WAKATI Ripoti ya kitaalam ikionyesha namna bora ya kupunguzwa matumizi ya magari ikiwamo ya kifahari maarufu kama mashangingi, serikali imeanza utekelezaji wa mpango mwingine mkubwa wa kuingiza magari mapya 792 kutoka Japan.

Mpango huo mkubwa wa serikali umekuja wakati ripoti ya kitaalamu inayotaka ijipunguzie matumizi yasiyo ya lazima katika ununuzi wa magari ikiwemo ya kifahari ikiwa imewasilishwa mezani kwa Katibu Mkuu Kiongozi Philemon Luhanjo tangu Aprili mwaka huu.

Waziri Mkuu Mizengo Pinda ambaye wiki moja iliyopita alitoa angalizo kwa makatibu na manibu makatibu wakuu wa wizara kuhusu kupunguza matumizi ya magari ya kifahari, alinukuliwa na gazeti dada la The Citizen, akisema serikali haiwezi kupiga marufuku ununuzi wa magari hayo wakati imeshaagiza lakini alisisitiza kuwa hiyo itakuwa mzigo wa mwisho kuagizwa na mashangingi kiasi hicho.

Ingawa Pinda hakufafanua, lakini duru huru zaidi za habari kutoka serikalini zilidokeza gazeti hili jijini Dares Salaam jana kwamba, tayari magari 300 yalishaingizwa chini ya mpango huo. "Sehemu kubwa ya magari hayo ni Toyota Pickup, tayari 300 yameingizwa nchini chini ya mpango huo maalumu wa serikali," zilisema duru hizo za habari.

Kwa ufafanuzi zaidi, duru hizo zilisema katika orodha hiyo pia yapo mashangingi Vx na GX ambayo jumla yao ni kati ya 100.

Chini ya mpango huo, duru za habari zilisema gari nyingine ambazo ni nyingi ni pamoja na Toyota Land Cruiser Hard Top ambazo kwa takwimu za kiserikali moja hugharimu kati ya sh 72 hadi 75 milioni.

"Ukiacha Vx na Gx 100, magari mengine mengi katika orodha hiyo ni Toyota Land Cruiser Hard Top na Pickup ndiyo mengi katika orodha hiyo ya magari 792," kilifafanua zaidi chanzo hicho.

Waziri Mkuu Pinda alikaririwa jana na gazeti dada la Mwananchi, The Citizen, katika mahojiano maalum akisema uamuzi wa kuzuia ununuzi wa magari hayo hauwezi kuchukuliwa kwa sasa, kwa kuwa tayari yameshaagizwa na yataanza kuingia nchini hivi karibuni.

“Uamuzi wa kuzuia ununuzi wa magari hayo hauwezi kufanyika sasa kwa kuwa magari 800 tayari yameshaagizwa kutoka kampuni inayoyatengeneza nchini Japan na yanatarajiwa kuanza kuingia nchini hivi karibuni,” alisema Pinda katika mahojiano hayo.

Hata hivyo, Pinda alieleza kuwa katika mwaka wa fedha ujao mambo yatakuwa tofauti kutokana na kuwataka makatibu wakuu kutoagiza magari hayo na fedha zitazopatikana katika zoezi la kuacha kununua magari hayo zinunue matrekta ambayo yatakuwa na matokeo yanayoonekana katika kilimo.

Hakuna mtu anaweza kufa kwa kutopanda gari la kifahari (Toyota Land Cruiser VX, GX) lakini kwa kukosa chakula itakuwa ni tatizo,” alisema Pinda katika mahojiano hayo.

Alisema uamuzi wake huo umekuwa ukiungwa mkono na Rais Jakaya Kikwete, ukiwa umelenga kumkomboa mkulima ambaye amekuwa anatumia jembe la mkono kwa miaka 47 ya uhuru wa nchi hii.

“Magari haya ya kifahari yamekuwa yananunuliwa kutokana na baadhi ya watumishi (wakurugenzi) kutaka kuendana na wakati wa magari ya kifahari yaliyopo sokoni,” alisema Pinda huku akisema serikali sasa inataka kuondokana na dhana hiyo.

Alipoulizwa mbona serikali imeamua kuendelea kununua magari hayo japokuwa yamekuwa yanasemwa kuwa ni mzigo kwa serikali, Pinda alisema wakati anaingia tayari magari yalikuwa yameshaagizwa na hivyo mpango huo utaanzia kwenye bajeti ijayo ya serikali.

Aliongeza kuwa “Nimeongea na makatibu wakuu wiki iliyopita nimewaambia kuhusu suala hili la uagizaji magari ya kifahari, sasa tuachane nalo na badala yake tujikite kwenye kilimo cha kisasa,”

Duru hizo zikieleza kwa kina mpango huo, Ripoti ambayo iko kwa Luhanjo na gazeti hili kufanikiwa kuona nakala yake, inaonyesha namna bora ya serikali kupunguza ununuzi wa magari hasa ya kifahari.

Katika mpango huo, moja ya jambo lililopendekezwa na watalaamu ni kuhakikisha gari la moja aina ya VX au Gx hubadilishwa na kukunuliwa jingine kila baada ya miaka saba tofauti na sasa, ambapo waziri, naibu au makatibu wakuu hubadili magari hayo kila baada ya miaka miwili.

Ripoti hiyo pia inaonyesha orodha ya viongozi wanaopaswa kutumia magari hayo kwa kupunguza viongozi wanaopaswa kutumia Vx na Gx, ambao wanapaswa kutumia ni mawaziri, manaibu, makatibu wakuu na manaibu wao, huku kuanzia wakurugenzi wakipasawa kutumia magari mengine ikiwemo Land Cruiser za kawaida.

Pia kumekuwa na pendekezo la kufuata utaratibu ambao hutumiwa na serikali kama ya Afrika Kusini, Namibia na Botswana ambazo hutumia Kampuni ya Emperial kwa ajili ya usimamizi wa kiteknolojia kwa ajili ya magari yote ya serikali ili kuyaangalia na kudhibiti yasitumike katika shughuli binafsi.

Emperial kwa kutumia teknolojia hiyo huweza kuonyesha hatua ya kila gari kwa kutumia mfumo maalumu wa usalama na pia kuzuia wizi hata wa mafuta katika magari ya serikali ambayo sasa hivi hakuna mfumo wa kuyadhibiti.

Ofisa Mtendaji wa Kijiji cha Embukoi, Peter Pekasi, alisema jana kuwa tukio hilo lilitokea majira ya saa 10 jioni, ambapo watoto hao walikuwa wakipita eneo kwenda kusaga nafaka katika mashine iliyo jirani na kijiji hicho.

Mtendaji huyo aliwataja watoto wanaodaiwa kuuawa kuwa ni Lyomo Orkwari (7), Laata Mollel (15) na Samwel Josia(8), wote wakazi wa kijiji hicho cha jamii ya Masai.

Pekasi alisema eneo la tukio limekuwa likitumiwa kwa muda mrefu kama kituo cha kulenga shabaha kwa askari waliopo mafunzoni katika Chuo cha Mafunzo ya Polisi Moshi (CCP) na kuhatarisha maisha yao.

Alisema baada ya tukio hilo walitoa taarifa kwa Mkuu wa Wilaya ya Siha, Anarose Nyamubi.

Kamanda wa Polisi mkoani Kilimanjaro, Lucas Ng’hoboko, alipoulizwa kuhusiana na tukio hilo, alisema hana taarifa kamili za tukio hilo na kuongeza kwamba ametuma maafisa wake eneo la tukio.

“Jamani nimepata taarifa hizo muda mfupi kabla hujaja hapa, nimetuma maofisa wangu eneo la tukio, kwa sasa siwezi kuzungumzia chochote, nitatoa taarifa zaidi baada ya kupata maelezo ya kina kutoka kwa askari wangu,” alisema Ng’hoboko.

Kwa upande wake, Mkuu wa Wilaya ya Siha, Nyamubi, akizungumza kwa njia ya simu jana, alithibitisha kupata taarifa hizo, lakini hakuwa tayari kuzungumzia kwa undani na kwamba ametuma maofisa wake eneo la tukio.

Police in Finland believe they have caught a car-thief thanks to a DNA sample taken from a sample of his blood found inside a mosquito. Skip related content

Last June a car was stolen in Lapua, some 380 kilometres (235 miles) north of Helsinki. It was soon found near a railway station in Seinaejoki, about 25 kilometres from where it was stolen.

"A police patrol carried out an inspection of the car and they noticed a mosquito that had sucked blood. It was sent to the laboratory for testing, which showed the blood belonged to a man who was in the police registers," inspector Sakari Palomaeki told AFP.

The suspect, who has been interrogated, has insisted he did not steal the car, saying he had hitchhiked and was given a lift by a man driving the car.

Palomaeki said a prosecutor would decide if the evidence was solid enough for charges to be pressed.

Finnish police said it was rare for them to use insects to solve crimes, although they are interested in everything found at a crime scene.

"It is not usual to use mosquitoes. In training we were not told to keep an eye on mosquitoes at crime scenes," Palomaeki said, laughing.

"It is not easy to find a small mosquito in a car, this just shows how thorough the crime scene investigation was," he added.

HATIMAYE Kampuni ya MAMLAKA ya Udhibiti wa Usafiri wa Nchi Kavu na Majini (Sumatra), imeiruhusu Kampuni ya Reli (TRL) kuanza kutumia mabehewa yake 23 ya mitumba yaliyokodishwa kutoka Kampuni ya Reli ya India. Awali Sumatra waliizuia TRL kutumia mahehewa hayo kwa madai kwamba hayakuwa na obora unaotakiwa.

Hata hivyo, meneja uhusiano wa TRL, Midrahji Meiz alisema jana kuwa Sumatra sasa imewaruhusu kuendelea kutumia mabehewa hayo baada ya vigezo vilivyokuwa vinahitajika kukamilika.

“Tumesharuhusiwa na Sumatra kuanza kutumia mahehewa hayo na hivi sasa utaratibu unafanyika ili yanze kusafirisha abiria... baada ya utaratibu huo kukamilika tutatoa taarifa rasmi,” alisema Meiz na kuongeza: “Suala la usafiri wa treni ni suala la msingi kabisa na ndiyo maana tunajitahidi kuboresha usafiri huo kila wakati ili abiria wasafiri katika mazingira mazuri.”

Mkurugenzi na mdhibiti wa reli wa Sumatra, Alfred Nalitolela alikiri kuwepo kwa suala hilo na kusema kuwa wameamua kuiruhusu TRL indelee kutumia mabehewa hayo kwa kuwa wamekamilisha marekebisho yaliyokuwa yanahitajika.

“Tulibaini kwamba mabehewa hayo hayana ubora unaostahili kwa matumizi ya reli yetu, na moja ya vitu hivyo ni kiungio kati ya behewa moja na jingine, usambazi wa umeme ndani ya mabehewa, belling, spring, breki ya mkononi na magurudumu,” alisema Nalitolela na kuongeza:

“Tulipokwenda India kukagua mabehewa hayo, tuliwaeleza wafanye vitu hivyo lakini wakaleta mabehewa kabla ya kukamilika kwake ndipo ikabidi tuwakataze kuyatumia mpaka wamalize kuyafanyia marekebisho hayo.”

Alifafanua kwamba baada ya hapo walichukuwa moja ya kiungio cha mabehewa na kuyapeleka katika maabara ya ya Chuo Kikuu cha Dar es Salaam na kuyafanyia utafiti kama ni vifaa vipya na kuomba maelezo ya kina.

“Unafahamu katika suala hili lile jumba la behewa ndilo linalotakiwa kuwa mtumba, lakini vifaa vyote vinavyofanya mabehewa hayo yafanye kazi vinatakiwa kuwa vipya, ikiwemo usambaji wa nyaya za umeme ndani ya behewa. Na hicho ndicho tunachokikagua na kukiangalia na kuhakikisha kwamba viko salama kila wakati,” alifafanua Nalitolela.

KAMPUNI iliyopewa jukumu la kusimamia na kutunza mali za lililokuwa Shirika la Reli Tanzania (RAHCO), imeanza kukatakata injini 27 na mabehewa 19 ili yauzwe kama chuma chakavu.

Mabehewa hayo na injini zake yanadaiwa yalikuwa na hali nzuri, lakini mwekezaji akayakataa wakati anachukua shirika kwa maelezo kuwa hayamfai.

Habari zilizopatikana zinaeleza kuwa hatua hiyo imefikiwa baada ya mwekezaji Kampuni ya Reli Tanzania (TRL) kudai kuwa, mabehewa hayo yalikuwa yamechakaa zaidi na hayawezi kutumiwa tena, huku Rahco ikidai kuwa yalikuwa yanafaa kuendelea kutumika.

Tayari zabuni ya kupata makampuni ya kununua vyuma hivyo chakavu imeshafanyika na washindi kupatikana.

Makampuni ambayo yameshinda zabuni yameshaanza kukata mabehewa hayo na injini katika mikoa ya Dar es Salaam, Morogoro, Tabora na Kigoma.

Mwananchi Jumapili wiki hii ilishuhudia baadhi ya mafundi wa kampuni iliyoshinda zabuni wakikata mabehewa yaliyopo katika Stesheni ya Dar es Salaam.

Meneja Uhusiano wa RAHCO, Musita John aliiambia Mwananchi Jumapili kuwa, wameamua kuchukua hatua hiyo baada ya kushindwa kuzifanyia kazi injini hizo na mabehewa.

Alisema kuwa endapo injini hizo na mabehewa zingefanyiwa ukarabati mdogo zingeendelea kuisaidia kampuni hiyo kupunguza matatizo ya usafiri lakini mwekezaji hakuzikubali.

John alisema wakati mwekezaji anachukua shirika hilo alikuta jumla ya injini 116 na 92 kati yake zilikuwa zinafanya kazi, lakini yeye aliamua kuchukuwa 79 tu na zingine akazikataa kwa madai kwamba hazimfai.

Alisema mbali na injini hizo, pia alikuta jumla ya mabehewa ya abiria 164, yaliyokuwa yanafanya kazi ni 125, lakini yeye aliamua kuchukuwa mabehewa 106 tu na 19 yaliyobaki aliyakataa.

John alifafanua kwamba baada ya mwekezaji huyo kumaliza tathimini ya mali za TRC alizokuta kabla hajaanza kazi waliamua kuziweka katika madaraja mbalimbali, ambapo daraja (A) lilikuwa ni mabehewa na injini yaliyokuwa yanafanya kazi.

Alisema Daraja (B) lilikuwa ni la mabehewa na injini zilizokuwa zinahitaji matengenezo madogo, ingawa yalikuwa bado yanaendelea na kazi ya kusafirisha abiria na mizigo wakati daraja (C) ni yale ambayo alikuta yameondolewa kazini, baada ya kuharibika na kupelekwa kwenye karakana ili yafanyiwe ukarabati, lakini pia aliyakataa kwa madai kwamba hayamfai.

Aliongeza kuwa kulikuwa na daraja (D) ambalo lilihusisha injini na mabehewa yaliyoharibika, yasiyofaa kutumika na daraja E ni yale ambayo yalishakaguliwa na kubainika kwamba, yalishafikia katika kiwango cha vyuma chakavu.

Hata hivyo, habari kutoka ndani ya TRL, zinaeleza kwamba mbali na injini na mabehewa hayo, mali zingine ambazo mwekezaji huyo alizikataa ni vifaa vya ofisini ambavyo hivi sasa pia viko katika orodha ya vitu vinavyouzwa na RAHCO kama vyuma chakavu.

Wakati RAHCO ikiendelea kukatakata injini hizo na mabehewa TRL hivi sasa inadaiwa kuwa katika hali mbaya kutokana na baadhi ya injini zake aina ya ‘73 class’ zilizokodishwa kutoka India kuwa na uwezo mdogo wa kuvuta mzigo, kiasi kwamba wanalazimika kuziunganisha mbili ndipo ziweze kuvuta mzigo ambao ungevutwa na injini moja aina ‘88 class’ za Tanzania alizozikataa.

A Saudi court has rejected a plea to divorce an eight-year-old girl married off by her father to a man who is 58, saying the case should wait until the girl reaches puberty.

The divorce plea was filed in August by the girl's divorced mother with a court at Unayzah, 135 miles north of Riyadh just after the marriage contract was signed by the father and the groom.

Lawyer Abdullar Jtili said:"The judge has dismissed the plea, filed by the mother, because she does not have the right to file such a case, and ordered that the plea should be filed by the girl herself when she reaches puberty."

"She doesn't know yet that she has been married," Jtili said then of the girl who was about to begin her fourth year at primary school.

Relatives who did not wish to be named said that the marriage had not yet been consummated, and that the girl continued to live with her mother.

They said that the father had set a verbal condition by which the marriage is not consummated for another 10 years, when the girl turns 18.

The father had agreed to marry off his daughter for an advance dowry of £5,000, as he was apparently facing financial problems, they said.

The father was in court and he remained adamant in favour of the marriage, they added.

Mr Jtili said he was going to appeal the verdict at the court of cassation, the supreme court in the ultra-conservative kingdom which applies Islamic Sharia law in its courts.

Arranged marriages involving pre-adolescents are occasionally reported in the Arabian Peninsula, including in Saudi Arabia where the strict conservative Wahabi version of Sunni Islam holds sway and polygamy is common.

In Yemen in April, another girl aged eight was granted a divorce after her unemployed father forced her to marry a man of 28.

The man accused of masterminding the 1994 Rwanda genocide, Theoneste Bagosora, was jailed for life by an international court yesterday as prosecutors described his conviction as the most significant since Nuremberg.

Bagosora, 67, a former colonel who was the chief of staff in Rwanda's defence ministry, was convicted of genocide, crimes against humanity and war crimes at the end of a five-year trial after judges found that he used the military and an extremist Hutu militia to kickstart the massacre of about 800,000 Tutsis in 100 days.

The international criminal tribunal for Rwanda, sitting in Tanzania, also found Bagosora guilty of responsibility for overseeing individual massacres as well as the murder of Rwanda's prime minister, Agathe Uwilingiyimana, and the killing of 10 Belgian peacekeepers, which prompted the UN to withdraw most of its forces and abandon the Tutsi population to be slaughtered. Lieutenant General Romeo Dallaire, the UN commander in Rwanda, who called Bagosora the "kingpin" behind the genocide, described meeting him as like "shaking hands with the devil".

But the court did not convict Bagosora on the broader charge of conspiracy to commit genocide before the killing, saying that while he created, armed and trained the militia that carried out the massacres and headed an "enemy commission" that vilified Tutsis, that did not demonstrate that he had planned the extermination from the beginning.

"The chamber certainly accepts that there are indications which may be construed as evidence of a plan to commit genocide, in particular when viewed in light of the subsequent targeted and speedy killings immediately after the shooting down [of President Juvénal Habyarimana's plane which unleashed the genocide]," the judgment said. But the tribunal said these preparations were in the context of a war with Tutsi rebels and could not be said beyond doubt to be solely preparations to exterminate civilians.

Once the killings began, the tribunal found that Bagosora was the highest authority in the defence ministry and oversaw control of the military as it murdered opponents and kickstarted the genocide. The court said the killings "formed part of an organised military operation pursuant to orders from superior military authorities". Bagosora said nothing as the verdict was delivered.

Two other army officers on trial with Bagosora, Aloys Ntabakuze and Anatole Nsengiyumva, were also given life sentences for genocide. Prosecutors called them "enemies of the human race". A fourth defendant, Gratien Kabiligi, the former chief of military operations, was acquitted of all charges and released.

Barbara Mulvaney, the lead prosecutor, described the verdicts as historic. "I think it's one of the most important verdicts ever because the body of work, in documents in black and white, in transcripts, in video tapes, lays out the planning and organisation of a genocide," she said. "And it's important to the Rwandan people because it finally puts to rest the claims by some people ... who still deny there was a genocide or deny that it was planned. No one can claim that any more."

But the relevance of the tribunal has been diminished in Rwanda by lengthy trials held outside the country. None of the Hutu leaders on trial have apologised for their role in the genocide, raising fears among some Tutsis that it could happen again.
