National Security who are suspected of involvement in this killing are in custody awaiting investigation,’’ he said.
In 2005, following a peace agreement ending the second Sudanese civil war, the SPLM chose Rumbek as an interim administrative centre of the semi-autonomous southern regions.
With no multi-storey buildings or paved roads and a population of around 100,000, Rumbek is serviced by a dirt airstrip, and is described as a ’’ramshackle town.’’
Records also show that back in October last year, another Tanzanian national was shot and wounded in his garage in Rumbek, and hardly a week later another Kenyan national was shot dead by an unknown assailant in the same township.
A contingent of 875 soldiers from the Tanzania People’s Defence Forces (TPDF) are currently being deployed to the international peacekeeping forces in the war-torn Darfur region of Sudan.
The TPDF squad in Darfur, led by Lieutenant Colonel Ally Katimbe, is part of a hybrid mission set up by the African Union and United Nations Missions in Darfur (UNAMID).

Initial reports said the sailor jumped overboard before a gunfight broke out between his captors and US Navy Seals. US President Barack Obama gave authority to kill the pirates, and a commander acted when he concluded the pirates were about to kill the hostage, a US Navy official said.
Mr Phillips has now contacted his family, received a medical evaluation, and is resting aboard the amphibious assault ship USS Boxer. His ship the Maersk Alabama, a container carrying food aid for Somalians, was attacked far out in the Indian Ocean on Wednesday, but its 20 American crew apparently fought off the pirates and regained control.
Crew members said Mr Phillips volunteered to go with the pirates in a lifeboat in exchange for safe passage for his crew. Maersk Line chief executive John Reinhart said in a statement: "We are all absolutely thrilled to learn that Richard is safe and will be reunited with his family." The crew of the Maersk Alabama let off flares and hoisted an American flag at the news of their captain's rescue.
One crew member shouted: "We are very happy. He's a hero" at journalists amid raucous celebrations. Mr Phillips, 53, was the first American taken captive by Somali pirate gangs who have marauded in the busy Gulf of Aden and Indian Ocean shipping lanes for years.

Akizungumza katika kipindi cha Tuongee Asubuhi kinachorushwa hewani na kituo cha televisheni cha Star Tv, Kilango alisema ugumu wa kipengele hicho ni kwamba, wanapambana na wabunge, viongozi na wanachama wenzao wa CCM.
"Ugumu wa sura ya nane ya Ilani ya Uchaguzi ya CCM, ni kwamba unapambana na mwanachama mwenzako, mbunge na hata kiongozi mwenzako. Na hii ndio inawafanya watu wengi kushindwa, isipokuwa wachache kama mimi ambao tumethubutu," alisema Kilango.
"Unaposimama imara kutaka kufanya mabadiliko, kutetea haki na kupinga ubatili, unapaswa kutegemea mengi na mimi niliyategemea na ndio maana sipati tabu katika vita dhidi ya rushwa na ufisadi."
Kilango alisema viongozi na wananchi wa Tanzania wanapaswa kuwa wa kweli na wawazi katika kupinga rushwa kama wanavyofanya watu wa Marekani.
"Nchini Marekani mtu aliyetaka kurithi nafasi ya useneta wa Obama alitanguliza rushwa ili kuwashawishi wajumbe, jambo ambalo liliwafanya Wamarekani kusimama imara na kuzungumza ukweli kuhusu kashfa hiyo," alisema.
Kilango, ambaye alipata tuzo ya 'Mwanamke Jasiri' aliyopewa na serikali ya Marekani hivi karibuni, alisema jamii inapaswa kuwaunga mkono kwa nguvu zote wachache waliothubutu kuikemea rushwa nchini.
"Kuna watu wachache ambao walijiona wana haki ya kula mali za umma, lazima tuwanyoshee vidole na jamii ituunge mkono katika hili," alisema Kilango.
"Tunawaomba wengi wasiothubutu kusema, watuachie tulioweza... wasitubughudhi, wasitunyamazishe na wala wasiwe na nia ya kutaka kutumaliza kwa kuwa hawatafanikiwa kamwe. Sisi tutaendelea hadi awamu ijayo."
Katika kashfa nyingi za ufisadi, viongozi na wabunge wa CCM ndio wamekuwa wakituhumiwa kuhusika na miongoni mwa waliofikishwa mahakamani ni viongozi wa zamani katika serikali ya CCM, huku moto dhidi ya wabunge wa sasa ukizidi kuwaka katika kashfa za miradi mikubwa.
Miongoni mwa miradi hiyo ni ununuzi wa rada, ambao umeelezwa kuwa ulifanywa kwa kuongeza bei ili iwe juu kwa lengo la kujipatia kamisheni nzuri, mradi wa uzalishaji umeme wa dharura uliosababisha mawaziri kujiuzulu baada ya kutajwa kwenye ripoti ya kamati teule ya bunge na mradi wa uzalishaji umeme kwa kutumia makaa ya mawe wa Kiwira.
Pia kashfa nyingine iliyohusisha wanachama na viongozi wa CCM ni wizi wa fedha kwenye Akaunti ya Malipo ya Madeni ya Nje (EPA), kashfa ambayo inahusisha majina vigogo wanaohusishwa na kampuni zilizochota fedha nyingi lakini imekuwa ni vigumu kuwataja.
Kashfa hizo zimekuwa zikisababisha malumbano baina ya wanachama wa CCM.
Lakini Kilango hakutaja majina ya watu wanaojaribu kuwazuia au kuwamaliza, bali aliapa kuendelea na vita hiyo kwa kuwa hayo ni maumbile yake.
"Mimi ndivyo nilivyozaliwa na ni maumbile yangu kuzungumza ukweli. Rangi nyekundu nitaisema kuwa ni nyekundu na bluu pia, wala hakuna mtu atakayeweza kuninyamazisha ili niseme kuwa ni nyeupe, kibaiolojia siku zote naweza," alisema na kuongeza:
"Wapo wapole, waoga ambao hata chumbani kulala peke yao wanaogopa, lakini pia wako majasiri wanaothubutu."
Alisema Watanzania walishachoshwa na rushwa na walifikia hatua ya kujenga imani kuwa wabunge wa CCM wapo kwa ajili ya kuilinda serikali yao na wanaoweza kuikosoa ni wabunge wa upinzani tu.
"Sasa wananchi wa Tanzania wanapaswa kuondoa imani hiyo na sisi tupo kwa ajili ya wananchi na msimamo wangu mimi chama hakiwezi kupendwa kama hakikosolewi. Tukikosoa ndio tunakipa afya na si kukidhoofisha kama wanavyodhani baadhi ya watu," alisema.
Alifafanua kuwa, vita dhidi ya rushwa ni kama mashindano ya riadha kwani kuna wanaoanza, wanaoshindwa katikati, wanaomaliza na pia kuna wasiothubutu kuanza.
Kilango alikataa kuwataja wale wanaompiga vita, lakini alisema anaposimama bungeni kuzungumza anafahamu kuwa anazungumza na dunia, hivyo hategemei kupigiwa makofi na wote au kapingwa na wote.
"Wanaopiga makofi nafurahi, pia kuna wale ninaogusa masilahi yao waache wachukie. Lakini mimi nimeamua kuwa kiongozi, hivyo sitishwi na sitatingishwa na watu wenye mitazamo tofauti na mimi. Dhamira yangu ya kuwatumikia Watanzania ipo palepale," alisisitiza Kilango.
Mama huyo, ambaye amekuwa mmoja wa watu wenye uwezo wa kujenga hoja bungeni wakati wa kuzungumzia ufisadi, alisema anashangaa jinsi viongozi wanavyoshindwa kupambana na ufisadi kama unavyoelezwa kwenye sura ya nane ya Ilani ya Uchaguzi ya CCM inayozungumzia vita dhidi ya uovu huo.
Bila ya kutoa mifano bayana, mama huyo amesema ni wabunge wachache wanaoweza kusimama kidete kutetea kipengele hicho, akiwemo yeye; na kwamba kama vita ya ufisadi itafanyiwa kazi ipasavyo, nchi yote itakuwa na utulivu na amani, vitu ambavyo alisema vinahitajiwa na kila Mtanzania.

Kilango alisema viongozi na wananchi wa Tanzania wanapaswa kuwa wa kweli na wawazi katika kupinga rushwa kama wanavyofanya watu wa Marekani.
"Nchini Marekani mtu aliyetaka kurithi nafasi ya useneta wa Obama alitanguliza rushwa ili kuwashawishi wajumbe, jambo ambalo liliwafanya Wamarekani kusimama imara na kuzungumza ukweli kuhusu kashfa hiyo," alisema.
Kilango, ambaye alipata tuzo ya 'Mwanamke Jasiri' aliyopewa na serikali ya Marekani hivi karibuni, alisema jamii inapaswa kuwaunga mkono kwa nguvu zote wachache waliothubutu kuikemea rushwa nchini.
"Kuna watu wachache ambao walijiona wana haki ya kula mali za umma, lazima tuwanyoshee vidole na jamii ituunge mkono katika hili," alisema Kilango.
"Tunawaomba wengi wasiothubutu kusema, watuachie tulioweza... wasitubughudhi, wasitunyamazishe na wala wasiwe na nia ya kutaka kutumaliza kwa kuwa hawatafanikiwa kamwe. Sisi tutaendelea hadi awamu ijayo."
Katika kashfa nyingi za ufisadi, viongozi na wabunge wa CCM ndio wamekuwa wakituhumiwa kuhusika na miongoni mwa waliofikishwa mahakamani ni viongozi wa zamani katika serikali ya CCM, huku moto dhidi ya wabunge wa sasa ukizidi kuwaka katika kashfa za miradi mikubwa.
Miongoni mwa miradi hiyo ni ununuzi wa rada, ambao umeelezwa kuwa ulifanywa kwa kuongeza bei ili iwe juu kwa lengo la kujipatia kamisheni nzuri, mradi wa uzalishaji umeme wa dharura uliosababisha mawaziri kujiuzulu baada ya kutajwa kwenye ripoti ya kamati teule ya bunge na mradi wa uzalishaji umeme kwa kutumia makaa ya mawe wa Kiwira.
Pia kashfa nyingine iliyohusisha wanachama na viongozi wa CCM ni wizi wa fedha kwenye Akaunti ya Malipo ya Madeni ya Nje (EPA), kashfa ambayo inahusisha majina vigogo wanaohusishwa na kampuni zilizochota fedha nyingi lakini imekuwa ni vigumu kuwataja.

"Sasa wananchi wa Tanzania wanapaswa kuondoa imani hiyo na sisi tupo kwa ajili ya wananchi na msimamo wangu mimi chama hakiwezi kupendwa kama hakikosolewi. Tukikosoa ndio tunakipa afya na si kukidhoofisha kama wanavyodhani baadhi ya watu," alisema.
Alifafanua kuwa, vita dhidi ya rushwa ni kama mashindano ya riadha kwani kuna wanaoanza, wanaoshindwa katikati, wanaomaliza na pia kuna wasiothubutu kuanza.
Kilango alikataa kuwataja wale wanaompiga vita, lakini alisema anaposimama bungeni kuzungumza anafahamu kuwa anazungumza na dunia, hivyo hategemei kupigiwa makofi na wote au kapingwa na wote.
"Wanaopiga makofi nafurahi, pia kuna wale ninaogusa masilahi yao waache wachukie. Lakini mimi nimeamua kuwa kiongozi, hivyo sitishwi na sitatingishwa na watu wenye mitazamo tofauti na mimi. Dhamira yangu ya kuwatumikia Watanzania ipo palepale," alisisitiza Kilango.

KAMATI ya Bunge ya Hesabu za Serikali za Mitaa imekikataa kwa mara ya pili kitabu cha hesabu za mapato na matumizi ya Halmashauri ya Wilaya ya Monduli, mkoani Arusha baada ya kubaini mapungufu, ikiwa ni pamoja na udanganyifu.
Kamati hiyo pia imewapa adhabu ya kukatwa asilimia 15 ya mishahara ya watendaji sita wa halmashauri hiyo kwa kosa la kuidanganya kamati hiyo ilipowatembelea Januari mwaka huu.
Kamati hiyo ilianza kupitia taarifa za mapato na matumizi ya serikali za mitaa kuanzia Jumatatu wiki hii na imeshapitia hesabu za halmashauri za mkoa wa Dodoma na jana ilipitia halmashauri za mkoa wa Arusha.
Awali kabla ya kukataliwa kwa kitabu hicho, mkurugenzi wa halmashauri hiyo, Cyprian Oyier alionekana kushindwa kutoa maelezo ya kutosha kwa wabunge kuhusu makosa waliyofanya na mapungufu yaliyojitokeza katika kitabu chao.
Oyier alikiri mbele ya wajumbe wa kamati hiyo na wageni waalikwa kuwa waliidanganya kamati ilipoenda kuwatembelea wilayani kwao kwa kuwaeleza kuwa halmashauri ilijenga nyumba ya walimu kwa Sh30 milioni, jambo ambalo halikuwa la kweli.
Nyumba hiyo iliyogharimu zaidi ya Sh 30 milioni ilibainika kuwa imejengwa na Shirika la Hifadhi ya Taifa (Tanapa) na wao kukabidhiwa funguo tu baada ya wajumbe kufanya ziara shuleni hapo.
Baada ya kukitaa kitabu hicho, wakuu wa halmashauri hiyo na waandishi, walitakiwa kutoka nje kwa muda, ili kuwapa nafasi wabunge kupanga adhabu. Baada ya dakika 20, kaimu mwenyekiti wa kamati hiyo, Samuel Chitalilo alisema kuidanganya kamati ni kosa la jinai, lakini kamati imewaonea huruma.
Alisema wangeweza kuwataka kurudi tena mbele ya kamati, lakini wanawasamehe kwa kuwakata asilimia 15 mishahara yao ya mwezi wa tano mwaka huu. “Tunawarudisha mkaandae tena kitabu chenu... hiki tunakikataa kwa mara ya pili. Angalieni wenzenu wa Same walivyoandaa vizuri ili mkija tena tusije kukikataa tena,” alisema Chitalilo na kuongeza:
“Mmeidanganya kamati na mmekiri kosa, hili ni kosa la jinai, lakini kamati imewaonea huruma kwa kuwapa adhabu ya kujifunza na ili iwe fundisho kwa wengine”.
“Mkurugenzi wa halmashauri, mhandisi, ofisa mipango, mkaguzi wa ndani, mweka hazina na ofisa elimu aliyekuwapo wakati huo tutawakata asilimia 15 ya mishahara yenu ya Mei.”
Naye mbunge wa Kinondoni na mjumbe wa kamati hiyo, Idd Azzan alisema halmashauri hiyo ilitoa taarifa za uongo kwa kamati na kwamba walipokwenda kuitembelea shule hiyo walipewa taarifa tofauti kutoka kwa mkuu wa shule hiyo.
Alifafanua kwamba wanatoa adhabu hiyo ili iwe fundisho kwa halmashauri zinazotoa taarifa za uongo. “Adhabu hii tunataka iwe fundisho kwa wengine, kwa kuwa fedha za serikali hazitumiki ipasavyo katika ngazi za halmashauri, zinatumika kwa safari na posho za viongozi jambo ambalo ni kinyume na malengo ya fedha hizo,” alisema Azzan.
Mkurugenzi wa halmashauri hiyo alikataa kuzungumza na Mwananchi baada ya kupewa adhabu hiyo, huku mwenyekiti wa halmashauri hiyo, David Pelo akisema kuwa hiyo ni bahati mbaya na hakuna aliyekusudia kutoa taarifa za uongo.
“Tutajitahidi kufuata maelekezo yenu, tunawashukuru kwa kutoturudisha tena katika kamati kwa kuwa fedha za halmashauri zingetumika pia kwa usafiri,” alisema Pelo.
“Haya ni ya kawaida na yanaweza kutokea kwa halmashauri yoyote, pia tutarudia kuandika kitabu kama tulivyoelekezwa na tutaenda kwa wenzetu wa Same kwa kuwa wao wamefanya vizuri.”
Kamati mbalimbali za bunge zinaendelea na vikao vyake kwenye ofisi ndogo za Bunge jijini Dar es Salaam kuanzia Jumatatu wiki hii.

Kamati mbalimbali za bunge zinaendelea na vikao vyake kwenye ofisi ndogo za Bunge jijini Dar es Salaam kuanzia Jumatatu wiki hii.

Twelve men have been arrested during a major anti-terror operation which was triggered by a top police officer's security blunder. Skip related content
Eight addresses in Liverpool, Lancashire and Greater Manchester were raided by counter-terrorism police in connection with a suspected al-Qaeda plot.
One man was held at Liverpool John Moores University while four others were arrested in the Toxteth and Wavertree areas of the city during the operation by officers from the North West Counter-Terrorism Unit, Merseyside Police, Greater Manchester Police and Lancashire Constabulary.
In Greater Manchester, two men were held at an internet cafe in Cheetham Hill Road and two others were arrested at an address in Galsworthy Road while another man was detained on the M602.
In Clitheroe, Lancashire, two security guards were reportedly arrested at a Homebase store.
It has emerged that the raids had to be brought forward after Metropolitan Police Assistant Commissioner Bob Quick was earlier photographed walking into 19 Downing Street carrying sensitive documents, some of which could be read.
One of the papers, which was clearly marked "secret", is said to have carried an outline briefing of an ongoing counter-terrorism operation and reportedly included the names of several senior officers, locations and details about the nature of the threat.
Mr Quick, the UK's most senior anti-terror officer, had been due to meet Prime Minister Gordon Brown and Home Secretary Jacqui Smith. He has apologised to Metropolitan Police Commissioner Sir Paul Stephenson, saying he "deeply regretted" the incident.
At the Liverpool university, terrified students were held inside the main library on Maryland Street for up to 30 minutes as two Asian men in their mid to late 20s were searched by police.
Craig Ahmed, 24, a business student from Maghull, Merseyside, said: "Suddenly there was all shouting and commotion outside so I went to the window and saw about eight police officers.
"One of them was armed and was pointing his gun at two men who were ordered to lie face down on the ground. For about half an hour they held the men on the floor. The police were shouting things at them but I couldn't hear what was being said."
Elsewhere, there were multiple arrests as armed police raided an internet cafe and other addresses in Cheetham Hill in Manchester.

Development Entrepreneurship for Community Initiative (Deci) Tanzania, which is operating a pyramid scheme, has no bank account, investigations have established.
Meanwhile, BoT and other regulatory agencies came under the spotlight yesterday, with some Deci members and other stakeholders querying why it had taken them "so long" to establish irregularities in Deci's operations.
A source in the team that investigated Deci's operations told The Citizen yesterday that tens of millions of shillings collected from members were actually deposited in personal bank accounts operated by Deci officials.
"We wanted to know whether Deci had a company account, and who were their bankers, and they told us that the company did not have a bank account opened in its name," said the source, who did not want to be named because he was not authorised to reveal the probe team's findings to the media.
He added that Deci officials told investigators that money collected from members was kept in their (officials) personal accounts.
The probe team comprised officials from the Directorate of Criminal Investigations, Financial Intelligence Unit (FIU) of the Finance and Economic Affairs ministry, Tanzania Intelligence and Security Services, Bank of Tanzania (BoT) and Capital Markets and Securities Authority (CMSA).
It was also established that Deci was using a letter from BoT to gain the trust of people who wanted to join its pyramid scheme, and convince them that the company was operating legally.
The source said the letter was in response to Deci's application for a licence, adding that the central bank directed the firm to seek registration from the Industries and Commerce ministry.
BoT's director of banking supervision, Mr Joseph Massawe, said yesterday that Deci sent an application to the central bank two years ago seeking registration as an institution that would be issuing loans without taking deposits.
He said BoT advised Deci officials to seek registration from the relevant ministry.
"They have been misusing our letter of no objection. This matter is now in police hands. We have given them all the details on Deci's operations," Mr Massawe said.
Meanwhile, there was tension at Deci's headquarters in Mabibo, Dar es Salaam, following reports that many people who had invested in the pyramid scheme could lose their money.
People could be seen standing in groups discussing the latest developments in low tones.
However, some were hopeful, maintaining that Tanzanians were being deliberately misled into believing that Deci was a criminal outfit.
Others queried why it had taken BoT three years to realise that Deci was operating illegally.
Mr Eliseus Losulie described Deci as a saviour of poor people "who have for many years been exploited by other financial institutions, including banks".
"We reject BoT's announcement made through the media, we have already invested a lot of money here...where were they since 2007? They are liars," he said.
Another member said there was a need conduct a public awareness campaign to make those who were "demonising" Deci understand its operations.
"May be we should raise money and pay for airtime at a television station so that our leaders can explain what Deci is all about," he suggested.
Long queues could be seen outside the Deci offices at Mabibo yesterday as people waited to deposit money.
A man came out of the offices, displaying two receipts, and declaring that there was no one to stop Deci operations except God.
"Here are my receipts, I have just deposited my money. I don't care what BoT says, "we are tired of these politics which will not take us anywhere," he said.
Efforts by The Citizen to reach Deci officials failed as their mobile phones went unanswered.
At its Mabibo headquarters in Dar es Salaam, the company is said to be receiving deposits from an estimated 3,000 people every day.
Deci officials told The Citizen last week that they had paid out over Sh35 billion in "profits" and registered more than 500,000 members since last year when their operations began picking up.
They dismissed reports that the firm was running an illegal scheme as "unfounded and witch-hunting", but could not explain where the money to pay the huge interests came from.

BoT now pegs growth at between 5 and 6pc

Tanzania's economy will grow by between 5 to 6.1 per cent this year, according to a top BoT official.
BoT director of policy Joseph Massawe said projections by the IMF were "ill advised".
Dr Massawe said Tanzania's economy had not been much affected by the global financial crisis, adding that the effects could be more pronounced in the coming months.
Some economists have also disputed the Bretton Woods institution's forecasts, saying they are too pessimistic and give the wrong impression of the country's economic outlook.
An IMF delegation said early last week the country's economy would grow by between four and five per cent this year due to the global downturn.
But commenting on the sidelines of the annual poverty alleviation meeting in Dar es Salaam recently, local economists said the projections had missed the point since the fundamentals of the country's economy remain sound.
An economic analyst, Prof Haidari Amani of the Economic and Social Research Foundation, said the global financier�s figures were questionable because the economic crisis had no direct impact on the country's economy.
What factors have the IMF used to make their projections because Tanzania's economy depends mostly on agriculture. The four per cent growth can only be possible if agricultural production falls,"he said.
Prof Amani said there were indications that most troubled Western economies, especially the US and in West Europe, would stabilise by end of year, 'making it impossible for Tanzania to get worse.'
Last December, the Government projected a 7.1 per cent economic growth for 2009, which Finance and Economic Affairs minister Mustafa Mkulo last week revised down to 6.5 per cent.
Other economic analysts have also disputed the IMF figures saying Tanzania's economic outlook seemed strong enough to survive the recession this year.
BoT said recently banks in the country were well capitalised and although interest rates have edged up marginally, there has not been any dramatic disruptions witnessed in the country.
And on the sidelines of the Research on Poverty Alleviation (Repoa) annual meeting in Dar es Salaam, local economists said the global crisis has had a minimal effect on the country.

Martha Karua, Kenya’s Justice and Constitutional Affairs minister has resigned from the Grand Coalition Government.
“I will continue to participate in nation building as a Member of Parliament and a leader," Ms Karua told a Press conference in Nairobi on Monday.
“I will now be able to totally disagree with anything that is anti-reform,” she said.
She made good her threat to quit only a day after declaring “enough is enough” after attending a church service at the Anglican Church in Nairobi.
She has said that she decided to resign because of frustrations in discharging her duties.
President Kibaki appointed five new High Court judges on Friday last week and promoted two others to the Court of Appeal. She said she was not aware of the President’s move.
As the minister in charge of Justice, Ms Karua expected to be consulted before new judges were appointed.
“If my hands are tied and the Judiciary continues to be used as a place where people sacked from parastatals are recycled, the agenda is forestalled and all reforms are annihilated, then I better leave and fights for the rights of ordinary mwananchi,” she said after the appointments.
She becomes the first Kenyan minister to resign from the Grand Coalition Government.
The Government, which brought together President Kibaki and Prime Minister Raila Odiinga, was formed to help end post election violence following a disputed presidential election.
The opposition Orange Democratic Movement said that its candidate, Raila Odinga, was denied victory through rigging and claimed it could not accept results of a stolen election.
The violence that broke out left 1,133 people dead and a further 350,000 displaced.
Ms Karua had accused the Judiciary of being lethargic and anti-reform and laid the blame on Chief Justice Evans Gicheru.
She lashed out at the CJ accusing him of blocking judicial reforms in the country and called for his removal.
However, President Kibaki has since expressed his confidence at the Chief Justice and dismissed a petition from the Law Society of Kenya calling for the CJ’s ouster.
