Dar es Salaam city authority`s $3bn transport crisis rescue plan, which will involve private individuals funding the multibillion-project, has elicited strong resentment from the public. 

A cross-section of motorists and city residents interviewed on Friday said they were completely opposed to the idea terming it as misplaced. Any attempt to carry on with the plan would only show how things have gone awry for the government.

``No, it can`t be! It can�t just happen! That would be completely outrageous! It will be like selling off this country,`` a visibly surprised and thoroughly agitated Rajabu Hassan Mambo, a taxi driver at Mwenge in Dar es Salaam, said.

He was reacting to the recent mooted plan, which aims to revamp the city`s road transport network through private funding that will see individuals own public utility roads.

Mambo likened the idea to giving out one`s plot to a private developer, and then upon assuming residence on the same plot, you go on to pay rent for the rest of your life.

Overwhelmed by ceaseless traffic snarl-ups on most roads heading to, and from the city centre, city authorities have embarked on an expensive and overly ambitious Dar es Salaam Transport Policy and System Development Master Plan to remedy the situation by 2030. Under the arrangement, private individuals are invited to invest in the reconstruction of sections of some roads and widening of the main highways within the city.

According to the Dar es Salaam city mayor Adam Kimbisa, any prospective private investor will be apportioned a section of the road to finance its refurbishment, and then collect toll from motorists to recover expenses incurred.

Mayor Kimbisa justified the plan, stating that it has successfully been carried out in Malaysia`s capital city, Kuala Lumpur.

Several interviewed by The Guardian on Sunday said they were disappointed with the country`s leadership.

Jankar Mbungo for example faulted the government for remaining out of touch with real issues affecting Tanzanians.

``We, ordinary citizens, are burdened with taxes already. Prices of commodities are all time high, and instead of the government making policies that will solve the country`s problems it`s making life more difficult for us.`` Mr Mbungo stated.

Mogadishu, Somalia - A 13-year-old girl who said she had been raped was stoned to death in Somalia after being accused of adultery by Islamic militants, a human-rights group said.
Dozens of men stoned Aisha Ibrahim Duhulow to death Oct. 27 in a stadium packed with 1,000 spectators in the southern port city of Kismayo, Amnesty International and Somali media reported, citing witnesses. The Islamic militia in charge of Kismayo had accused her of adultery after she reported that three men had raped her, the rights group said.

Initial local media reports said Duhulow was 23, but her father told Amnesty International she was 13. Some of the Somali journalists who first reported the killing later told Amnesty International that they had reported she was 23 based upon her physical appearance.

Calls to Somali government officials and the local administration in Kismayo rang unanswered Saturday.

"This child suffered a horrendous death at the behest of the armed opposition groups who currently control Kismayo," David Copeman, Amnesty International's Somalia campaigner, said in a statement Friday.

Somalia is among the world's most violent and impoverished countries. The nation of some 8 million people has not had a functioning government since warlords overthrew a dictator in 1991 then turned on each other.

A quarter of Somali children die before age 5; nearly every public institution has collapsed. Fighting is a daily occurrence, with violent deaths reported nearly every day.

Kampuni ya Dowans Tanzania Ltd imetangaza rasmi zabuni ya kuuza mitambo yake ya kuzalisha umeme ikiwa ni miezi mitatu baada ya serikali kusitisha mkataba wake na Shirika la Umeme Tanzania (Tanesco). 

Dowans Tanzania Limited ilirithi mkataba wa kuiuzia umeme wa megawati 120 Tanesco kutoka kwa Kampuni ya Richmond Development LLC ambayo baadaye iligundulika kuwa ni kampuni hewa. Serikali ilifikia uamuzi wa kusitisha mkataba huo Agosti mosi mwaka huu baada ya kuridhika kuwa mkataba huo haukuwa halali wala haukuwa na nguvu kisheria. 

Serikali pia ilisema ilibaini iwapo mkataba husika ungekuwa halali, uhamishaji wa mkataba kutoka RDVCO badala ya Richmond Development LLC kwenda Dowans Tanzania Ltd, haukufuata msingi wa mkataba.“Hivyo uhamishaji haukuwa halali na ifahamike kwamba mkataba ulikuwa baina ya Richmond Development Company LLC na Tanesco na siyo na REDVCO na Tanesco,” alisema. 

Tangazo ambalo limetolewa na kampuni hiyo leo kwa vyombo vya habari, limesema watu au kampuni makini ambazo zitakuwa na nia ya kununua mitambo hiyo wanakaribishwa kuinunua. Kutolewa kwa tangazo hilo la kuuza mitambo yake, huenda ikawa ni ishara ya kampuni hiyo kufungasha virago baada ya kimya kingi tangu mkataba huo usitishwe. 

Baada ya kusitishwa kwa mkataba huo, Tanesco imekuwa ikitumia pamoja na vyanzo vingine vya umeme, mitambo yake ya megawati 100 iliyojengwa na Kampuni ya Watsilla ya Finland ili kufidia upungufu uliotokana na kuondoka Dowans. Tanesco pia imekuwa ikinunua umeme kutoka kwa kampuni za Songas na IPTL. 

Siku chache baada ya kusitishwa kwa mkataba huo, mmoja wa maofisa wa Dowans aliiambia HabariLeo kuwa walikuwa na njia nyingi za kufanya na mitambo hiyo ikiwa kuikodisha au kuiuza kwa watu wengine. “Kukatishwa kwa mkataba haina maana hatuwezi endelea na kazi, tutatafuta wateja wengine kama kampuni za migodi na kuwauzia umeme au tunaweza kukodisha mitambo yenyewe,” alisema ofisa huyo. 

Kwa mujibu wa tangazo hilo, mitambo hiyo ina mashine tano za uzalishaji wa umeme ambazo mnunuzi atazinunua kwa bei ya hali yake ilivyo kwa wakati wa kununua. “Vifaa vyote ikiwa pamoja na vipuri na vifaa vingine vya pembeni vipo na vitauzwa kwa pamoja kama bidhaa moja,” lilisema tangazo hilo. 

Mkataba kati ya Tanesco na kampuni ya Richmond Development LLC umekuwa ni mmoja wa mikataba ambayo ilivuta hisia za watu wengi kitu ambacho kilisababisha kuundwa kwa Kamati iliyokuwa chini ya uenyekiti wa Mbunge wa Kyela, Dk. Harrison Mwakyembe (CCM), ambako kutokana na ripoti hiyo, aliyekuwa Waziri Mkuu Edward Lowassa alijiuzulu. 

Wengine waliojiuzulu ni aliyekuwa Waziri wa Nishati na Madini, Nazir Karamagi na Ibrahim Msabaha ambaye alikuwa Waziri wa Wizara hiyo na kabla ya kuhamishiwa Ushirikiano wa Afrika Mashariki. Kutokana na mapendekezo ya ripoti hiyo, serikali iliahidi kuyafanyia kazi mapendekezo ya ripoti hiyo, ambapo moja ya hatua iliyochukuliwa ni kusitisha mkataba na Dowans.

Pakistani police break up marriage between 4-year-old girl and 7-year-old boy

Pakistani police raided a child marriage ceremony in the city of Karachi and arrested a cleric who was presiding over the wedding of a 4-year-old girl and a 7-year-old boy.

Pakistani law says people must be 18 to marry but some Islamic laws allow girls to marry after puberty.

Yet despite the laws, young girls are often given away in marriage to settle disputes or pay off debts.

Police said they raided a house on Thursday evening following complaints from residents, including a former district government official, who said the girl was being married off by her father for about 500,000 rupees (£3,750).

The official told Reuters: 'We had noticed some gatherings at this house for a couple of days.

'Last night I went there and saw that the little girl was actually getting married. So we called the police.'

Some other residents said the marriage was taking place to resolve a long-standing family dispute. Police said they had arrested the boy's father but the girl's father had run away.

Ubabaishaji unakwamisha sana maendeleo ya taifa letu.Lakini hapa nataka nizungumzie ubabaishaji kwenye uongozi na uendeshaji wa vilabu vya Simba na Yanga.Hebu soma kwanza hapa chini kabla hatujaendelea na mada hii ya kupotezea muda.
MWENYEKITI wa klabu ya Simba Hassan Dalali amemteua Mkurugenzi wa Kampuni ya Aurora Security, Ally Suleiman kuwa mshauri wake atakayesaidia kumshauri kuhusiana na mambo yote yanayohusu masuala ya uongozi wa Simba. 

Akizungumza Dar es Salaam jana, Dalali alisema ameamua kuwa na mshauri ili aweze kuiendesha klabu yake kwa umakini na kufuata mwongozo ambao utaisadia klabu hiyo. 

Dalali alisema Suleiman amekuwa mtu wa karibu, ambaye ametoa mchango mkubwa ndani na nje ya klabu, hivyo ameona ni muhimu na kuwa uteuzi huo ni kujenga Simba yenye umoja na mshikamano.
Alisema klabu yake ipo katika mikakati ya kuhakikisha Simba inakuwa klabu kubwa, huku ikiimarisha timu yake na kuwa mfano wa kuigwa. 

"Uteuzi wa mshauri wangu umezingatia vigezo vingi ikiwemo ukaribu wake katika mambo ya msingi yanayoihusu klabu yetu," alisema Dalali.

Akizungumzia uteuzi huo, Suleiman alisema amefurahi kupata wadhifa huo na kuahidi kuisaidia klabu hiyo kwa hali na mali lengo likiwa ni kujenga Simba imara

Kwa miaka kadhaa sasa,nimebaki kuwa mpenzi-jina tu,it doesnt really make any difference Simba ikishinda au ikifungwa.Sababu kuu ya kupoteza mapenzi kwa Simba,na soka ya Tanzania kwa ujumla,ni ubabaishaji uliopita kiasi wa viongozi wa klabu hiyo kongwe.Ubabaishaji huo umepelekea timu hiyo kukimbiwa na wafadhili kibao na kupoteza udhamini mbalimbali.Nani mwenye akili timamu atawekeza kwenye biashara kichaa?Ukiona mtu anapanda mpunga jangwani basi hicho sio kilimo bali tambiko.Ndo maana nashawishika kuamini kwamba uwepo wa Manji hapo Yanga unaweza kuwa ni "zaidi ya mambo ya soka".

DEARBORN HEIGHTS/DEARBORN - Illinois Sen. Barack Obama will win Tuesday's election and become the next president of the United States, according to a recent poll conducted by Zogby International, an American market research and opinion-polling firm.

Their Reuters/C-SPAN/-Zogby Poll out Friday morning indicates the support for both candidates had solidified and remained unchanged from the previous several days. Obama was at 50.1 percent among likely voters, while McCain was at 43 percent. That put Obama outside the margin of error five days before the actual vote.

"With less than a week to go, today's numbers are not a good development for McCain," said John Zogby, founder of Zogby International. "There is no momentum for him, and the clock is starting to fun short."

Out of 1, 202 likely voters polled Oct. 27-29, Obama increased his lead among independent voters to 19 points — up from 16 points on Oct. 29 — while McCain's support among his base of Republican voters waned just slightly, dropping two points to 85 percent.

Obama's support among Democratic Party voters remained steady at 84 percent, the poll showed.

According to the Zogby International Web site, www.zogby.com, the poll sampled 1,202 likely voters by phone with approximately 33 questions asked. The margin of error is plus or minus 2.9 percentage points. Interviews were conducted using live telephone interviewers in Zogby's in-house call center in Upstate New York.

A poll released Thursday shows Obama leads by five points among men, 49 percent to 44 percent for McCain. Among women, the Democratic candidate leads by a 10-point margin, 52 percent to 42 percent.

Among liberals, Obama wins 86 percent support, while McCain wins 75 percent of conservatives. Among moderates, Obama wins 65 percent support, compared to 26 percent for McCain.

"But six days, including Election Day, is an eternity and McCain cannot be counted out yet, though he may need a wing and a prayer," Zogby said Thursday.

According to a Zogby poll conducted Oct. 10-15, Arab American voters are expected to have a significant impact on Tuesday's election. The poll sampled 504 likely voters with approximately 41 questions asked. The margin of error is plus or minus 4.5 percentage points.

The poll finds about one-third of Arab Americans live in battleground states — Michigan, Virginia, Ohio, Florida and Pennsylvania. In Michigan, Arab Americans comprise about 5 percent of the state's total population, compared to 1.5 percent in Pennsylvania.

According to the poll, Obama leads McCain by a three-to-one margin among Arab American voters, in both the two-way match-up and the four-way match-ups. This represents the greatest support ever recorded for a Presidential candidate among Arab American voters, the poll finds.

Vice presidential candidate Joe Biden also out-performs Republican candidate Sarah Palin among all groups, including Arab Americans, with Biden's margin being 58/31 and Palin's 58/39.

When asked to name the two most important issued in the election, jobs and the economy were the most frequently mentioned, according to the poll. The second and third most important issues are the Iraq war and health care.

A recent statement issued by Michigan Secretary of State Terri Lynn Land said than an estimated 5 million voters, or approximately 70 percent of registered voters, will case ballots on the Nov. 4 election.

Despite George W. Bush's improbable path to the presidency—he was, after all, elected not by the people but by the Supreme Court—neither he nor his chief strategist, Karl Rove, felt compelled to moderate their agendas. In fact, Rove went public with his grand ambition early and often: to use Bush's presidency to build a permanent Republican majority, not just in Washington but across the country. Give Rove credit for always thinking big.

Eight years later, however, the verdict is in. And Rove's plan has been a spectacular failure.

George W. Bush is the most unpopular president in modern times. Barely two in ten voters approve of the job he's done, and the other eight wonder how anyone could still find things about his administration to like. In better days, Bush was in high demand, as candidates across the country sought his endorsement, his energetic presence at their events, and his prodigious ability to raise money. How times have changed. According to NBC News, Bush hasn't made a single public campaign appearance with a G.O.P. candidate this cycle. Not one.

When Bush was elected, Republicans controlled both the House and the Senate. And after the events of September 11, their majorities grew. But as voters soured on the war in Iraq, the administration's endless ethical entanglements, and its abominable response to Hurricane Katrina, they gave Democrats back control of both chambers. And this year, Democrats are poised to make even bigger gains: somewhere north of 20 seats in the House and enough seats in the Senate to put them tantalizingly close to a filibuster-proof majority.

And what about the electorate more broadly? To begin with, Republican registration has fallen, and Democratic registration has grown, particularly among new voters, the ones forming impressions of the political parties that can last a lifetime. First-time voters, who are mostly between 18 and 21 years old—as well as those who haven't voted in recent years—prefer Barack Obama to John McCain by huge margins: 69 to 27 percent, according to one recent poll. These same voters prefer a Democratic controlled Congress by 66 to 31 percent.

So even if Barack Obama doesn't win—an unlikely outcome given the dynamics of this race—the Republican party will be in shreds: divided, demoralized, and long, long way from Karl Rove's erstwhile dream of a permanent governing majority.
