The FDLR Speaks Out

There is much speculation and rumors about this group of rebels and what their purpose is

(WASHINGTON DC) - The Eastern part of the Democratic Republic of Congo is a hot bed for armed rebel groups engaged in a geostrategic power struggle for the control of minerals and territory. One such group is the FDLR which is a rebel group from Rwanda that fled after the 1994 genocide made up of primarily Hutu refugees.

This group is considered an enemy to Rwandans and the current ruling party in Rwanda seeks to exterminate this group. A few international actors have called for the Government of Rwanda to negotiate with this enemy group in order to bring about peace and stability in the region but President Kagame of Rwanda has stated that he will not bow to this pressure.

There is much speculation and rumors about this group of rebels and what their purpose is. Some have returned to Rwanda to seek forgiveness and be repatriated back into society. President Kagame has granted this on occasion for former FDLR members and even included some of the members into government positions.

This reporter was able to reach a representative for the FDLR in Europe who was willing to answer a few questions:

JF: What is the goal of the FDLR? You have lived in exile for nearly twenty years.
FDLR: To liberate Rwanda from RPF Dictatorship, restore democracy and promote reconciliation.
JF: Is it true that the FDLR is working with FARDC and the UN forces in Eastern DRC as reported by the Government of Rwanda?
FDLR: No, FARDC has Tanzanian and the entire SADC under UN forces behind them. They don’t need FDLR.
JF: Why is Rwanda accusing the FLDR of collaborating with FARDC and the UN forces and have even sent a letter to the UN regarding this matter?
FDLR: they lost an "Element of surprise" on assault on Goma. Last time they walked in. This time they met a different FARDC. They know FDLR as tactically proficient soldiers, so they can’t believe FARDC could pull something like that.

The speculation that continues about the FLDR was also reported in a publication that reviewed the UN GoE leaked report that the FDLR is splintering apart. The report by Afroamerica.net stated that.
According to the UN Experts’s leaked report, “the FDLR suffers from internal divisions and a weak hierarchy that lacks the capability to command and control the organization’s entire operations. The movement’s leadership is divided between hardliners such as Mudacumura who want to continue the armed struggle, and moderates belonging to younger generations.”

On July 16, 2013 the FLDR released a press statement reporting that this information is not accurate and that they continue to be a strong and viable force in Eastern DRC. They stated in part that: “In response to the article on the site afroamerica.net dated July 5, 2013, the Democratic Liberation of Rwanda, FDLR forces acronym, would like to inform the public, the international community in general and the Rwandan community in the diaspora and inside Rwanda in particular the FDLR still exist, and they are stronger now, more than they have ever been before.

The FDLR is organized in several divisions, within some of which are inside Rwanda, and two others one based in South Kivu and the other in North Kivu. Each one of these divisions has its own well trained operational staff, and these divisions are combined under one joint command led by General MUSENYERI Achilles.

The FDLRs are fine and well-structured from high to lowest level, and their armed wing, the Force Combattantes Abacunguzi (FOCA) has a strong insightful command, led by the commander of the FOCA. The command is determined more than ever, to force the dictatorial power of the RPF Inkotanyi led by General Paul Kagame and his click to accept the democratic system in the country, and the freedom of the Rwandan people, in all its diversity, to express themselves freely, and choose their own leaders.”

The FDLR addressed talks with Kagame in this press statement by stating:

“The FDLR has firmly supported the proposal of the head of the Tanzanian government and the Minister of Foreign Affairs of Belgium to encourage the dictatorial government of General Paul Kagame to accept negotiations with them to find a lasting peace in our country and consequently in the whole Great Lakes region OF Africa. One has to notice that these Belgian and Tanzanian officials have not made this suggestion if they were not convinced that our organization is real, fine and strong.

In conclusion, the FDLR urge all forces of the Rwandan opposition whatsoever from inside the country or outside Rwanda to stand, walk and act as one in order to reach a brighter output.

The combination of efforts is appropriate to fight against the common evil that is the dictatorial system of the RPF and its President.”

The fight in the Great Lakes region of Africa rages on and each rebel group has made statements that they are stronger than ever. Time will tell which groups survive and which groups change names and re-form into other groups. The FDLR has been a constant in the region for nineteen years and desires to return home. They have stated that they are willing to negotiate with President Kagame but Kagame made it clear that he is not willing to engage in talks with them.

Proxy War au Proxy Warfare ni vita inayopiganwa kwa kupitia sehemu nyingine. Katika vita 'ya kawaida' mapigano huwa kati ya nchi na nchi.Kwa mfano, Vita ya Kagera ilkuwa kati ya Tanzania na Uganda, na mapambano yalitokea katika nch zote mbili.

Katika proxy war hali ni tofauti. Nchi A inaweza kupigana vita na nchi B katika nchi C.Yaani kwa ufasaha zaidi, kwa mfano, kuna mapambano katika nchi C kati ya jeshi la nchi hiyo na waasi, kisha nchi A inapeleka askari wake kuilisaidia jeshi la serikali la nchi C, na nchi B inapeleka askari wake (au inasaidia kwa siri) kusaidia waasi wanaopigana na serikali ya nchi C.

Naomba ieleweke kuwa mie sio nabii wa waangamizi, kwa kimombo 'prophet of doom.' Ninachoongelea hapa kinatokana tu na hali halisi ilivyo kwenye mapigano yanayoendelea nchi DRC kati ya jeshi la Serikali ya nchi hiyo na kikundi cha waasi cha M23.

Nchi yetu imetoa wanajeshi kadhaa kushirikiana na Malawi na Afrika Kusini kuunda kikosi cha kulinda amani nchini DRC. Lakini kuna taarifa kuwa waasi wa M23 wanapewa sapoti na Rwanda (kama ni kweli au la,mie sina hakika...lakini lisemwalo lipo...kwanini Rwanda ituhumiwe na si Kenya au Msumbiji?)

Sasa tukiangalia hali ya uhusinao kati ya Tanzania na Rwanda katika siku za hivi karibuni, na tukijikumbusha kauli ya Rais Paul Kagame kuwa "atamsbiri (Rais Jakaya) Kikwete mahala mwafaka kisha mtandike" kuna uwezekano "mahala hapo mwafaka" kuwa ni DRC. 

Kwanini ninasema hivyo? Uwezekano wa Rwanda kuivamia Tanzania au Tanzania kuivamia Rwanda ni mdogo sana,kutokana na sababu mbalimbali. Lakini nchi hizo mbili zinaweza 'kupigana vita kirahisi' kupitia mapigano yanayoendelea kati ya Jeshi la DRC linalosaidiwa na 'Kikosi cha Kimataifa' (kinachojumuisha Jeshi la Tanzania) na waasi wa M23 (wanaodaiwa kusaidiwa na Rwanda.)

Vyovyote itakavyokuwa, vita ni kitu kibaya, natunapaswa kuombea kistokee kwa gharama yoyote ile.Mwanafalsafa mahiri wa 'Sanaa ya Vita' (Art of War), Mchina SUN TZU anatahadharisha kuwa "vita ni suala la uhai na kifo, barabara inayoelekea kwenye usalama au maangamizi..."

Kuna wanaojidanganya kuwa Rwanda "ni kijinchi kidogo kisicho na uwezo wa kupambana na Tanzania." I wish wangekuwa sahihi.Kwa mujibu wa SUN TZU, ushindi katika vita yoyote ile unategemea sana matumizi ya mashushushu (wapelelezi) wa ndani na wa nje.Hivi tunafahamu kuwa tuna Wanyarwanda wangapi Tanzania ambao wapo mahsusi katika kufanikisha azma yoyote ile ya nchi yao?Kwa maafisa wetu uhamiaji ambao bia mbili tatu tu wapo tayari kumpa mtu passport ya Kitanzania, tuna maadui wangapi wanaotengeneza idadi yetu kukaribia milioni 50? Anyway, kama nilivyobainisha hapo awali, mie sio nabii wa majanga.Ningependa sana askari wetu waliokwenda huko DRC watimize jukumu lao haraka na kurejea nyumbani wakiwa salama WOTE. Nilichoeleza kuhusu PROXY WAR ni uchambuzi tu unaozingatia hali halisi.

Nimeshalaumiwa mara kadhaa kuwa nina chuki binafsi na Rais Jakaya Kikwete kutokana na maandiko yangu yanayomkosoa mara kwa mara. Hata hivyo, ukweli ni kwamba sio tu kuwa namheshimu Kikwete kama Rais wangu lakini pia nina mapendo ya dhati kwa nchi yangu ya asili, yaani Tanzania. 

Ni kwa sababu hiyo ndio maana nimeshtushwa sana na kauli za kibabe- au za KIHUNI, kwa lugha mwafaka-za Rais wa Rwanda, Paul Kagame, dhidi ya  Rais wetu Kikwete na nchi yetu kwa ujumla. So far, Rais Kikwete ameepuka malumbano na Kagame, lakini inaelekea Mnyarwanda huyo anadhani ukimya wa Kikwete ni uoga kwake, au labda anatafsiri kuwa anadharauliwa.

Ni jukumu la kila Mtanzania kusimama kidete na Rais wetu katika suala hili kwani sio tu ni dhihaka dhidi yake bali taifa letu kwa ujumla. Tuweke kando tofauti zetu na tuwe kitu kimoja.Ifike mahala tumwambie Kagame na Rwanda kuwa IMETOSHA, ENOUGH IS ENOUGH.

“Those people [Tanzanian President Jakaya Kikwete] you just heard siding with Interahamwe and FDLR  and urging negotiations… negotiations?  Me, I do not even discuss this topic, because I will just wait for you [Tanzanian President Jakaya Kikwete] at the right place and I will hit you! He[Tanzanian President Jakaya Kikwete]  did not deserve my answer. I did not waste my time answering him…It is well known. There is a line you cannot cross, there is a line, a line that you should never cross. It is impossible…”
It is in these ominous terms that the Rwandan dictator General Paul Kagame threatened to get even with Tanzanian President Jakaya Kikwete, while addressing Rwandan Youth on June 30, 2013 during a summit called “Youth Konnect”“, sponsored by his wife, Janet Kagame.

Relations between Tanzanian President Jakaya Kikwete and Rwandan leaders have soured in the last weeks. On several occasions Rwandan leaders called the Tanzanian President “a genocide and terrorist sympathizer”, “ignorant”, “arrogant”, and “mediocre leader”. The relations have deteriorated following the recommendation by President Jakaya Kikwete of open negotiations between Rwandan, Ugandan and Congolese leaders and their respective armed opposition in order to bring durable peace and security  in the African Great Lakes region.
Then, General Paul Kagame, while addressing a closed door meeting with his close aides, called the Tanzanian President “4Bs”, which in Rwandan language means “an opportunist, attention seeker, arrogant and contemptible person.”
The latest public threats by  General Paul Kagame against the physical person of the Tanzanian President are arguably the most serious sign of how worse the relations among the two countries and the their leaders have become. According to sources in Kigali, General Kagame has also been frustrated by the attention Tanzanian President has been receiving from World powers. Until a few years ago, Rwanda and its dictator was the darling of the West. The attention from the West has since dwindled.
The upcoming days and months promise to be full of anticipation and sursprises in the Great Lakes Region of Africa.
