Wakati haijafahamika nani aliyelipwa mabilioni ya shilingi yaliyokuwa kwenye akaunti ya Escrow katika Benki Kuu ya Tanzania (BoT), kutokana na mvutano baina ya Tanesco na Kampuni ya IPTL, imebainika kuwa Bunge liliwahi kuagiza fedha hizo zisichukuliwe mpaka mitambo ya IPTL itakapokuwa chini ya Tanesco mwakani.
Hiyo imo katika taarifa ya iliyokuwa Kamati ya Kudumu ya Bunge ya Hesabu za Mashirika ya Umma (POAC), kwa mwaka wa fedha ulioishia Juni 30, 2007.
Hata hivyo, Gavana wa BoT, Profesa Benno Ndulu alithibitisha jana kuchotwa kwa Dola za Marekani 122 Milioni (Sh195.2 bilioni) katika akaunti hiyo, lakini akakataa kutaja nani hasa aliyelipwa.
Mkataba wa miaka 20 baina ya IPTL na Tanesco ulisainiwa mwaka 1995 na ulitakiwa kuisha 2015 na mitambo hiyo kuwa mali ya Tanesco.
Hata hivyo, ukiwa umebaki mwaka mmoja kumalizika, imebainika kuwa mitambo hiyo imeuzwa kwa Kampuni ya Pan African Power, ambayo inatarajiwa kuingia mkataba mwingine na Tanesco ili iwauzie umeme.
Ndulu alisema fedha zilizokuwa kwenye akaunti hiyo ni Dola za Marekani 22 milioni na Sh161 bilioni za Tanzania ambazo zote kwa pamoja ndizo zilizofikisha jumla ya Sh195.2 bilioni.
Vyanzo vingine vilitoa takwimu mbili tofauti, kimoja kikisema kiasi cha fedha hizo kilifikia Dola za Marekani 270 milioni na kingine Dola 250 milioni. Kuhusu nani mwenye mamlaka ya kutoa fedha hizo, Profesa Ndulu alisema kwa mujibu wa mkataba wa kufunguliwa kwa akaunti ya fedha hizo, ni Wizara ya Nishati na Madini pamoja na IPTL.
“Hakuna mtu mwingine anayeweza kuidhinisha kutolewa kwa fedha hizo zaidi ya hao, kwa hiyo hao ndiyo waliosaini kutolewa kwa hizo fedha na taratibu zote zilifuatwa,” alisema Profesa Ndulu.
Alipoulizwa ni nani aliyelipwa fedha hizo, Profesa Ndulu alisema IPTL ndiyo iliyokuwa na mamlaka ya kusema ni nani alipwe na ilifanya hivyo.
Katibu Mkuu Wizara ya Nishati na Madini, Eliakim Maswi alipoulizwa juu ya fedha hizo alisema: “Kwa kawaida huwa nina majibu mafupi sana, lakini kwa kuwa mmeamua kuandika uongo, endeleeni, siwezi kukujibu chochote wasiliana na hao IPTL wakujibu.”
Hata hivyo, haikuwa rahisi kumpata kiongozi wa IPTL kuzungumzia suala hilo kwa kuwa tayari kampuni hiyo ni mufilisi.
Msimamo wa Bunge
Ripoti ya POAC inasema Mkaguzi na Mdhibiti wa Hesabu za Serikali (CAG) aliorodhesha matatizo ya mkataba kati ya Tanesco na IPTL na kuangalia mambo mbalimbali ikiwa ni pamoja na mipango ya kununua mitambo hiyo na kuibadilisha iwe inatumia gesi badala ya mafuta mazito.
“Mgogoro uliopo hivi sasa kati ya Tanesco na IPTL unahusu kiwango cha malipo ya uwekezaji yaani capacity charges ambacho IPTL walikuwa wanalipwa na Tanesco. Kwa mujibu wa mkataba huo, capacity charge inapaswa kukokotolewa kwa kuzingatia mtaji wa asilimia 30 na mkopo wa asilimia 22.31.
Baada ya uamuzi wa Mahakama ya Kimataifa, ilikubalika kuwa mtaji uliowekezwa uwe ni Dola za Marekani 36 milioni.
Hata hivyo, baada ya uchunguzi wa Tanesco iligundulika kuwa IPTL haikuwekeza fedha hizo, bali Sh50,000,” inasema ripoti hiyo.
Ilisema kuwa, mpaka kufikia Mei 2008, Tanesco ilikuwa imeilipa IPTL Sh221 bilioni tangu ilipoanza uzalishaji umeme Januari 2002.
Kamati iliagiza: “Wanasheria wa Tanesco na Serikali watumie ushahidi wote uliopo kuhakikisha kuwa kiwango cha fedha kilichopo kwenye akaunti maalumu (Escrow) ndicho hichohicho kitumike kumaliza madeni yaliyopo na vilevile kufanyia marekebisho mitambo hiyo ili itumie gesi,” inasema taarifa hiyo.
Pendekezo hilo lilipitishwa na Bunge huku POAC ikitoa maelekezo kwa Gavana Ndulu kuwa fedha zilizopo Escrow zisitumike kwa namna yoyote ile bila mitambo ya IPTL kuwa ya umma na kubadilishwa na kutumia gesi asilia.
Aliyekuwa Mwenyekiti wa POAC, ambaye sasa ni Mwenyekiti wa Kamati ya Bunge ya Hesabu za Serikali (PAC), Zitto Kabwe alisema ameshtushwa na taarifa za kutolewa kwa fedha hizo kinyemela.
“Tunaitaka Serikali kutoa taarifa kama kweli hizo fedha zimetolewa, kwa sasa siwezi kutoa msimamo wetu kwa kuwa hatujakaa kama kamati, tunatarajia kuitisha kikao cha dharura Dodoma kuzungumzia suala hili,” alisema Zitto.

Development Entrepreneurship for Community Initiative (Deci) Tanzania, which is operating a pyramid scheme, has no bank account, investigations have established.

Meanwhile, BoT and other regulatory agencies came under the spotlight yesterday, with some Deci members and other stakeholders querying why it had taken them "so long" to establish irregularities in Deci's operations.

A source in the team that investigated Deci's operations told The Citizen yesterday that tens of millions of shillings collected from members were actually deposited in personal bank accounts operated by Deci officials.

"We wanted to know whether Deci had a company account, and who were their bankers, and they told us that the company did not have a bank account opened in its name," said the source, who did not want to be named because he was not authorised to reveal the probe team's findings to the media.

He added that Deci officials told investigators that money collected from members was kept in their (officials) personal accounts.

The probe team comprised officials from the Directorate of Criminal Investigations, Financial Intelligence Unit (FIU) of the Finance and Economic Affairs ministry, Tanzania Intelligence and Security Services, Bank of Tanzania (BoT) and Capital Markets and Securities Authority (CMSA).

It was also established that Deci was using a letter from BoT to gain the trust of people who wanted to join its pyramid scheme, and convince them that the company was operating legally.

The source said the letter was in response to Deci's application for a licence, adding that the central bank directed the firm to seek registration from the Industries and Commerce ministry.

BoT's director of banking supervision, Mr Joseph Massawe, said yesterday that Deci sent an application to the central bank two years ago seeking registration as an institution that would be issuing loans without taking deposits.

He said BoT advised Deci officials to seek registration from the relevant ministry.

"They have been misusing our letter of no objection. This matter is now in police hands. We have given them all the details on Deci's operations," Mr Massawe said.

Meanwhile, there was tension at Deci's headquarters in Mabibo, Dar es Salaam, following reports that many people who had invested in the pyramid scheme could lose their money.

People could be seen standing in groups discussing the latest developments in low tones.

However, some were hopeful, maintaining that Tanzanians were being deliberately misled into believing that Deci was a criminal outfit.

Others queried why it had taken BoT three years to realise that Deci was operating illegally.

Mr Eliseus Losulie described Deci as a saviour of poor people "who have for many years been exploited by other financial institutions, including banks".

"We reject BoT's announcement made through the media, we have already invested a lot of money here...where were they since 2007? They are liars," he said.

Another member said there was a need conduct a public awareness campaign to make those who were "demonising" Deci understand its operations.

"May be we should raise money and pay for airtime at a television station so that our leaders can explain what Deci is all about," he suggested.

Long queues could be seen outside the Deci offices at Mabibo yesterday as people waited to deposit money.

A man came out of the offices, displaying two receipts, and declaring that there was no one to stop Deci operations except God.

"Here are my receipts, I have just deposited my money. I don't care what BoT says, "we are tired of these politics which will not take us anywhere," he said.

Efforts by The Citizen to reach Deci officials failed as their mobile phones went unanswered.

At its Mabibo headquarters in Dar es Salaam, the company is said to be receiving deposits from an estimated 3,000 people every day.

Deci officials told The Citizen last week that they had paid out over Sh35 billion in "profits" and registered more than 500,000 members since last year when their operations began picking up.

They dismissed reports that the firm was running an illegal scheme as "unfounded and witch-hunting", but could not explain where the money to pay the huge interests came from.

BoT now pegs growth at between 5 and 6pc

Tanzania's economy will grow by between 5 to 6.1 per cent this year, according to a top BoT official.

BoT director of policy Joseph Massawe said projections by the IMF were "ill advised".

Dr Massawe said Tanzania's economy had not been much affected by the global financial crisis, adding that the effects could be more pronounced in the coming months.

Some economists have also disputed the Bretton Woods institution's forecasts, saying they are too pessimistic and give the wrong impression of the country's economic outlook.

An IMF delegation said early last week the country's economy would grow by between four and five per cent this year due to the global downturn.

But commenting on the sidelines of the annual poverty alleviation meeting in Dar es Salaam recently, local economists said the projections had missed the point since the fundamentals of the country's economy remain sound.

An economic analyst, Prof Haidari Amani of the Economic and Social Research Foundation, said the global financier�s figures were questionable because the economic crisis had no direct impact on the country's economy.

What factors have the IMF used to make their projections because Tanzania's economy depends mostly on agriculture. The four per cent growth can only be possible if agricultural production falls,"he said.

Prof Amani said there were indications that most troubled Western economies, especially the US and in West Europe, would stabilise by end of year, 'making it impossible for Tanzania to get worse.'

Last December, the Government projected a 7.1 per cent economic growth for 2009, which Finance and Economic Affairs minister Mustafa Mkulo last week revised down to 6.5 per cent.

Other economic analysts have also disputed the IMF figures saying Tanzania's economic outlook seemed strong enough to survive the recession this year.

BoT said recently banks in the country were well capitalised and although interest rates have edged up marginally, there has not been any dramatic disruptions witnessed in the country.

And on the sidelines of the Research on Poverty Alleviation (Repoa) annual meeting in Dar es Salaam, local economists said the global crisis has had a
minimal effect on the country.

CONTROVERSY surrounds the mysterious disappearance of a large consignment of local currency notes with a value running into millions of Tanzanian shillings, as it was being airlifted into the country from Germany on a Qatar Airways flight.

Sources within the Bank of Tanzania (BoT) have confirmed the apparent large-scale theft which was discovered on arrival at the Julius Nyerere International Airport in Dar es Salaam early last week.

It has yet to be established exactly at what point the consignment of bank notes got stolen whether it was in Germany, where the notes were manufactured; in Doha, where the flight made a stopover; or at the final JNIA destination in Dar es Salaam.

According to THISDAY findings, the consignment contained crisp new bank notes of 10,000/- denomination. However, the exact number of such notes involved � and hence the total value of the package � could not be immediately verified.

’’The consignment arrived at the airport in Dar es Salaam on the evening of Monday, March 9. But because the following day was a Maulid holiday, it could not be dealt with until Wednesday, March 11. That’s when it was discovered that the notes were gone,’’ said an informed BoT source.

It is understood that besides the new 10,000/- notes, the consignment also contained a substantial amount of old local currency notes that had long been removed from circulation.

Said the source: ’’The old notes were under audit query...during an earlier auditing exercise, the auditors wanted to know why these notes had not been returned for so many years since being sent to the printers overseas because of various technical problems.’’

But it remains unclear of what use the old notes long out of circulation were expected to be at this moment in time, or whether the government or central bank has received or is expecting any compensation from the company manufacturing the notes.

The discovery of a consignment of defective Tanzanian currency notes with a total value of 3.5bn/- back in 2001, led to serious repercussions including the launch of an official investigation by the then Prevention of Corruption Bureau (PCB).

However, no arrests or prosecutions were ever made.

The notes were printed by the German company Glesecke & Devrient Gmbh, on behalf of the Bank of Tanzania (BoT). They were of 1,000-shilling denomination, amounting to a total value of $3,237,492.

Following this scandal, the government vetoed central bank plans to award another print order to the same German firm, while the defective notes were said to have been quietly withdrawn from circulation.

Binafsi, sakata la Richmond liliniingiza kwenye msukosuko mkubwa baada ya “kupiga ngumi chini ya mkanda”. Novemba mwaka 2006,niliandika makala katika gazeti flani la huko nyumbani. Makala hiyo ilitokana na habari kwamba aliyekuwa Waziri Mkuu, Edward Lowassa, angefanya kikao na wabunge wa CCM kuandaa mkakati wa kuzima mjadala bungeni kuhusu suala la Richmond. 

Katika makala yangu, nilikosoa utaratibu uliozoeleka wa viongozi wa CCM kuitisha vikao “vya kuwaziba midomo” wabunge wake kila linapojiri jambo linalogusa hisia za wengi. Sikuona mantiki ya Lowassa kuwaita wabunge wa chama chake kuwaweka sawa kwani tatizo la umeme lilikuwa mwiba mkali kwa Watanzania wote bila kujali itikadi zao za kisiasa. Kikao kilifanyika na agizo la kuweka mbele maslahi ya chama lilizingatiwa,na hatimaye ishu ya Richmond haikujadiliwa.

Kilichopuuzwa wakati huo ni hekima kwamba kuficha ugonjwa hakusaidii kuponya maradhi. Pengine suala hilo lingejadiliwa muda huo wala tusingefika hapa tulipo sasa. Waingereza wana msemo “sehemu mbaya ya uamuzi mbovu ni pale inapofika hatua ya kuujutia”. 

Pamoja na kushutumu mtindo huo wa kuwekana sawa ambao naamini unatumiwa kuficha maovu, makala yangu pia iligusia staili ya uongozi wa Lowassa ya kuwaumbua hadharani baadhi ya watendaji kwa madai ya utendaji wao mbovu wa kazi. 

Japo alikuwa sahihi kukemea viongozi wasiowajibika ipasavyo, kuwaumbua hadharani ulikuwa mkakati dhaifu wa kujitafutia umaarufu wa kisiasa. Nilieleza kwamba zilikuwapo fursa mbalimbali kwa Lowassa kuwakaripia, kuwakosoa au hata kuwaumbua viongozi hao (kwa mfano kuwaita ofisini kwake, kuwaandikia maonyo au hata kuwapigia simu) pasipo haja ya kufanya hivyo kwenye mikutano ya hadhara. Nilihofia kwamba licha ya kuwashushia hadhi watendaji walioumbuliwa hadharani, staili hiyo ya Lowassa ingeweza kutafsiriwa kuwa ni mbinu ya kujitafutia umaarufu wa kisiasa machoni mwa wananchi ilhali tatizo liko kwenye mfumo wa uongozi. 

Siku chache baadaye, Mwandishi wa Habari wa aliyekuwa Waziri Mkuu, Saidi Nguba, alijibu makala yangu gazetini (na baadaye kunitumia barua pepe na comments kwenye blogu yangu) kumtetea bosi wake huku akidai suala la CCM kuitisha vikao vya ndani ni utaratibu walijiwekea wao wenyewe na haulengi kuwaziba midomo wabunge kwa vile “wabunge tulionao si watu wa kuzibwa midomo.” 

Mwanahabari huyo alitoa orodha ndefu ya “mafanikio” ya Lowassa ikiwa ni pamoja na idadi ya wanafunzi waliopata nafasi za kuendelea na masomo (japo hakugusia upungufu wa walimu, madawati, nk.) Alimalizia kwa kunikumbusha kuwa kama mwanafunzi niliyeko nje ya nchi nikisomeshwa kwa fedha za Watanzania masikini ninapaswa kufanya utafiti wa kutosha kabla ya kukosoa “mambo nisiyoyajua.”

Nilimjibu kwa kumfahamisha kwamba kuwa mwanafunzi ninayesomeshwa kwa fedha za walipa kodi masikini ni sababu tosha ya kukemea mambo mabovu ili kuhalalisha kwamba fedha inayotumika kunisomesha haipotei bure.

Pia nilimfahamisha kwamba wazazi wangu ni miongoni mwa Watanzania hao walipa kodi masikini, na kama masikini na walipa kodi wengine, wana haki ya kufahamu na kukosoa utendaji wa serikali waliyoiweka madarakani. Kuhoji utendaji wa serikali sio upinzani, na hata kama ungekuwa ni upinzani basi ni kwa manufaa ya Taifa letu.

Kusomeshwa kwa fedha za masikini haimaanishi anayesomeshwa asitoe mawazo yake (usahihi au upotofu wa mawazo hayo ni suala jingine). Nilipingana na utetezi wake kuhusu “mafanikio” ya staili ya Lowassa kuwaumbua baadhi ya watendaji hadharani na kumkumbusha kuwa hata Rais akitaka kumkosoa Waziri Mkuu wake hatofanya hivyo hadharani bali atamwita chemba. 

Mwandishi huyo mkongwe atakubaliana nami kwamba wakati Lowassa alituaminisha majukwaani kuwa ni “Sokoine mpya” (kwa kuwabana viongozi wazembe papo kwa hapo), “nyuma ya pazia” hakuwa tofauti na hao aliokuwa akiwaumbua hadharani kwani uoza wa Richmond umetokea ofisini kwake.

Naamini (mwandishi huyo) alikuwa akitekeleza tu majukumu yake ya kazi. Pengine moyoni aliafikiana na hoja zangu lakini ulikuwa ni wajibu wake kumtetea bosi wake. Natamani kusikia maoni yake sasa yake kuhusu sakata zima la Richmond.Naamini kwamba wengi wa watetezi wa mkataba huo sasa wataona mantiki za makelele yetu.

Hatimaye Lowassa amejiuzulu huku akijitetea kwamba suala zima la Richmond lilikuwa njama za watu waliokuwa wanataka Uwaziri Mkuu. Kuna msemo wa kiingereza kwamba “hukumu ya umma ni mbaya zaidi ya ile inayotolewa mahakamani.”

Wakati Lowassa anailamu Kamati ya “Kamati ya Mwakyembe” kwa kutompatia nafasi ya kujitetea, kelele zilizosikika mitaani kusherehekea kujiuzulu kwake ndio “hukumu ya umma” huku wengine wakidai kuwa Mzimu wa Nyerere “umemrudi.” 

Hivi mwongozo wa Bunge unasemaje pindi Mbunge anapoituhumu Tume Teule ya Bunge kuwa imesema uongo (kama alivyodai Lowassa)? Wakati nakerwa na UNAFIKI wa kupongeza “ushujaa wa Lowassa kujiuzulu”, ni muhimu Lowassa athibitishe uongo wa tuhuma dhidi yake kwani kama hoja ni kutoitwa kujitetea basi hata Zitto Kabwe alisimamishwa ubunge bila kupewa fursa ya kujitetea. 

Na kwanini alikimbilia kujiuzulu badala ya kudai haki yake, kama kweli aliamini ameonewa? Iweje Kazaura na Msabaha na wengineo wakati walipohojiwa nje ya kiapo waashirie mhusika ni Lowassa na sio mtu mwingine katika kabineti lenye mawaziri 60?Naamini kilio cha Lowassa kimesikika kwa vyombo vya dola. Niandike kwa herufi kubwa: LOWASSA ANAHITAJI KUHOJIWA.

Apewe haki hiyo anayodai kunyimwa na Kamati ya Bunge, lakini pia umma pia unahitaji hivyo kuhusu hizo shs milioni 152 kwa siku za Richmond. Wote waliohusika katika skandali hilo wana uhaba mkubwa wa uzalendo. Walithamini zaidi matumbo yao (na pengine “nyumba ndogo” zao) kuliko maisha ya Watanzania wenzao.

Hakuna haja ya kuwapeleka jela kwani watatuongezea tu gharama ya kuwahudumia chakula gerezani. La muhimu ni kuwafilisi kila walichovuna kwenye “dili” hilo. Katika hili, tuweke pembeni sheria za mapatano (laws of reconciliation) za Agano Jipya na kurejea kwenye sheria za kisasi (laws of retaliation) za Agano la Kale, yaani jino kwa jino na jicho kwa jicho. Wametufilisi nasi lazima tuwafilisi.

Makala yangu ndani ya toleo la wiki hii la gazeti la Raia Mwema iliandaliwa kabla ya "kimuhemuhe" kilichoanza leo huko Bungeni.Kwa kifupi,makala hiyo inaelezea namna siasa inavyoboa (au ni wanasiasa ndio wanaoboa?) na kutoa mfano wa namna baadhi ya wahafidhina katika chama cha Republicans "wanavyotiana vidole kwenye macho" kufuatia mwenendo mzuri wa harakati za Seneta John McCain kuingia White House kwa tiketi ya chama hicho.

Pia makala hiyo inagusia vimbwanga vya siasa za huko nyumbani kwa kuonyesha mshangao wa namna Spika Samuel Sitta "alivyoruka kimanga" kwamba aliwahi kuweka vikwazo dhidi ya harakati za Dr Slaa kufichua ufisadi wa BoT.Pia makala inazungumzia "utoto" wa CCM (licha ya kuwa majuzi ilitimiza miaka 31) pale inapodai kuwa yenyewe ndiyo iliyoibua hoja ya ufisadi.Hivi Chama hicho kimeishiwa busara namna hiyo hadi kusahau kwamba sababu ya mawaziri wake kuzomewa mikoani ilikuwa ni reactions za wananchi dhidi ya jitihada za vigogo hao kuua hoja za wapinzani kuhusu ufisadi!!!?
Lakini kali zaidi ni pale Spika wa Bunge alipotoa maelekezo kwa Naibu wake kwamba "asikurupuke" kuendesha mijadala ya Richmond na BoT/EPA hadi yeye (Spika) ataporejea kutoka ziarani Marekani.Angalau sasa tunaelewa kwanini Spika alitaka kutumia mbinu za kupoteza muda katika mjadala wa Richmond,kwani RIPOTI YA KAMATI TEULE YA BUNGE KUHUSU MKATABA KATI YA SERIKALI NA KAMPUNI HIYO (BONYEZA HAPA KUISOMA)imemu-implicate Spika kwa namna flani (kwa vile Kituo cha Uwekezaji-IPC-kikiwa chini ya uongozi wa Sitta,kiliiruhusu Richmond iwekeze pasipo kuchunguza uwezo halisi au uwepo wa kampuni hiyo).

Pamoja na makala nyingine zilizokwenda shule ndani ya gazeti hilo,bingirika na makala yangu hiyo kwa KUBONYEZA HAPA.

Wafuatiliaji wa blog hii watakuwa wameshasoma mara kadhaa niki-confess kwamba mie nina "allergy" na masuala ya namba (hisabati).Sasa hii mada fupi nayoandika inahusu uchumi,na kwa "kilaza" wa namba kama mie,ipo kazi kuiwasilisha vema ieleweke.Ntajitahidi hivyohivyo.Jana,masoko mbalimbali ya fedha (au hisa?),kwa kimombo stock markets,yaliyumba sana kiasi cha kuleta hofu miongoni mwa wachumi.Index ya FTSE (Uingereza) ilianguka kwa asilimia 5.48,Paris CAC40 ya Ufaransa ilikuwa asilimia 6.83,Frankfurt DAX ya Wajerumani asilimia 7.16 na huko Japan,index ya Nikkei ilianguka kwa asilimia 4.Masoko ya Marekani yalikuwa yamefungwa kufuatia maadhimisho ya siku ya Dr Martin Luther King,Jr.

Sina idea yoyote kuhusu hizo asilimia,lakini angalau katika gazeti la The Sun la hapa Uingereza nimepata mwangaza kuhusu uzito wa ishu hiyo.Kwa mujibu wa gazeti hilo,jumla ya hisa zenye thamani ya pauni bilioni 77 "zimepotea" (ki-stock market),na limetafsiri "hasara" hiyo into pauni 1,266 kwa kila mkazi wa nchi hii (sawa na shilingi 2,816,261.95 za Kitanzania)

Je akina sie na kijisoko chetu pale Mtaa wa Samora tunapaswa kuhofu kufuatia kuyumba huku kwa masoko haya makubwa duniani?Au tunapaswa kuhofia zaidi kuhusu mabilioni (wengine wanadai ni zaidi ya trilioni) yaliyoibiwa huko BoT kuliko habari hizi zinazohusu FTSE,DAX,CAC,et cetera?Je wewe msomaji unaonaje?
