So CCM has turned 34!

It's almost certain that you'll end up in confusion,if not a severe headache,or to make matter even worse feeling nauseated when you take time to reflect  on where this exceedingly corrupt party came from.I remember back in the days when CCM used to be as important as one's religious faith.Of course,people were coerced into having a blind faith in the sole party by then but that does not diminish the fact that the party was to a larger extent serving the masses regardless of their bank balances.

But,any sensible discussion on how CCM transformed itself from a people's party to a clique of political thugs should not try to avoid the role of Baba wa Taifa in getting all of us to this unknown destination.I have great respect to Mwalimu but his failure,intentionally or short-sightedly,to realise that some of his closest allies were actually wolves in sheep skin.You don't have to be a political analyst to discover that the likes of Kingunge Ngombale Mwiru,who were like Nyerere's brothers,were preaching to the public about Ujamaa na Kujitegemea while they were secretly praying for Mwalimu to disappear so that they could tunr our country into shamba la bibi.And shmba la bibi we truly are now!

Some scholars have gone further to a point of claiming that Nyerere's decision to ng'atuka in 1985 was actually a vailed admission of his failure to turn Tanzania into a socialist state.They also contend that his decision to appoint Ali Hassan Mwinyi as a successor was a calculated move to obscure Nyerere's own failures.And that move seemed to have paid dividends as it is the Mwinyi-era,and not Nyerere's, that is often portrayed as a the starting point of Tanzania's journey to nowhere.

It could as well be argued that in choosing Mwinyi as his successor,Nyerere was continuing his tradition of appointments based on personal allegiance rather than being merit-driven.Let's be honest.What convinced him that Tanzania would have been in safe hands under Mwinyi's leadership,bearing in mind that the country's fragile and aid-dependent economy was in shambles?

Do I think  Nyerere's leadership  was as poor as his predecessors?Not really.The major issue I have with the way he ruled the country is his blind faith in some crooks who  surrounded him,fooling him and the masses that they had strong faith in Ujamaa na Kujitegemea while in fact the were worse than the Mob.

However,at least Nyerere seemed to be concerned about the welfare of the nation and the people he led.And although he retired without making a public apology for his failure in realising the Ujamaa na Kujitegemea dream,his commitment to Tanzanians of all walks of life was truly unsurpassed.

Fast forward two decades later,and we have a political party that not lacks strong leadership but also has willingly made itself a hostage to the worst kind of characters.When you have a weak party leader like Jakaya Kikwete,sitting in midst of crooks who bankrolled their dirty money between 1995 to 2005 to assure he becomes the 4th President of Tanzania,come what may,the Judiciary comprised of a substantially high number of appointees who hold their allegiance to Kikwete as a person,and a Legislative body full of people who bought their way into power by splashing illegally amassed funds,the result is no better than having a Mafia state.

To make matter even worse,the instruments for good governance and public service are also severely infected with a congregation of unscrupulous people whose only mission is to multiply their number of nyumba ndogos,mansions,fleets of luxury cars and deposits in their fat bank accounts.

And contrary to popular belief that age comes with wisdow,the older CCM gets the more corrupt and useless it becomes.And as every young and old sinner seems to realise that the ruling party offer a safe haven as long as one is ready to buy ukamanda wa vijana,CCM's coming birthdays will continue to bring painful memories to every mlalahoi while the fisadis laugh their way to the bank.

Kuna jitihada zinazofanyika huko nchini Misri katika jitihada za kumaliza machafuko yaliyodumu kwa zaidi ya siku 10 sasa kushinikiza kung'oka madarakani kwa Rais Hosni Mubarak.Jitihada hizo zinafanywa na kundi linalojumisha "Kamati ya Watu wa Busara" (ni kama Wazee wa Busara lakini sio kama wale walioimbwa na kundi la Wachuja Nafaka ).Watu hawa wenye heshima zao katika taifa hilo wanajaribu kuepusha maafa zaidi ambapo inaelezwa kuwa hadi sasa zaidi ya watu 300 wameshauawa.Kwa mfano,miongoni mwa mambo waliyojaribu kuishauri Serikali ya Mubarak ni kuangalia uwezekano wa Rais huyu kubaki na cheo cha heshima (figure head) lakini majukumu ya kuendesha nchi yakabidhiwe kwa Makamu wa Rais.Kadhalika,walidai kuwa wanaweza kushawishi kundi la Muslim Brotherhood lisisimamishe mgombea iwapo Serikali ya Mubarak itakubali kuitisha uchaguzi.

Ukiangalia mwenendo wa mambo huko nyumbani,ni dhahiri nasi tunahitaji Wazee wa Busara wa kukutana na Rais Jakaya Kikwete,angalau kumwamsha katika lindi la usingizi unaomkabili na kumfahamisha kuwa taifa letu linaelekea kusikostahili.Tunaweza kujidanganya kuwa yanayotokea Misri hayawezi kutokea kwetu lakini ukweli ni kwamba mazingira yaliyopelekea mbinde huko Misri,Tunisia,na sasa Yemen na Sudan (kwa kiasi flani) pia yapo huko nyumbani.Umasikini wa kupindukia ambao unapuuzwa na watawala wanaozidi kujirundikia utajiri,sambamba na kupora raslimali za umma;ukosefu wa ajira;utawala wa kibabe (rejea mauaji ya raia wasio na hatia huko Arusha na Mbeya,sambamba na nguvu kubwa kupita kiasi zinazotumiwa na vyombo vya dola kudhibiti maandamano ya amani),to mention but a few.

Unfortunately,wazee aliotuachia Baba wa Taifa ndio dizaini ya akina Kingunge-watetezi wakubwa wa ufisadi.Kuna watu kama Rais Mstaafu Ali Hassan Mwinyi,Mawaziri Wakuu Wastaafu kama Warioba na Cleopa Msuya,na wanasiasa kama akina Joseph Butiku lakini hawa wote wanakwazwa na tatizo lilelile linaloikwamisha Tanzania yetu: kuweka maslahi ya kisiasa mbele ya maslahi ya taifa.Angalau Warioba amejaribu mara kadhaa kuzungumza "kwa niaba ya umma" lakini mafisadi wakaanza kumuundia zengwe.

Nalazimika kupigia mstari umuhimu wa kuwatumia Wazee wa Busara kumwamsha Kikwete kwa vile inaelekea Rais wetu anajifanya haelewi kinachoendelea kwenye maisha ya Watanzania wengi.Yoote aliyoahidi wakati wa kampeni zake za mwaka 2005,na kisha kuyarejea tena wakati za kampeni za mwaka jana yanaelekea kuwa yamesahaulika kama sio kupuuzwa.

Majuzi nilityumiwa comment na msomaji mmoja aliyenishutumu kwa kile alichoita "kuchochea vurugu" na kudai mie nahamasisha yanayotokea Misri na Tunisia yatokee Tanzania pia ilhali mie mwenyewe niko nje ya nchi.Mpuuzi huyu anajifanya haelewi kwamba kuwa nje ya nchi hakumaanishi Utanzania wangu unakuwa nusu.Afterall,nina ndugu,jamaa na marafiki wanaoteseka kutokana na hayo nayopigia kelele kila siku.

Na hata blogu hii ikikaa kimya,au wazalendo wa mtandao kama Jamii Forums nao wakinyamaza,ukweli unabaki kuwa siku moja Watanzania wanaweza kusema this is too much,liwalo na liwe.Mwanafalsafa Karl Marx aliwahi kutuasa kuwa masikini hana cha kupoteza (akiamua liwalo na liwe) except minyororo anayobebeshwa na watawala dhalimu.

Tuna uchaguzi mmoja tu: kubadilisha hali ya mambo kwa njia za amani ama sivyo yanayojiri mahala kwingineko yanaweza kutokea kwetu pia.Sio suala la kuombea au unabii wa maangamizi bali huo ni ukweli mchungu.Hakuna namna ya kumaliza ugonjwa pasipo tiba.

Na kwa Kikwete na jamaa zake,ni muhimu kujifunza katika yanayoendelea huko Tunisia,Misri,Jordan,Yemen na Sudan.Kuendelea kuwakumbatia mafisadi wanaokwangua uchumi wetu kila kukicha ni jambo lisilokubalika hata chembe.

Mourners for hire

Dar es Salaam. Would you cry at the funeral of somebody you don’t even know, a person you never met during his or her lifetime? How would anybody work himself into a sombre mood at the funeral of a total stranger and break into sobs, shedding lots of tears?Well, faced with economic hardships and lack of jobs, some young people in Dar es Salaam are doing something that would never have been imagined only a few years ago. In fact, the traditionalists would have been shamed to death in the face of such a scenario.

But the young people are going to extremes to earn some money, and in some cases doing what to many would consider rather weird, such as offering to cry at funerals for a fee.

And this is not a scene from a stage play about death and funerals. It is the real thing – a new profession, mourning for hire, is taking root in Dar es Salaam.

While death has always been a source of income for funeral homes in the urban centres, coffin makers, transporters, grave diggers, and providers of other services, including catering, to give the dead a grand send-off, the idea of “professional mourners” is a brand new one.

But the rather morbid business of professional mourners is gaining popularity, with many families hiring strangers to cry at their relatives’ funerals.

The Umoja wa Waombolezaji Misibani (UWAMI), a group of ‘professional mourners’ in Dar es Salaam is already gaining ground by offering what is increasingly becoming a major part of funerals in the city. They charge Sh150,000 for a day’s service, which ends when the person is buried.

The business is fast catching on as the greater society opens up to adopt the traditional rites of communities or things that happen in other countries.

Some traditions demand the holding of grand funerals, where loud crying by close relatives, acquaintances, friends or associates, is meant to demonstrate deep love for the deceased.

The gift of acting (crying) among the UWAMI group members has been nurtured by their daily activities of making and selling coffins in the Manzese suburb of the city.

Comprising six members, the group was established in October last year to provide “crying services” at funerals for a fee.
Speaking to The Citizen of Saturday, UWAMI chairperson Frank Anthony said the members had been inspired by the search for a livelihood amid hardships due to lack of steady jobs to find an alternative source of income.

He said the idea was born, when, as they sold coffins, they would ask some of their customers to consider hiring some “readymade” mourners, as well.

A customer, who told them that he had heard on radio that such groups were already operating in Kenya, got them to turn their idea into reality.

They started out as a group of three, but as more city residents heard about the service and demand increased, more members joined.

In less than six months, the group has provided mourners for hire at three funerals, but is looking forward to a business boom as more people get to know about the service.

“We hope to provide well organised funeral crying services based on the needs of our customers from different ethnic and cultural backgrounds,” said Mr Anthony.

But the chairman conceded that the group would have to work hard to cope with the different requests for their services.
He said that at some funerals, relatives asked them not to cry, but to “joyously sing along with the family members”. He quipped: “It is serious business…crying.”

To prepare for a job, they need information on the age, sex and occupation of the dead person. They should also know about where he or she used to work, relations with the neighbours, workmates and family members.

The group must find out what exactly the family expects them to do. “In some communities, they do not cry all the time, but just sit waiting for relatives who come in crying, and they join in.”

The professional mourners are served with ugali and meat and provided with alcoholic drinks to stimulate their crying.
For a session, a crate of beer, konyagi and banana, a local alcoholic drink, are sufficient.

Group member Faida Yassin said that judging from the income earned in the short time they have been offering the services, the future is promising.

Mr Yassin, a father of three children, said he was able to pay school fees for his son in secondary school with his earnings.

“This service will really change our lives if the society responds positively,” he said.

However, he conceded that it had not been easy at the beginning, as they learned how to cry for pay.
A lecturer in psychology at the University of Dar es Salaam, Prof Issa Omari, said the phenomenon was part of society’s development, and should be viewed positively.

“It is not a new thing, as it started in Kenya almost a decade ago. It is just a money making enterprise for jobless youth,” he said. “There is nothing strange in a money-dominated society about allowing people to buy anything they want.”

But Dar es Salaam residents have received the news of the “professional mourners” with mixed reactions.

Some of those interviewed said the emergence of such groups “simply shows the levels of frustration in the society due to lack of job openings”.

Mr Stephen Maina, a 70-year-old resident of Mabibo, said it “is not part of Tanzanian culture”.

He added: “Crying in a funeral is an act that close relatives or friends of the deceased can do. Having some hired people crying is shameful and unethical.”

He said that in some traditions, having a stranger crying at a funeral was seen as an act that could result in a bad omen in the bereaved family.

“In Germany, France, China and England, where I’ve lived, the practice is quite different. They hire people to perform at funerals but not to cry.”

He added: “I think even those who hire mourners must have some problems.”
Mr Rashid Juma, a businessman at Kariakoo Market, said: “Tanzanians should not just copy anything, including services that add no value to our norms.”

The vice-chairman of the Christian Council of Tanzania, Bishop Peter Kitala, dismissed UWAMI’s services as ungodly, adding that crying at a funeral was a way of sharing the grief of the bereaved and should not be for financial gain.

“I urge the public to shun the services of the professional mourners. I find it really sorrowful that Tanzanians can go to that level of pretending just to get money,” he said.

The clergyman said it was sinful to pretend to be in a certain state for personal gain.

Mashirika ya ushushushu ya Uingereza,MI5 na MI6,leo yalitarajiwa kuieleza Mahakama Kuu ya hapa kwamba siku zijazo  taarifa za kiusalama zitazokusanywa nje ya nchi hazitawekwa hadharani kortini hata kama zimepatikana kwa kuwatesa watuhumiwa (torture).

Mwaka jana,mahakama ya rufaa ilitupilia mbali kesi kwa kile ilichokiita jaribio la kudhoofisha kanuni ya msingi ya sheria: mshtakiwa lazima aone na kusikia ushahidi uliotumiwa kujenga kesi dhidi yake.

Sasa mashirika hayo ya usalama wa ndani (security) na ujasusi (intelligence) yanapambana na uamuzi huo.Baadhi ya vyombo vya habari vya hapa,magazeti ya The Guardian na The Times,na Shirika la Utangazaji la Uingereza (BBC)-chombo cha umma hicho kama TBC1,Daily News na Habari Leo-pamoja na vikundi vya haki za binadamu vya Liberty na Justice,vilitarajiwa kutoa hoja mbele ya majaji waandamizi kabisa wa hapa kuwa kama hoja ya mashirika hayo ya kishushushu ikikubaliwa,itabomoa nafasi ya kesi kuwa ya haki na kumomonyoa  imani ya umma kwa maamuzi ya mahakama.Mawakili wa taasisi hizo za habari na haki za binadamu walitarajiwa kudai kuwa kanuni hizo ni muhimu hasa panapokuwa na madai ya maafisa wasiomudu majukumu yao ipasavyo (incompetent) au kutenda makosa.

Shauri hilo linatokana na madai ya raia (citizens) sita na mkazi (resident) mmoja wa Uingereza waliokuwa wakishikiliwa katika jela ya kuhifadhi watuhumiwa wa ugaidi ya Ghuba ya Guantanamo,kwa kile wanachodai ushirika wa siri kati ya MI5 na MI6 na mamlaka za Marekani.Watuhumiwa hao waliyataka mashirika hayo ya ushushushu kuonyesha ushahidi wa nyaraka kuhusu ufahamu wa  mashirika hayo katika uamuzi wa siri wa Marekani kuwapeleka jela hiyo,na ushiriki wa MI5 na MI6 katika suala hilo.

Japo watuhumiwa hao wameshafikia makubaliano ya fidia inayokisiwa kuwa mamilioni ya pauni za Kiingereza  (baada ya kuachiwa kutoka Guantanamo),mashirika hayo ya kishushushu yanataka kuanzisha kanuni mpya kwamba hakuna taarifa ya kiusalama itakayowekwa hadharani kwenye kesi yoyote ile ya madai au ya jinai.Tayari MI5 na MI6 wameshaonyesha wasiwasi wao katika mgogoro wa kitambo sasa kati yao na majaji wa mahakama kuu juu ya shinikizo kwa mashirika hayo kuonyesha ushahidi wa kuhusika kwao katika mateso aliyopewa (mmoja wa watuhumiwa hao) Binyam Mohamed,mkazi wa Uingereza aliyeshikiliwa kwa siri katika jela nchini Pakistan na Morocco kabla ya kupelekwa Guantanamo.Majaji waruka pingamizi la aliyekuwa 'Waziri wa Mambo ya Nje' (Foreign Secretary) wa hapa ,David Miliband,na kuweka hadharani muhtasari wa taarifa za (Shirika la Ujasusi la Marekani) CIA kwa MI5 na MI6.

Kama mashirika hayo ya usalama na ujasusi yakishinda madai yao,taarifa yoyote ya kiusalama na/au kijasusi inayohusu kesi ya madai au jinai itaonyeshwa kwa majaji na waendesha mashtaka pekee na sio washtakiwa au hata mawakili wao.Badala yake,taarifa hizo zitaonyeshwa kwa "mawakili maalumu" waliohakikiwa kiusalama (vetted).

Mwaka huu, Serikali ya Uingereza inatarajiwa kuchapisha muswada kupendekeza kipengele cha sheria kinacholitaka Bunge kuzuwia ushahidi wa uliopatikana kwa njia za ushushushu kuwekwa hadharani kortini,hatua ambayo inapingwa na majaji.  

Habari hii nimeitafsiri (kadri nilivyoweza) kutoka toleo la jana la gazeti la The Guardian la hapa Uingereza.Lengo la kutafsiri na kuiweka habari hiyo hapa bloguni ni kutoka changamoto kwa vyombo vyetu vya habari-hususan vya umma-kusimamia haki za jamii.Wengi wetu tumekuwa tukihudhunishwa na namna TBC,Daily News na Habari Leo,taasisi za habari zinazoendeshwa kwa fedha za walipakodi (pasipo kujali itikadi zao za kisiasa) wanavyoendesha shughuli zao kana kwamba ni vyombo vya habari vya CCM.Ikumbukwe kuwa vyombo vya habari ni mhimili  wa nne wa utawala wa nchi (pamoja na Bunge,Mahakama na Serikali),na hivyo kuwa na wajibu wa kutopendelea au kuegemea upande wowote dhidi ya maslahi ya umma.
    



Kwa hakika inachosha kila unapoingia mtandanoni na kukutana na episode mpya ya sakata la Dowans.Tangu mwanzo ilishabainika Rais Jakaya Kikwete yuko upande gani katika ishu ya ujambazi wa waziwazi (daylight robberies) ulioshamiri kwenye sekta ya nishati.Lakini si vibaya kujikumbusha tumetoka wapi na uhusika wa Kikwete katika ufisadi unaokaribia kuadhimishwa kitaifa kwa tuzo kubwa ya mabilioni ya shilingi kwa kampuni ya kijambazi ya Dowans.


Muda si mrefu baada ya Kikwete kuingia madarakani,aliendeleza mlolongo wa porojo zake za kuwaletea Watanzania maisha bora kwa kulipatia ufumbuzi tatizo sugu la nishati ya umeme.Na hapo tunaweka kando uhusika wa Kikwete katika mkataba mwingine wa kitapeli unaoiwezesha kampuni ya IPTL kulipwa mamilioni ya shilingi hata wasipoipatia Tanesco mchango wa umeme katika gridi zake.

Huku baadhi ya Watanzania wakiendelea kuamini kuwa Kikwete ni chaguo la Mungu,aliwaahidi kuwa tatizo la umeme litakuwa historia pindi itapowasili mitambo ya umeme kutoka nchini Marekani.Na hatimaye mitambo hiyo ikawasili kwa mbwembwe ikiwa imekodiwa dege kubwa la mizigo.Picha zikapigwa,wahusika katika radio,runinga, magazeti na blogu wakaripoti.

Lakini kama wasemavyo waswahili kuwa za mwizi arobaini,mitambo hiyo ikabaki kuwa mitambo tu.Kumbe sio tu ilikuwa bomu bali hata kampuni iliyopewa dili na Kikwete-RICHMOND HIYO- nayo ilikuwa bomu.Actually,ilikuwa ni kampuni yenye ofisi kwenye brifukesi.

Kikwete akaufyata kana kwamba si yeye aliyeutangazia umma kuwa mitambo feki ya richmond ingekuja kumaliza tatizo la upatikanaji wa nishati ya umeme.Lakini kwa vile Kikwete hakuwa peke yake kwenye dili hilo,swahiba wake wa karibu,na Waziri wake Mkuu kwa wakati huo,Edward Lowassa,akaamua kulivalia njuga suala hilo na kuanzisha jitiahada za makusudi kuzuwia mjadala wowote kuhusu utapeli huo.Katika harakati hizo,blogu hii ilikumbwa na zahma pale mwandishi wa habari wa Lowassa,Said Nguba alodiriki kuandika comments kali hapa bloguni akinishambulia Truly Yours baada ya mie kumkemea Lowassa kuhusu jitihada zake za kuzuwia mjadala wa Richmond Bungeni. 

Kadhalika,msimamo wangu na wa blogu hii kuhusu suala hilo ilipelekea kupewa karipio kali kutoka kwa aliyekuwa mwajiri wangu wakati huo huku bosi aliyenipigia simu kuwasilisha karipio hilo akihoji nimekuja Uingereza kusoma au kuandika habari za uchochezi.Kichwa maji huyu alijifanya haelewi kuwa mie nilikuwa najinyima muda wangu wa masomo ili kufanya kile mwajiri wangu alipaswa kukifanya in first place,na laiti angefanya basi leo hii tusingekuwa tunajadili malipo kwa mrithi wa Richmond,yaani kampuni ya kiharamia ya Dowans.Kwa sababu za kimaadili,siwezi kumtaja mwajiri huyo. 

Ofkoz,Nguba na bosi huyo walikuwa wanatekeleza tu wajibu wao uliokuwa unawawezesha kupeleka mikono yao kinywani.Hata hivyo,kile kile nilichokiasa kwenye makala iliwasukuma wazushi hao kunikaripia,kilitokea miaka miwili baadaye: Lowassa alilazimika kujiuzulu baada ya Kamati Teule ya Bunge iliyoongozwa na Dr Harrison Mwakyembe kuchunguza sakata hilo la Richmond kukamilisha kazi yake.

Kufupisha habari,baadaye Richmond ikarithishwa kwa jambazi mwingine Dowans.Na muda wote huo Kikwete akaendelea kuuchuna kana kwamba kinachotokea hakihusiani na maamuzi yake finyu.Baadaye mjadala wa Richmond ukarejeshwa tena bungeni lakini kwa vile wahusika walishajipanga vyema kuukabili,na kwa vile CCM ilishajitambulisha kuwa ni kichaka cha mafisadi,mjadala huo ukamalizwa kishkaji.Hakuna aliyewajibishwa,na Watanzania kama kawaida yao wakaendelea na maisha yao kana kwamba hakuna fedha zilizoibiwa.

Kelele za hapa na pale zilikuwepo,lakini kimsingi zilikuwa kama kelele za kutimiza wajibu tu (talking for sake of hearing own voice).Ni katika kipindi hicho pia kukazuka mjadala nini kifanyike kuhusu mitambo feki ya Dowans.Baadhi ya wenzetu,kwa mfano Mbunge Zitto Kabwe,walishauri mitambo hiyo itaifishwe.Wengine wakasisitiza kuwa kutaifisha pekee hakutoshi pasipo kuwawajibisha waliotuingiza mkenge katika suala hilo.Wakati wote huo Kikwete aliendelea kujifanya bubu na kiziwi kuhusu ishu hiyo.

Lakini kabla kidonda hakijapona,zikasikika habari kuwa Mahakama moja ya Kimataifa imeipa ushindi Dowans na serikali kuamuriwa ilipe mabilioni kama fidia.Kichekesho,or rather matusi,ni ukweli kwamba habari kuwa serikali imeshtakiwa na Dowans zilifanywa siri.Na kama kuongeza uzito wa matusi,viumbe waliopaswa kuwa watetezi wa umma kupinga malipo kwa majambazi wa Dowans-hapa namaanisha Waziri wa Nishati William Ngeleja na Mwanasheria Mkuu wa Serikali Jaji Werema- wakaibuka kuwa watetezi wa Dowans.Uchizi,kulewa madaraka,sintofahamu au sheer ufisadi!!!???Yani mshtakiwa anakuwa bize kuhalalisha hukumu dhidi yake?Kwanini basi nguvu wanayotumia mafisadi hawa baada ya hukumu kutolewa haikutumika kuhakikisha wanashinda kesi husika (assuming kulikuwa na kesi kweli,maana kuna tetesi kuwa mahakama yenyewe ilikuwa katika mfumo wa mlo wa jioni hapo Movenpick).

Back to Rais wetu Kikwete.Ameendelea kuuchuna hadi majuzi.Awali,alipotuhumiwa kuwa ndio mmiliki wa Dowans,mpambe wake Salva Rweyemamu akakurupuka na kauli chafu kabisa dhidi ya mwakilishi wa umma,Dkt Willibrod Slaa,aliyeamua to call a spade a spade kwa kubainisha kwamba Kikwete ndiye Dowans.Siku chache baadaye Kikwete akamjibu Dkt Slaa kwa vitendo: akaagiza askari wake (through IGP Said Mwema) wapige hadi kuua wananchi wasio na hatia huko Arusha.

Lakini,again za mwizi arobaini.Juzi tumefahamishwa bayana kuwa kikao cha Kamati Kuu ya CCM kilichokaa chini ya uenyekiti wa Kikwete kimeridhia malipo kwa Dowans.Huhitaji japo short course ya uchambuzi wa siasa kutambua kuwa laiti Kikwete angekuwa upande wa wananchi na hivyo kupinga malipo kwa kampuni hiyo ya kifisadi,Kamati Kuu isingethubutu kuridhia malipo hayo.Kwa hiyo at last Kikwete ameweza kuibua sura yake aliyoficha mchangani kwa ukimya wa kuzungumzia suala la Dowans,na ametujulisha bayana kuwa kamwe hawezi kukata mkono unaomlisha.Hawezi kuamuru Dowans isilipwe ilhali yeye ni mhusika mkuu katika ujio wa Richmond iliyorithiwa na Dowans.


Nihitimishe kwa kutoa wito kwa Kikwete na washirika wake wa Dowans kuwa sasa tumechoshwa na drama hii.Wameshaamua kujilipa,wajilipe.Hakuna haja ya kuendeleza mchezo huu mchafu wa kuigiza.In fact,hakukuwa na haja kwa CCM kutoa tamko la kuridhia malipo hayo kwani walishaamua mapema kuwa watailipa Dowans.Kwanini wasiilipe wakati inawadai fadhila?Actually,kwanini wasijilipe wakati wao ndio wamiliki wa kampuni hiyo?Wanasaini mikataba fyongo kwa makusudi ili baadaye waivunjue kisha wajishtaki mahakamani na kudai fidia,na hatimaye wajilipe.Yaleyale ya kununua bima ya moto kisha mnunuzi wa bima hiyo anachoma moto alichokiwekea bima,na kuishia kulipwa mara 1000 ya gharama halisi bima husika.

Sio kama nimechoka kupiga kelele dhidi ya ufisadi bali katika ishu hii ya Dowans naona kama kelele zetu zinamaliza sauti bure.Kwenda Mahakama Kuu kuzuwia malipo kwa Dowans ni wazo zuri,only if we forget nani anayewateua majaji tunaowapelekea kesi hiyo.Mnadhani kasi ya Kikwete kuteaua majaji ni coincidence tu?Anaweza kuwa dhaifu katika kuitumikia Tanzania ipasavyo lakini yuko makini sana katika kuhakikisha maslahi yake binafsi na ya washkaji zake hayaathiriwi kwa namna yoyote ile.
