Universities are being asked to set up surveillance units to monitor the movements of international students in a government-led crackdown on bogus student immigration scams, academics say. New rules to force universities to report overseas students who miss too many lectures to immigration officers will harm the academic-student relationship because lecturers are being asked to act in a "police-like" manner, according to a group of 200 academics and activists opposing the moves.

A letter to the Guardian, organised by Ian Grigg-Spall, academic chair of the National Critical Lawyers Group and signed by leading academic lawyers, the head of the lecturers' union and Tony Benn, claims that the rules could breach the European convention on human rights, which guarantees the individual's right to privacy. "This police-like surveillance is not the function of universities and alters the educational relationship between students and their teachers in a very harmful manner," it says. "University staff are there to help the students develop intellectually and not to be a means of sanctioning these students."

The rules will require all universities to obtain a licence to admit students from outside the EU. They will then have to sponsor students, who will be required to have their fingerprints taken and be issued with ID cards. Lecturers will have to report any student who misses 10 or more lectures or seminars. Students will also have to prove they have funds to cover fees plus £800 a month for the duration of their courses. Universities have separately raised concerns that the system of registering overseas students, which is planned to take place at six centres around the country, will struggle to cope.

About 350,000 overseas students attend British universities every year. Universities are heavily dependent on the £2.5bn a year they pay in fees.

Almost 300 bogus colleges have been uncovered in the past three years, many involved in immigration scams.

Sally Hunt, general secretary of the University and College Union, said: "We have grave concerns that new rules on monitoring foreign students have been pulled together without any consultation with the people who would implement them. We do not believe it is appropriate or effective to task colleges and universities with the policing of immigration."

A Home Office spokesman said: "Those who come to Britain must play by the rules and benefit the country. This new route for students will ensure we know exactly who is coming here to study and stamp out bogus colleges who facilitate the lawbreakers.

"International students contribute £2.5bn to the UK economy in tuition fees alone. The student tier of the points system means Britain can continue to recruit good students from outside Europe."

BAADHI ya watuhumiwa wa ufisadi kwenye Akaunti ya EPA iliyokuwa Benki Kuu (BoT) sasa wameamua kuitisha Serikali ya Rais Jakaya Kikwete, uchunguzi wa Majira umebaini. 

Kitisho hicho kimekuja kufuatia baadhi yao kukamwatwa na kufunguliwa kesi mbalimbali za jinai huku ikionekana kuwa wao walikuwa mawakala tu katika kupitisha fedha hizo na vigogo husika wakiwa nje. 

Chanzo chetu kilicho karibu na baadhi ya watuhumiwa hao kilieleza kuwa kukamatwa, kufunguliwa mashitaka kumewadhalilisha sana baadhi yao huku wakiumia zaidi kwa kusota rumande, kwenye gereza la Keko na wale wanawake wakiweka Gereza la Wanawake Segerea. 

"Jamaa ameumia sana rohoni, hata kuhangaikia dhamana alisita mwanzo baada ya kuona kwa nini ahangaike kutoa mali zake, wakati alikuwa wakala tu," kilisema chanzo chetu kilicho karibu ni mmoja wa watuhumiwa waliokwisha funguliwa kesi na akasota sana kwenye gereza la Keko. 

Ingawa Chama cha Mapinduzi (CCM) kimekuwa kikikana mara kadhaa kuhusika kunufaika na fedha hizo katika chaguzi mbalimbali, duru za uchunguzi, zinawakariri baadhi ya watuhumiwa hao wakilalamika 'kutolewa kafara.' 

Ndugu mwingine wa mtuhumiwa ambaye ameshafanikiwa kwa kiasi kikubwa kulikwepa sakata la EPA, ingawa taarifa za kiuchunguzi bado zinaamini huenda akaburutwa naye kortini, aligusia kuwa kwa sababu yeye alitumiwa tu, ameandaa faili la utetezi ambalo pamoja na nyaraka nyingine, limeheheni kile alichokitaja kuwa vocha za malipo kwenda kwa baadhi ya vigogo wa CCM. 

"Hapa ndipo Serikali itakapoumbuka. Kila kitu kipo. Hajakamatwa bado, ameshahojiwa na kubanwa katika shughuli zake, anasubiri tu afikishwe kortini atoe vielelezo vyake, yeye si fisadi, aliombwa asaidie shughuli halali akafanya hivyo, kwa namna anavyojiheshimu, asingeweza kusaidia akakubali wizi," kilisema chanzo chetu kilicholiona faili hilo la utetezi. 

Wakati watuhumiwa hao wa EPA wakijipa 'kujiondoa katika ukafara,' Mwandishi Wetu Eckland Mwaffisi anaripoti kuwa uongozi wa juu wa CCM, umeendelea kusisitiza kuwa hawahusiki na ufisadi wa EPA. 

Akitoa tamko kwa niaba ya Chama chake Dar es Salaam jana, Katibu wa Halmashauri Kuu ya Taifa, Itikadi na Uenezi, Bw. John Chilligati, alisema CCM haikuhusika na wizi huo kama ilivyodhibitishwa na ripoti ya kamati ya wanasheria. 

Alisema pamoja na madai yanayotolewa na viongozi wa vyama vya upinzani, pasipo kuthibitisha madai hayo, CCM haikuchukua fedha hizo wala haikumtuma mwanachama wake au mkereketwa yoyote kwenda kuchukua fedha hizo katika Benki Kuu ya Tanzania (BoT). 

Bw. Chilligati alisema pamoja na orodha ya watuhumiwa wa EPA kuhusisha majina ya wanachama wa CCM ama Wakereketwa, Chama hakijahusika kumtuma bali ni kitendo cha mtu binafsi. 

Hadi sasa miongoni mwa waliokamatwa kwa tuhuma za wizi wa fedha za EPA wanaohusishwa na ukaribu na vigogo wa CCM au kuwa makada ni Bw. Rajabu Maranda na mfanyabiashara, Bw. Jeetu Patel. 

"Kwenye ukweli, uongo hujitenga, madai yote ya kuihusisha CCM na ufisadi wa EPA ni uongo wenye nia ya kukivunjia heshima chama chetu machoni mwa jamii pamoja na hila za kuchafua jina la chama zinazofanywa na wapinzani ambazo kamwe, hazitafanikiwa," alisema Bw. Chilligati. 

Kutokana na hali hiyo, Bw. Chilligati aliongeza kuwa, baadhi ya wanachama wanaokiuka maadili hayo, isichukuliwe kwamba wanatumwa na vikao vya chama bali ni vitendo vyao binafsi na watachukuliwa hatua za kisheria na vyombo vya dola kama ilivyo kwa wahalifu wengine. 

Alisema CCM, inapongeza Rais Jakaya Kikwete kwa hatua alizozichukua katika kushughulikia sakata hilo. 

Hadi wiki inayoanza leo, ambapo zipo tetesi za watuhumiwa zaidi kuanza kufikishwa kortini huku Mkurugenzi wa Mashitaka ya Umma (DPP), Bw. Eliezer Feleshi akikiri kuwa bado kuna mafaili yanapitiwa, idadi ya watuhumiwa waliokwishafikishwa kortini ni 20. 

Baadhi ya makampuni ambayo yameshafikishwa mahakamani ni pamoja na Money Planners, Kiloloma & Brothers, Njake Hotel, Rashhas, Mibare Farm, Changanyikeni, Bencon International, Kernel, Malta Mining, Navy Cut Tobacco na BC Grassel & Company. 

Makampuni yanayosubiriwa kwa hamu na wananchi katika Mahakama ya Kisutu ni pamoja na kampuni ya Kagoda ambayo inadaiwa kuchota fedha nyingi kulikoni kampuni nyingine.

From the outside, the highly protected Maximum Prison, located in the southern part of Dar es Salaam, could easily be mistaken for a Toyota showroom on weekend days. 

But the compound is not a showroom. It is the current home of 13 EPA suspects who have so far spent about ten days in the tiny prison's cells, since they were arrested last week. 

Behind these highly fenced and protected walls are men who were busy men who negotiated lucrative business deals over their sophisticated mobile phones, in fabulously furnished offices or in the restaurants of the city`s expensive hotels. 

Their arrests and prosecution last week changed their lifestyles suddenly and dramatically. 

One close family member of the prominent tycoon Jeetu Patel hinted to our reporter in the prison compound: ``Boss doesn`t believe what is happening,he feels he has been betrayed by his allies in the government.`` 

The person, who spoke on condition of anonymity last Sunday, explained further: ``He was extremely shocked on the day he entered prison, but he says he has surrendered his fate to the almighty God.`` 

For some, it has been a dream shattered by their sudden arrest, but for others it has been a time for short vacation after spending months on the streets of Dar es Salaam, trying to make ends meet. 

Their life hasn't changed much, though their freedom to move and mix with their buddies and families have been terminated, as they spend their nights and days at the Prison, pending the fate of their bail applications. 

According to a week-long survey conducted by The Guardian on Sunday, despite being locked behind bars, some suspects are still managing their businesses from the prison. 

``Each passing day the businessman signs several cheques amounting to millions of shillings. 

It is business as usual, the only difference being that it is being conducted in a prison cell instead of an office,`` one senior prison official who declined to have his identity disclosed, revealed. 

In what shows the smugness of money on Sunday, the Prison`s parking yards is full of posh cars as relatives and friends gathers here to see the EPA suspects. 

Inside prison however, some of them are enjoying a relatively good lifestyle compared to their fellow inmates, one of the aspects of which is the allowance for accessing food from outside, while ordinary inmates scramble for the little, unpalatable official variety. 

And to make life easier, some of the suspects reportedly spend much time in sickbays reserved for ailing inmates. 

It is being speculated, also, that confining the suspects to the sickbays is a deliberate security measure intended to protect them from attacks by ordinary remandees who may be infuriated by the EPA scum. 

``The way they are being treated is quite different from other prisoners,`` the official said. 
One of two brothers charged in the case remarked openly to prison warders: `It is a relief for me to stay away for sometime from the taxing business engagements. Two weeks here will do me some good.`` 

Sunday is a hectic day for prison warders, as they have to cope with hundreds of well-wishers of the EPA suspects. 

``I have never experienced such a situation since I became a warder ten years ago,`` one of them remarked. According to the Prisons regulations, visitors are allowed to see their relatives on Sundays. 

Security 

Alarmed by the prominence of the EPA suspects- considering that most of them are powerful financially who can even buy their way out-on Tuesday this week, strategic measures to improve security were taken by the government. 

Assistant Commissioner of Prisons Mtiga Omari, fearing a recurrence of the early 1980s when some treason trial suspects escaped from the prison, said effective from this mid-week all visitors of the EPA suspects must secure special permission from the Prisons Department Headquarters. 

``These suspects hold financial power which can easily corrupt some of our `weak` people. 

To play it safe, anyone seeking an audience with the suspects must get a permit from us,`` said Mtiga who incidentally overheard a group of people at Kisutu Court area joking that ``the police have taken theirs, it is now the turn of the judiciary to take theirs.`` 

The relatives or friends must give in writing their identities, the EPA suspects they want to visit and the reasons behind such visits to satisfy the Commissioner for Legal Affairs and Administration. 

This will also help in keeping track of them, he explained. 

``We are careful. Some of these persons are top executives in local and international businesses, others in high positions in the Bank of Tanzania, while some are decision-makers in companies involved in the scandal,`` Mtiga said. 

``Their offices may need them for some reasons or other.`` 

ACP Mtiga said the issue of segregating EPA suspects from other remanded prisoners at Keko or Segerea is the discretion of the Principal Commissioner of Prisons, although he dismissed any favouritism.

A chain-smoking archbishop could be the next leader of the Roman Catholic Church in England and Wales.

Peter Smith, the Archbishop of Cardiff, is emerging as a strong candidate to succeed Cardinal Cormac Murphy-O’Connor when he retires in the new year.

According to sources in Rome, Archbishop Smith, 65, is being pushed for the key post by the Vatican’s ambassador in London, Archbishop Faustino Sainz Munoz, whose main role is to advise Pope Benedict XVI on appointments.

Archbishop Smith is believed to have the backing of Cardinal Murphy-O’Connor and has already impressed the Vatican by handling Church campaigns against abortion, euthanasia and gay adoption. 

Insiders believe that he will top a secret shortlist of three or four to be submitted to Rome by the Spanish-born ambassador in the next few weeks. 

The ultimate decision rests with the Pope but the advice of Archbishop Munoz carries huge weight.

Archbishop Smith’s appointment to lead the country’s 4.3million Catholics would surprise many as 63-year-old Archbishop Vincent Nichols of Birmingham has been the clear favourite. 

Bookmaker Paddy Power still makes Archbishop Nichols the front runner at 13/8, with Archbishop Smith at 16/1. 

Cardinal Murphy-O’Connor offered his resignation when he reached the retirement age of 75 in August 2007 but was asked to stay on until a replacement was found. Insiders said the search has taken so long because the ambassador does not want the shortlist rejected.

It will be submitted before Christmas to the Vatican department responsible for selecting bishops, which will recommend just one name to the Pope. He can accept it or ask for alternatives.

Both Archbishops are competent TV performers, in contrast to the at times faltering Cardinal Murphy-O’Connor.

Archbishop Nichols is in charge of Catholic education and fought off Government attempts to impose a quota of non-Christian pupils on church schools. 

Archbishop Smith is responsible for moral issues. Both inherited Archdioceses that had been hit by child abuse scandals. A blot on Archbishop Smith’s record is his mistake in approving a book that questioned Christ’s resurrection, for which he was upbraided by the Vatican.

Others tipped for the post include Bishop Arthur Roche of Leeds, 58, and 55-year-old Abbot Hugh Gilbert of the Benedictine Pluscarden Abbey at Elgin in the Scottish Highlands.

Mjini Morogoro, SUA ilitangaza kufunga chuo kwa wanafunzi wote wa shahada ya kwanza kutokana na mgomo uliodumu siku mbili wa kushinikiza serikali iwape mkono kwa asilimia 100.

Taarifa iliyotolewa na mshauri wa wanafunzi wa chuo hicho, Jonas Bisheko iliwataka wanafunzi wote kuondoka maeneo ya chuoni kabla ya saa 9:00 alasiri jana.

Mara baada ya tangazo hilo kutolewa, wanachuo wa chuo hicho walionekana kufungasha mizigo na kuondoka kwa amani kutoka katika mazingira ya chuo hicho.

Wanafunzi walio katika eneo la Solomon Mahlangu Mazimbu walionekana na mizigo yao wakiondoka kuelekea katika maeneo mbalimbali ya mji huku wengine wakielekea kituo cha mabasi.

Awali, kaimu makamu mkuu wa chuo hicho, Profesa Dominic Kambarage alisema kuwa chuo kilitoa muda wa siku tatu wanafunzi kurudi darasani lakini hawakukubali.

Makamu wa rais wa serikali ya wanafunzi wa chuo hicho, SUASA, Yulian Mizola aliwaambia wanafunzi wenzake kwenye mkutano kuwa uongozi wao ulikutana na kaimu makamu mkuu wa chuo, Profesa Kambarage ambaye aliagiza kuwa wanafunzi wote warejee madarasani mara moja kabla ya uamuzi mwingine kuchukuliwa.

Wakati huo huo, Bodi ya Mikopo imesema kuwa ili wanafunzi wote waliodahiliwa waweze kukopeshwa fedha kwa asilimia 100, serikali inatakiwa kutumia Sh160 bilioni kwa mwaka.

Kaimu mkurugenzi wa bodi hiyo, Lubambula Machunda, alisema kuwa idadi ya wanafunzi wanaotakiwa kukopeshwa ni 60,000 na kwamba wanafunzi hao walipatiwa jumla ya Sh140 bilioni, lakini akasema iwapo wanafunzi wote watatakiwa kupata mkopo kwa asilimia 100, basi Sh163 bilioni zitahitajika.

Juzi majira ya saa 9 alasiri wanafunzi hao walianza kuwashinikiza wenzao kuanza mgomo usio na kikomo kwa lengo la kutaka kutimiziwa mikopo yote na serikali kwa asilimia 100. 

Kutokana na taarifa ya mgomo huo kuwa ya ghafla kwa wanafunzi hao baadhi yao waliamua kuendelea kujisomea katika vyumba vya madarasa hali iliyopelekea kundi hilo la wanafunzi wanaotaka wenzao wagome kuanza kuwashambulia kwa virungu na fimbo huku wakidai kuwa ni wasaliti wa mgomo huo. 

Akizungumza na mwandishi wa habari hizi mmoja kati ya viongozi wa serikali ya wanafunzi chuoni hapo ambaye hakupenda kutaja jina lake kwa kuwa si msemaji wa juu wa serikali ya wanafunzi chuoni hapo alisema kuwa katika vurugu hizo za wanafunzi zaidi ya wanafunzi watatu wamejeruhiwa vibaya na kulazwa katika zahanati ya chuo kwa matibabu zaidi. 

Wanafunzi waliojeruhiwa ni Bw. Leslea Mkuchika, Bi Naima Kalaghe na Bi. Gloria Nyagawa ambapo Mganga Mfawidhi wa zahanati hiyo ya chuo, Bi. Iluminata Mbilinyi alisema kuwa wanafunzi hao wametibiwa na kuondoka katika eneo la chuo hicho kuelekea majumbani kwao. 

Barua ya kukifunga chuo hicho iliyosainiwa na Makamu Mkuu wa Chuo Kikuu cha Dar es salaam, Prof. Rwekaza Mukandala na kubandikwa katika mbao za matangazo za chuo hicho iliwataka wanafunzi hao kuondoka mara moja chuoni hapo kwani wamekaidi amri ya Waziri wa Elimu na Mafunzo ya Ufundi, Prof. Jumanne Maghembe ya kuwataka kusitisha mgomo huo. 

Mwandishi wa habari hizi alishuhudia kundi la wanafunzi takribani 2000 waliokuwepo katika chuo hicho wakiondoka chuoni hapo kwa makundi. 

Pamoja na wanafunzi hao kukubali kuondoka chuoni hapo bado baadhi yao waliapa kuendelea na mgomo mpaka kieleweke iwapo Serikali haitakubali maombi yao ya kutaka kuondolewa kwa sera ya uchangiaji elimu. 

Naye Mwandishi Wetu Peter Masangwa anaripoti kutoka Dar es Salaam kuwa Jumuiya ya Wanataaluma wa Chuo Kikuu cha Dar es salaam (UDASA) imeunda kamati ya watu watano kuchunguza kiini cha tatizo linalopelekea migomo ya wanafunzi wa vyuo vikuu nchini mara kwa mara. 

Akizungumza na gazeti hili jana ofisini kwake Katibu wa UDASA Dkt. Deoscorous Ndoloi alisema tangu Bodi ya Mikopo ianzishwe imekuwa na migogoro na wanafunzi na kusababisha migomo isiyo ya lazima. 

Alionesha wasiwasi wake kuhusu uhalali wa sifa za kutolewa mikopo hiyo akisema wapo baadhi ya wanafunzi wamekasirika kuona mtu ambaye wanajua ana uwezo ndiye amefadhiliwa kwa asilimia 100 huku wale wasio na uwezo wakipewa asilimia 80 au 60 tu ya mkopo na kulazimika kutafuta vyanzo vingine kuweza kuendelea na masomo. 

Naye Mwandishi Wetu, Eckland Mwaffisi anaripoti kuwa siku moja baada ya kufungwa kwa muda usiojulikana, viongozi wa Serikali ya Wanafunzi kwenye Chuo Cha Ualimu Chang'ombe wameapa kuendeleza mgomo huo hata watakaporejeshwa iwapo madai yao hayatasikilizwa. 

Rais wa wanafunzi chuoni hapo, Bw. Ambege Uswege, alisema Dar es Salaam jana alisema, uamuzi wa kuwasimamisha masomo kwa muda usiojulikana, sio kigezo cha kumaliza tatizo na kwamba ufumbuzi wa tatizo hilo ni kutekeleza madai ya wanafunzi hao. 

"Pamoja na kukubali kuondoka katika mazingira ya chuo, tunasubili tamko la Serikali na kama watatoa tamko tofauti na lile tunalolitazamia, nitalazimika kukaa na Serikali yangu ili tuweze kutoa tamko la pamoja," alisema BW. Uswege. 

Alisema katika jitihada za kumaliza mgogoro huo, ni wajibu wa Serikali kuangalia uwezekano wa kupunguza kero za wanafunzi hao ikiwa ni pamoja na kuwapa ahadi za kutekeleza madai yao. 

"Serikali ya wanafunzi DUCE, ipo tayari kukaa meza moja na Serikali ili kuangalia uwezekano wa kumaliza mgogoro huu ambao unaangaliwa kwa mtazamo tofauti na wananchi mbalimbali," alisema.

Kanye West’s famous temper is under the spotlight again after Northumberland police arrested the hip-hop heavyweight on suspicion of assault in the early hours of this morning.

The 31-year-old rapper and producer, currently touring the UK, reportedly attacked a paparazzi photographer as he left Newcastle nightclub Tup Tup Palace.

Terry Blackburn alleges he suffered a cut face and bruising after the chart-topper pushed his camera into his face and shouted: “Get the f***ing camera off him!”

A Northumberland police spokesman told Times Online: “We arrested a 31-year-old man on suspicion of assault.

“He was released without charge and there will be no further police action taken.”

It is the second time in as many months that the rapper has been taken into custody after clashes with the paparazzi.

In September, West was arrested at Los Angeles International Airport after allegedly smashing a photographer’s camera. Part of the incident was caught on video by another member of the press and showed the rapper throwing a piece of camera equipment to the ground.

He became known for his quick temper in 2006 when he failed to win the best video gong at the MTV Europe Music Awards. West took to the stage and ranted to the audience that he should have won.

But this year, after winning the Ultimate Urban Award, he publicly criticised the awards again, accusing organisers of giving him the prize because he attended the ceremony. The rapper said it should have gone to Lil Wayne.

West has impressed fans and garnered critical praise for his high-tech Glow In The Dark tour, which features a moving stage, explosions and even waterfalls. But earlier this week, the rapper said he was struggling with life in the spotlight and grief over the first anniversary of his mother's death. Donda West died suddenly last year following cosmetic surgery.

"I'm just going through balancing that. And I always used to have that support system, you know. My mom would be there; no matter what, she was there before everything."

"We were together for like 30 years. And you know now when I'm on that stage and I look out and I say, 'What am I going to do with the rest of my life?' Like when does a real life start?' Because I have sacrificed real life to be a celebrity and to give this art to people, which is great. It is great that I was able to do that, I'm not trying to shun that in any way, but it's definitely a Catch-22 and it's bittersweet."

A wave of sympathy followed, but a few days later he came in for ridicule after claiming to be the voice of his generation.

West declared: “I realise that my place and position in history is that I will go down as the voice of this generation, of this decade, I will be the loudest voice."
