President Jakaya Kikwete yesterday pointed fingers at businessmen who for years have exploited poor farmers by buying cheap from them and selling dear on the world market, pledging measures to redress the situation.

The President made the remarks in Dar es Salaam when speaking at the 6th Tanzania National Business Council (TNBC) meeting whose theme this year is ‘Agriculture First.’

The meeting hosting more than 400 local and international delegates is discussing and exploring untapped opportunities in the agricultural sector.

He said businessmen have been profiting from the farmers’ sweat by underpaying them on the pretext that prices in the world market have gone down.

We will not tolerate them any more…their days are numbered,” he said, adding that businessmen should buy farmers’ produce at a reasonable price.

“There are instances when a businessman buys produce at 200/- per kilo and sells it at 800/- in the world market…this is pure exploitation which must be stopped,” he said.

President Kikwete said the government would soon put in place a mechanism that would force business people to comply with farmers’ set price, a move that would help reduce the scale of the problem.


He however pointed out that the country’s agricultural sector can only move forward if irrigation farming would be fully deployed. Kikwete told participants that it was prime time for Tanzania’s farmers to shift from traditional to modern farming.

We, in the government, believe that the Agricultural Sector Development Programme embraces almost all the basic theoretical frameworks about why Tanzania’s agriculture is backward and what needs to be done. What remains is doing what is envisaged in the programme in terms of actualization and time frame,” he said, adding:

“ASDP seeks to see a number of interventions to deal with constraints in agriculture. One is to increase use of irrigation in farming. Overdependence on rain has kept our agriculture backwards for many years. Two is to increase the use of high yield seeds by farmers. We need to build local capacity in research and seed production.” He also noted that there was a need to increase the use of fertilizer among farmers.

“Low use of fertilizer has kept productivity low,” he stressed.

The President also underscored the need to increase the use of insecticides and pesticides as well as enabling farmers to use modern skills and techniques in production through extension services and use of agricultural research findings.

President Kikwete said that there was a need to improve crop marketing infrastructure; as well as all other services that will impact on agriculture, including improvement on physical infrastructure, access to finance for agriculture, facilitating growth of manufacturing and industries which add value to agriculture.

The other critical factor is the promotion of the large scale agriculture in Tanzania to complement smallholder and peasant agriculture. He noted that there is plenty of land which can be utilized by large scale farmers to increase agricultural production and productivity in the country.

I would like us to discuss how best we can leverage private capital into large scale farming in Tanzania. I want us to discuss ways and means of attracting investors both local and foreign in farming and livestock development,” he said.

President Jakaya Kikwete is set to announce a bail out package worth billions of shillings to rescue local companies that have been hit hard by the global economic crisis.

The Government's stimulus package, which awaits cabinet approval on Thursday, could be unveiled by Saturday, Finance and Economic Affairs minister Mustafa Mkulo said yesterday.

He said the bail out plan, compiled by a team of experts led by Bank of Tanzania (BoT) governor Prof Benno Ndulu, would be the major point in President Kikwete's address to the Parliament next week.

The Citizen has established that the package primarily seeks to keep the current economic growth on track and provide a form of social security amid fears of massive job losses due to looming company closures.

Addressing members of the Parliamentary Committee on Finance and Economy yesterday, Mr Mkulo said the stimulus package was critical "given the weight and importance of the current situation".

"The stimulus plan will target companies-mainly banks - to help them sustain their operations for a period of between six months and two years,"the minister said.

He also announced the approval of a $224 million (approx. Sh292 billion) advance from the $336 million (over Sh436 billion) released to the Government by the International Monetary Fund (IMF) to help fight the adverse effects of the global crisis.

Treasury officials, who spoke on condition of anonymity since they were not allowed to divulge details of the rescue package to the media, said the plan also targeted to control food prices.

And Prof Ndulu said the Government was trying to boost the economy amid concerns the slowdown could reverse nearly a decade of buoyant economic growth in the country.

He said Tanzania would do whatever was possible to "protect the hard-earned macroeconomic stability".

"The most crucial thing for us to do is to minimise the possible interruption in the growth process during the 2009/10 financial year, and cushion workers against lay offs and high costs of food," the central bank chief said early this year in a presentation on the crisis.

Prof Ndulu urged cooperation between the private sector and Government saying the downturn posed a real challenge to the country's economy and food security.

This was despite earlier remarks by the Government that the recession would not have any major effect on Tanzania since the country was remotely linked to the global economic system.

But there seems to be consensus now between key economic stakeholders in the country that the downturn is a major threat to Tanzania's economy.

However, some economic analysts criticise the Government for "dragging its feet" and taking too long to wake up to the reality of the magnitude of the economic crisis.

Dr Honest Ngowi, a lecturer at Mzumbe University warned that if not properly administered, the bail out plan could spark massive spending, which could lead to hyperinflation.

"While it is important to stimulate the economy through bailing out specific key industries, there is need to guard against the negative implications of such interventions," he said.

Prof Ndulu, who headed the team that drew up the stimulus package, said the Government, which had poor revenue collections this year, would seek collaboration with banks in its response to the crisis.

The banks would be encouraged to open lines of credit, especially to local horticultural, cotton, coffee and sisal farmers, whose exports have plunged due to falling demand from the traditional European markets.

The other major focus area of the rescue plan would be promoting infrastructure investments to boost agricultural production, which is projected to decline to 2.4 per cent in 2009 from 3.6 per cent in 2008.

Prof Ndulu also said there were efforts to eliminate red tape, aimed at attracting investments at a time some foreign investors are either rescheduling or cancelling their projects.

In a paper titled The Global Financial and Economic Crisis: Challenges and Responses, the central bank chief said the Government would not bail out companies that had solvency problems, which only got worse due to the crisis.

"Beneficiaries of the stimulus package should be sectors, projects and organisations with systematic risks and whose demise will negatively affect the economy and lives of ordinary people," he said.

CHAMA cha Mapinduzi (CCM) kimeanza safari ndefu ya kumnadi Rais Jakaya Kikwete ili awe mgombea pekee katika uchaguzi mkuu wa mwaka 2010, na tayari wilaya ya Bukoba Mjini imetoa hundi ya Sh1milioni za kulipia fomu yake ya kuwania nafasi hiyo.

Hundi hiyo ilitolewa jana na Umoja wa Vijana wa CCM wilaya ya Bukoba Mjini kwa maelezo kuwa umeridhishwa na uongozi wa Kikwete katika kutekeleza na kutimiza ilani ya CCM, na hivyo kuungana na jumuiya nyingine, vikundi na watu mbalimbali waliojitokeza kuanza kumkapenia Kikwete.

Hata hivyo, katibu mkuu wa CCM, Yusuf Makamba aliiambia Mwananchi jana kuwa hajui kwa nini jumuiya hiyo ya vijana wa chama chake imefanya hivyo na kwamba atawatafuta ili kupata ukweli na sababu za kitendo hicho.

"Niano msimamo wa chama, lakini siwezi kusema kwa sababu sijajua wamefanya nini. Bila shaka wanayo sababu," alisema Makamba baada ya kuuliza maswali mengi kuhusu kitendo hicho cha UVCCM Bukoba.

Katika halfa iliyofanyika mjini hapa, mwenyekiti wa UVCCM wa Bukoba Mjini, Chifu Kalumuna alimkabidhi mwenyekiti wa CCM wilayani Bukoba Mjini, luteni mstaafu Ally Shamte hundi ya fedha za kuchukulia fomu hizo.

Katika hafla hiyo, Kalumuna pia alimkabidhi mbunge wa Bukoba Mjini, Balozi Khamis Kagasheki hundi ya Sh 100,000 kwa ajili ya kuchukulia fomu za kuwania ubunge katika uchaguzi huo.

Akizungumzia sababu za kutoa fedha kwa Kikwete na Kagasheki kwa ajili ya kuchukulia fomu, katibu wa vijana wa Bukoba Mjini, Yusuph Kaliat alisema wamefanya hivyo kutokana na kuridhika na ufanisi katika utekelezaji wa ilani ya CCM.

“Sisi kama vijana na nguzo ya taifa, tumeamua kutoa zawadi hiyo ili viongozi hao waendelee kuongoza, kila mmoja kwa nafasi aliyokuwa nayo,” alisema Kaliat katika hafla hiyo iliyohudhuriwa na viongozi kadhaa wa CCM na UVCCM, akiwemo Kagasheki.

Chifu Kalumuna alikabidhi hundi zote mbili kwa Balozi Kagasheki ambaye naye alimkabidhi Shamte.Hakuna maelezo yaliyotolewa kwa nini UVCCM wilaya ya Bukoba imeamua kutoa fedha hizo sasa, ikiwa ni mwaka mmoja kabla ya mchakato wa uteuzi za majina ya wagombea na kuanza kampeni.

Kwa kawaida, CCM ina kipindi chake cha kuanza kampeni za ndani kwa wagombea wa nafasi zote za kuanzia serikali za mitaa, udiwani, ubunge na urais, lakini muda rasmi unaoruhusiwa na Tume ya Uchaguzi kwa ajili ya kuanza kampeni ni miezi minne kabla ya tarehe ya uchaguzi.

Uchaguzi mkuu utafanyika mwezi Agosti mwaka 2010.

Kitendo cha wilaya hiyo kutoa fedha kwa ajili ya kuchukulia fomu kinaelekea kuwa ni mkakati mpya wa kumnadi Kikwete pamoja na Kagasheki, ambaye hivi karibuni alikaririwa na baadhi ya vyombo vya habari akisema hatawania kiti hicho tena.

Fedha hizo za jumuiya ya vijana ya Bukoba Mjini ni sehemu ya kampeni kadhaa ambazo zimekuwa zikionekana katika miezi ya karibuni kumpigia debe Kikwete, ambaye alipata ushindi mkubwa katika uchaguzi wa mwaka 2005.

Hivi karibuni Umoja wa Wanawake Tanzania (UWT) mkoa wa Manyara ulimpendekeza Kikwete kuwa mgombea pekee wa nafasi ya urais katika chama chao cha CCM.Umoja huo ulitoa msimamo huo Mei 30 katika mkutano mkuu wa mkoa uliofanyika kata ya Magugu wilayani Babati ambako mgeni rasmi alikuwa katibu mkuu wa UWT, Hasna Sudi Mwilima.Risala ya akina mama hao iliyosomwa na katibu wa mkoa, Venosa Mjema ilisema wamenufaika zaidi na uongozi wa Rais Kikwete tangu alipoingia madarakani mwaka 2005.

Pia mkoa wa Rukwa ulionyesha kuridhishwa na uongozi wa Kikwete katika hafla ya kuchangisha pesa kwa ajili ya ujenzi wa shule za mkoa huo.Katika hafla hiyo iliyofanyika hivi karibuni jijini Dar es salaam na ambayo mgeni rasmi alikuwa Kikwete, kiasi cha Sh 1.4bilioni kilichangwa kwa fedha taslimu au ahadi.

Wanachama wengine wa CCM waliowahi kutoa kauli za kutaka Kikwete awe mgombea pekee wa chama hicho ni pamoja na makamu mstaafu wa rais, Samuel Malecela, mwenyekiti wa zamani wa CCM mkoani Dodoma, Pancras Ndejembi na aliyekuwa mwenyekiti wa CCM mkoani Dar es Salaam, Mzee Hemed Mkali.

Baada ya wazee hao kutoa kauli hiyo mapema mwaka huu, Mbunge wa Sumve, John Shibuda alidai kwamba atachukua fomu kuwania urais mwaka 2010. Shibuda pia alikuwa miongoni mwa wana-CCM 11 waliochukua fomu kuwania urais mwaka 2005.

Wengine ni makamu mwenyekiti wa zamani wa CCM, Malecela, waziri mkuu mstaafu, Frederick Sumaye, Waziri wa Maji na Umwagiliaji, Prof Mark Mwandosya, Balozi Patrick Chokara, Balozi Ali Karume, Dk Abdallah Kigoda, Dk William Shija, Dk Salim Ahmed Salim na Idd Simba.
