The Obama administration has issued a chilling warning to US police forces about the threat of a rise in violent rightwing extremist groups fuelled by recession, the return of disgruntled army veterans from Iraq and Afghanistan, and hostility over the election of the first black president.

The internal report, which was not meant for publication, was drawn up by the department of homeland security, set up after the 9/11 attacks to co-ordinate internal security.

A leaked copy says: "The economic downturn and the election of the first African-American president present unique drivers for rightwing radicalisation and recruitment."

It adds that the threat posed by "lone wolves" and small terrorist cells is more pronounced than in past years.

The report generated criticism from Republicans and military veterans' groups, who resented the implication that returning troops presented a danger. The American Legion called it "unfair", "incomplete" and "politically motivated".

Marked "for official use only", the nine-page report was drawn up by the extremism and radicalisation branch of homeland security. A leaked copy initially appeared on conservative websites and was then picked up by the US media.

The assessment contends: "Rightwing extremists will attempt to recruit and radicalise returning veterans in order to exploit their skills and knowledge derived from military training and combat. These skills ... have the potential to boost the capabilities of extremists, including 'lone wolves or small terrorist cells', to carry out violence. The willingness of a small percentage of military personnel to join extremist groups during the 1990s because they were disgruntled, disillusioned or suffering from the psychological effects of war is being replicated today."

The early 1990s saw a rise in militias and cults that were anti-government and anti-Bill Clinton, against a background of economic recession. Some looked to survivalism; others were motivated by racism or religion. There was a series of incidents and shoot-outs with federal agents, including the Waco siege in 1993 and the Oklahoma City bombing in 1995.

David Rehbein, national commander of the American Legion, which has 2.6 million members, today protested in a letter to the homeland security secretary, Janet Napolitano, at the implication that troops presented a danger, saying: "I think it is important for all of us to remember that Americans are not the enemy. The terrorists are. The American Legion is well aware and horrified at the pain inflicted during the Oklahoma City bombing, but Timothy McVeigh was only one of more than 42 million veterans who have worn this nation's uniform during wartime. To continue to use McVeigh as an example of the stereotypical 'disgruntled military veteran' is as unfair as using Osama bin Laden as the sole example of Islam."

The report says that threats from white supremacist and violent anti-government groups have been largely rhetorical so far, but a prolonged economic downturn "could create a fertile recruiting environment for rightwing extremists".

It adds: "Rightwing extremists have capitalised on the election of the first African-American president, and are focusing their efforts to recruit new members, mobilise existing supporters, and broaden their scope and appeal through propaganda." In particular it highlights antagonism at Obama's perceived stance on issues ranging from immigration to social programmes for minorities and proposed firearms limits. Since the election, rightwing extremists have been using propaganda to reach potential recruits.

It cites as an example of potential violence that could have been related to rightwing extremism the shooting of three police officers in Pittsburgh, Pennsylvania, this month. The alleged gunman was reportedly influenced by racist ideology and anti-government and anti-Jewish conspiracy theories. Internet chatter by rightwing extremists blames some job losses on a cabal of Jewish financial elites.

A 19-year-old volleyball player from the eastern city of Hangzhou has become the first black athlete to be called up to represent China, triggering fierce curiosity among his compatriots.Ding Hui, who is affectionately nicknamed Xiao Hei, or Little Black, by his team mates, was included in the national team's new 18-man training squad.

The son of a South African father and a Chinese mother, Ding is expected to play a key role in China's push for gold at the London Olympics in 2012.

However, despite the fact that he was born in China and only speaks Mandarin and his city's local dialect, his elevation has stirred up some racial prejudices among his countrymen.

Commentators have noted that he has a "pleasant and perky nature" and is talented at "singing and dancing". On Chinese internet forums, he has been lauded for the "whiteness" of his teeth and the "athleticism of his genes".

China's black population is tiny, and attitudes remain relatively unsophisticated. One predominately African suburb in the southern city of Guangzhou is cheerfully referred to as "Chocolate City".

In the run-up to last year's Olympic Games in Beijing, large numbers of blacks were rounded up by police on suspicion of being drug dealers.

However, the black population is growing rapidly. Since 2003, when China started pouring investments into Africa, there has been a significant movement of Africans in the opposite direction. Guangzhou authorities believe there are now 100,000 Africans from Nigeria, Guinea, Cameroon, Liberia and Mali in the city, and the flow is growing by 30 to 40 per cent annually.

Mr Ding told the Shanghai Wenhui newspaper that "people seem to care more about my heritage and appearance, but all I want to do is to play good volleyball". Referring to China's policy of drafting foreigners to boost its teams, he added: "I am not a foreign aid. I want to be included."

Li Shiping, the captain of the volleyball team, said the players had been irritated by the gawping of the Chinese media. "I had hoped the press would not dig out the boy's African heritage or his family details but instead focus on his skills and performance," he said, adding that there would be no chance to see Ding until a press conference next week.

STORRS, Conn. - University of Connecticut junior men’s basketball player Hasheem Thabeet (Dar Es Salaam, Tanzania) has chosen to give up his final season of eligibility and enter his name into the 2009 NBA Draft, it was announced Tuesday.

“After spending time with my family and friends and speaking with Coach Calhoun, I have decided to give up my final year at UConn and enter my name in the 2009 NBA Draft,” said Thabeet. “I have had a great experience at Connecticut and cannot thank my coaches and teammates enough. I look forward to the challenge of playing professionally and know that my time here at UConn has prepared me to be successful in the future. I also want to thank all of the fans in Husky Nation that have followed my career, especially those from my homeland of Tanzania, and hope they will all be as supportive of me at the professional level as they have been to this point.”“Hasheem is more than ready to make the move to the next level,” said head coach Jim Calhoun. “He has been one of the most dominant defensive players in the history of college basketball and I am certain that where ever he ends up in the NBA, he is ready to be equally successful. Thabeet was named First Team All-American in 2008-09 by the NABC and the John R. Wooden Award. He was the NABC National Defensive Player of the Year and BIG EAST Defensive Player of the Year in each of the past two seasons and was the 2008-09 BIG EAST Co-Player of the Year. He averaged 13.6 points, 10.8 rebounds and 4.2 blocked shots per game (No. 2 nationally) in 2008-09 and helped lead the Huskies the 2009 NCAA Final Four and a 31-5 final record.Thabeet is the 11th player at UConn to declare early for the NBA Draft and nine of the previous ten were drafted in the first round. I’m not surprised at this. Thabeet is definitely a lottery pick and could be one of the top three picks. I’d expect Blake Griffin from Oklahoma to go No. 1 overall.
It could now be a long season for the Huskies as they will now need to replace Thabeet as well as A.J. Price, Craig Austrie and Jeff Adrien. Two years after winning Europe's biggest weekly lottery prize, a Portuguese couple are still waiting to get their hands on the €15m (£13.3m) prize, which remains locked away in a frozen bank account.

Cristina Simoes, 20, and Luis Ribeiro, 23, were lovers who planned to study hard and leave behind the harsh rural life of their parents in the Portuguese countryside near the northern town of Barcelos. Friends expected them to marry.

Then they won the EuroMillions prize. They had played the pan-European lottery together every Friday, but that week Cristina called her boyfriend to buy an extra ticket when he placed their normal bet of €4. That was the ticket that won. Cristina says that she paid Luis back the €2 for it. Cristina and Luis picked up the prize cheque, and opened a joint bank account partly controlled by her parents. That was in January 2007. Now the couple only see each other in court, and a judge has frozen the prize money account. The couple broke up after Cristina's parents refused Luis permission to withdraw money. He challenged them in court and Cristina now says she wants all the money.

"I'm not desperate about this," Luis told a newspaper. "But I'll follow it through to the end. She didn't want to give me a cent of it." Cristina says Luis lied to her, claiming he was at college when he had secretly travelled to Lisbon to see the bank manager. Luis's lawyers say he is quite happy to divide the prize in half. Luis still gets up at 6am to milk the cows before going to college, while Cristina studies to become a pharmacist and lives behind bolted doors in her parents' house - convinced someone is going to kidnap her. Attempts to reach agreement broke down last month when Cristina failed to appear in court. Now the judges must decide.

Emcee Lupe Fiasco,along with Justin Timberlake and Ethiopian-born Pop singer Kenna will climb Africa’s Mount Kilimanjaro to raise awareness about the global water crisis. "My dad almost died as a child from waterborne diseases in Ethiopia, and he had talked to me about digging a well there, and I thought, ‘I have too many friends who would be concerned with the subject of clean water. Maybe I can help out," Kenna told Elle magazine.

If the three artists make it to the summit they will have climbed Africa’s highest peak. The mountain, which is located in Tanzania, is nearly 20,000 feet high. "I’m an adventure junkie,” explained Lupe Fiasco. “Part of the motivation is beating Kenna to the top. Sabotaging his tent, taking the lining out of his coat, lacing it with ants or something like that."

The lengthy climb is expected to take place some time during fall later this year. In similar news, Lupe Fiasco announced last month that he would be releasing his third studio album entitled Lasers later this year.

A TANZANIAN national is reported to have been murdered in southern Sudan on suspicion of being a member of the Sudanese intelligence and security service.

The Tanzanian, identified as Wera Tarimo, was slain last Thursday in the Rumbek township of Sudan, along with a Kenyan national named as James Ndungu Wanjiriu.

It could not be immediately established exactly what Tarimo and Wanjiriu were doing in the Sudan.

According to the reports, the duo were suspected of being ’spies’ for Sudan’s National Intelligence and Security Service (NISS), and were allegedly involved in the assassination of an official with the opposition Sudanese People’s Liberation Movement (SPLM).

The SPLM official assassinated on Thursday has been identified as Thon Wuong Manyuon, the movement’s assistant secretary for both Rumbek North County (Maper) and the Lake State secretariat, and also education inspector of Rumbek North County.

According to an eyewitness statement quoted in the Sudan Tribune newspaper, Tarimo and Wanjiriu were then killed on the same day, as part of a revenge campaign by angry relatives of the slain SPLM official.

’’A family member from Rumbek North, who was very angry, took revenge by killing one man from Tanzania and one man from Kenya, suspecting them to be members of the NISS,’’ said the newspaper in its report.

Quoting what it described as a ’foreigner’ who was related to one of the victims, the newspaper said James Ndungu Wanjiriu from Kenya was killed on Thursday at 3 pm, while Wera Tarimo from Tanzania was killed the same day at 8 pm.

It is understood that the bodies of the two were transported from Rumbek to Kenya on Saturday, with Tarimo’s remains expected to be flown out from Kenya to Tanzania.

’’In order to transport the remains of the deceased back to their respective countries, Lake State governor Lt. General Daniel Awet Akot provided assistance to the foreigners by giving them one car with contribution from the Trade Union of East Africa, whose members reside in Rumbek,’’ said the report.

In the meantime, two NISS officers � believed to also be members of the Sudan People’s Liberation Army (SPLA) which is the SPLM military wing - are reported to have been placed under arrest in connection with Manyuon’s death.

Lakes State Deputy Governor Awan Guol Riak, who also acts as Sudan’s minister for local government and law enforcement, has called for an investigation into the killing.

’’The officers of the National Security who are suspected of involvement in this killing are in custody awaiting investigation,’’ he said.

In 2005, following a peace agreement ending the second Sudanese civil war, the SPLM chose Rumbek as an interim administrative centre of the semi-autonomous southern regions.

With no multi-storey buildings or paved roads and a population of around 100,000, Rumbek is serviced by a dirt airstrip, and is described as a ’’ramshackle town.’’

Records also show that back in October last year, another Tanzanian national was shot and wounded in his garage in Rumbek, and hardly a week later another Kenyan national was shot dead by an unknown assailant in the same township.

A contingent of 875 soldiers from the Tanzania People’s Defence Forces (TPDF) are currently being deployed to the international peacekeeping forces in the war-torn Darfur region of Sudan.

The TPDF squad in Darfur, led by Lieutenant Colonel Ally Katimbe, is part of a hybrid mission set up by the African Union and United Nations Missions in Darfur (UNAMID).

US cargo ship captain Richard Phillips has been rescued from pirates after a dramatic shootout. Mr Phillips was freed unharmed but the US military killed three Somali kidnappers who were holding him hostage on a lifeboat, according to reports. A fourth pirate is in custody.

Initial reports said the sailor jumped overboard before a gunfight broke out between his captors and US Navy Seals. US President Barack Obama gave authority to kill the pirates, and a commander acted when he concluded the pirates were about to kill the hostage, a US Navy official said.

Mr Phillips has now contacted his family, received a medical evaluation, and is resting aboard the amphibious assault ship USS Boxer. His ship the Maersk Alabama, a container carrying food aid for Somalians, was attacked far out in the Indian Ocean on Wednesday, but its 20 American crew apparently fought off the pirates and regained control.

Crew members said Mr Phillips volunteered to go with the pirates in a lifeboat in exchange for safe passage for his crew. Maersk Line chief executive John Reinhart said in a statement: "We are all absolutely thrilled to learn that Richard is safe and will be reunited with his family." The crew of the Maersk Alabama let off flares and hoisted an American flag at the news of their captain's rescue.

One crew member shouted: "We are very happy. He's a hero" at journalists amid raucous celebrations. Mr Phillips, 53, was the first American taken captive by Somali pirate gangs who have marauded in the busy Gulf of Aden and Indian Ocean shipping lanes for years.
